About this file
This is an Area of Interest (AoI) for a SPEED Commercial Solutions Opening (CSO) issued by the Air Force Institute of Materiel Management (AFIMSC) through the 771st Enterprise Sourcing Squadron. The AoI seeks innovative solutions for a Resilient, Permanent Expeditionary Facility Prototype Demonstration (CSO AoI Number: Open-26-12), with a Point of Contact of Brock T. Moon and a release date of September 28, 2026.
The Government seeks to demonstrate and evaluate a rapidly deployable and reconfigurable permanent facility technology capable of supporting Pacific Air Forces (PACAF) operational requirements within a 9 to 12-month prototype period. The facility must bridge the gap between conventional permanent Pre-Engineered Metal Buildings (PEMBs), which require 24–36 month construction timelines and are non-relocatable, and commercial expeditionary tents, which lack structural rigidity and corrosion resistance necessary to withstand typhoons and marine salt-fog environments. The prototype solution must combine the structural permanence, environmental durability, and building-system integration of a permanent facility with the rapid erection velocity and modular adaptability of an expeditionary shelter. Offerors must submit Firm-Fixed Price Commercial Solution Proposals with a Period of Performance anticipated at less than 12 months from award. Proposals must include a cover sheet, comprehensive technical and management approach, proposed schedule, certification of compliance with 10 U.S.C. 4022(d) regarding nontraditional defense contractors or other qualifying conditions, and historical pricing data for similar building sizes. The complete Milestone Table (Attachment B) and Statement of Objectives (Attachment 1: SOO) must accompany submissions, which should be sent electronically to the Contracting Officer, Brock T. Moon, at brock.moon@us.af.mil. The Government reserves the right to cancel the solicitation at any time and has no obligation to reimburse proposal development costs. Funds are not currently available; no award will be made until funding is secured.

OPEN Area of Interest (AoI) for SPEED CSO
1.0 Issued By
Program Office: SAF/IE Contracting Office: 771st Enterprise Sourcing Squadron
2.0 AoI Identifiers
AoI Title: RESILIENT, PERMANENT EXPEDITIONARY FACILITY PROTOTYPE
DEMONSTRATION
CSO AoI Number: Open – 26 – 12.
POC: Brock T. Moon AoI Release Date: 09/28/2026
3.0 AoI Information
The purpose of this prototype project is to demonstrate and evaluate a rapidly deployable and reconfigurable permanent facility technology capable of supporting Pacific Air Forces (PACAF) operational requirements within a compressed 9 to 12-month prototype period.
This CSO AoI seeks to solicit innovative solutions that meet the objectives detailed in Section
4.0 below. The term ‘innovative’ is defined as any technology, process, or method, including research and development that is new as of the date of proposal submission; or any new application of an existing technology, process or method as of the proposal date.
AFIMSC is not obligated to extend a request for proposal or make an award as a result of posting this AoI; all awards are subject to the availability of funds and successful negotiations.
This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response.
Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-RRAD reserves the right to modify the requirements of this CSO AoI.
The authority to issue this AoI is derived from the AFIMSC SPEED Commercial Solutions Opening FA890326SC001, dated 21 JAN 2026. The CSO authority is Section 803 of the National Defense Authorization Act for FY2022, Public Law 117-807, and Class Deviation 2022-O0007.
4.0 Scope of AoI
4.1 AoI Background
Under the Agile Combat Employment (ACE) operational scheme of maneuver, the Department of the Air Force (DAF) requires rapidly deployable, austere-capable infrastructure across the First and Second Island Chains. Conventional permanent Pre- Engineered Metal Buildings (PEMBs) require lengthy construction timelines (24–36 months), massive concrete civil works, and are non-relocatable once erected. Conversely, commercial expeditionary tents lack the structural rigidity, wind resistance, and atmospheric sealing necessary to withstand typhoons and extreme marine salt-fog corrosion, frequently causing rapid deterioration of Prepositioned War Reserve Materiel (WRM) and weapon systems.
This prototype effort evaluates whether modern rapid-manufacturing structural systems can bridge this gap by combining the structural permanence, environmental durability, and building-system integration of a permanent facility with the erection velocity, and modular adaptability of an expeditionary shelter.
4.2 Technical/Capability Requirements
SEE ATTACHED SOO
5.0 Submission Requirements
This is an Open AOI to receive Spiral 3 Commercial Solution Proposals (CSPs) that are Firm- Fixed Price for the above referenced project in accordance with the terms and conditions of Other Transactions Agreement to be negotiated.
1. Period of Performance (PoP): The government anticipates the delivery to be less than 12 months from Agreement Award.
2. Notice to Offeror: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any proposal costs or other costs incurred.
3. Please include with your cost/technical proposal:
a. Proposal Cover Sheet. The Proposal Cover Sheet shall include a point of contact that is authorized to commit the company; company address/phone number/email address; the audit office with a point of contact/phone number/email address; the administration office with a point of contact/phone number/email address; and any other information that will be important in evaluating the proposal.
b. A comprehensive technical and management approach to accomplish the work effort. The proposal shall describe your understanding of the effort to be undertaken and a description of how your firm plans to meet and satisfy these requirements.
Also include a proposed schedule for completing the Other Transactions effort.
c. Per 10 U.S.C. 4022(d) Appropriate Use of Authority.-(1) The Secretary of Defense shall ensure that no official of an agency enters into a transaction (other than a contract, grant, or cooperative agreement) for a prototype project under the authority of this section unless one of the following conditions is met:
(A) There is at least one nontraditional defense contractor or nonprofit research institution participating to a significant extent in the prototype project.
(B) All significant participants in the transaction other than the Federal Government are small businesses (including small businesses participating in a program described under section 9 of the Small Business Act (15 U.S.C.
638)) or nontraditional defense contractors.
(C) At least one third of the total cost of the prototype project is to be paid out of funds provided by sources other than the Federal Government.
(D) The senior procurement executive for the agency determines in writing that exceptional circumstances justify the use of a transaction that provides for innovative business arrangements or structures that would not be feasible or appropriate under a contract, or would provide an opportunity to expand the defense supply base in a manner that would not be practical or feasible under a contract.
Note: Submit a certification to which authority you are using to qualify under 10 U.S.C.
4022. (If option a is utilized, submit the names of the NDC subcontractors.)
e. Provide historical prices paid by the Government and/or Commercial companies with similar building sizes.
4. Please submit an electronic copy of the technical and cost/price proposal to the Other Transactions/Contracting Officer, Brock T. Moon at brock.moon@us.af.mil .
