About this file
This document is a Closed Area of Interest (AoI) issued by the Air Force Installation and Mission Support Center (AFIMSC) through the 772nd Enterprise Sourcing Squadron under the SPEED Commercial Solutions Opening FA800325SC001. The AoI, released January 27, 2026, seeks innovative prototype solutions or Spiral 2 proposals for UFC Design Kits (UDKs)—rapid, on-demand generation systems for Unified Facilities Criteria-compliant facility packages deployable in field environments. The current process requires weeks of communication with AFCEC reach-back services, creating delays that impact warfighter capabilities; the UDK solution aims to reduce this lag by enabling design package generation in deployed environments.
The solution must generate UFC-compliant, stamp-ready facility packages in less than two hours, operate offline without network connectivity, incorporate site data and typology through selected parameters or survey equipment connections, and support a wide range of facility types and sizes. Desired optional features include integration with existing Air Force engineering systems and automated UFC standards updates via secure WiFi or removal drive access. System requirements mandate compatibility with standard Air Force computing environments, adherence to applicable cybersecurity standards, Level 3 Thermal Design Power and IL-5 software protection levels, and compliance with DoDI 8510.01 regarding Risk Management Framework implementation. The solution must be easily deployable for field engineers and housed in a hardened computer system resistant to shock, water, and drops. Offerors must be registered in SAM.gov. Responses consisting of a Spiral 2 presentation, pitch, or demo with basis of evaluation and proposed costs for future prototype development must be scheduled with the Point of Contact by 5:00 P.M. CDT on February 26, 2026. Contact information: Michael Grasso (michael.grasso.3@us.af.mil) or Krystle Zapata (krystle.zapata.1@us.af.mil), Contracting Officers.

Closed Area of Interest (AoI) for SPEED CSO
1.0 Issued By
Program Office: Air Force Installation and Mission Support Center (AFIMSC) Contracting Office: 772nd Enterprise Sourcing Squadron
2.0 AoI Identifiers
AoI Title: UFC Design Kits CSO AoI Number: Closed – 26 – 04. POC: Col Brad Ledford AoI Release Date: 01/27/2026 Responses: See FA800325SC001 for submission instructions in addition to paragraph 5.0 below
3.0 AoI Information
This Area of Interest is for soliciting a proposal for a prototype solutions or Spiral 2 for rapid, on-demand generation of Unified Facilities Criteria (UFC)-compliant facility packages in the field using what the government is calling a UFC Design Kits (UDKs) under the AFIMSC SPEED Commercial Solutions Opening FA800325SC001.
Interested parties are highly encouraged to review the SPEED CSO in its entirety to obtain more information on the process for submission and evaluation of the AoI responses.
This CSO AoI seeks to solicit innovative solutions that meet the objectives detailed in Section 4.0 below. The term ‘innovative’ is defined as any technology, process, or method, including research and development that is new as of the date of proposal submission; or any new application of an existing technology, process or method as of the proposal date.
AFIMSC is not obligated to extend a request for proposal or make an award as a result of posting this AoI; all awards are subject to the availability of funds and successful negotiations.
This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response.
Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-RRAD reserves the right to modify the requirements of this CSO AoI.
The authority to issue this AoI is derived from the AFIMSC SPEED Commercial Solutions Opening FA800325SC001, dated 1 September 2025. The CSO authority is Section 803 of the National Defense Authorization Act for FY2022, Public Law 117-807, and Class Deviation 2022-O0007.
4.0 Scope of AoI
4.1 AoI Background
The current process for generating UFC-compliant facility packages requires weeks of back and forth communication to the AFCEC reach back service in order to provide direct engineering design support. These delays impact warfighter capabilities and operational effectiveness. The UDK offers the potential to significantly reduce this communication lag by putting the capability to generate design packages into the deployed environment.
4.2 Technical/Capability Requirements
The solution must enable the generation of UFC-compliant, stamp-ready facility packages in a short period of time, less than 2 hours. The solution must be usable offline, allowing for on-demand drawing generation without network connectivity. Needs to be able to incorporate site data and typology either through selected parameters or via other means such as connections to survey equipment. The solution should include the ability to produce support for a wide range of facility types and sizes.
Desired but Optional Features:
• Integration with existing Air Force engineering systems.
• Automated updates to UFC standards through either connection to a secure
WiFi or via removal drive access.
4.3 System Requirements
The solution must be compatible with standard Air Force computing environments.
The solution must adhere to applicable cybersecurity standards.
The solution should be easily deployable and usable by engineers while in the field, should be hardened (from shock/water/drops) computer system.
Must meet Level 3 Thermal Design Power (TDP) & IL-5 software protection levels Must follow DoDI 8510.01, July 19, 2022 specifically SECTION 3: DOD AND NIST RMF IMPLEMENTATION: The RMF process applies to all systems and organizations regardless of acquisition pathway in the DoD, as well as DoD partnered systems and organizations where it has been agreed that DoD standards will be followed.
• DoD systems (e.g., weapons systems, stand-alone systems, control systems, or any other type of systems with digital capabilities) must receive and maintain a valid authorization before beginning operations. Refer to the RMF KS for additional guidance on authorizations.
• Technologies below the system level (e.g., system components, hardware, software, external services) do not require an ATO. However, these technologies must still complete specific RMF assessment procedures under the “Assess Only” process. Refer to the DoD Cybersecurity Knowledge Service for more information on these “Assess Only” processes.
4.4 AoI Constraints
Offerors must be registered in SAM.gov.
5.0 Submission Requirements
A Spiral 2 Presentation/Pitch/Demo Basis of Evaluation along with proposed cost for future prototype should be communicated and scheduled with the POC listed in paragraph 6.0 using the title “UFC Design Kits” by the date and time this AoI closes - 5:00 P.M. (CDT) on 26
FEB 2026.
Spiral 2 Presentation/Pitch/Demo Basis of Evaluation received after the specified due date and time will be discarded and not be evaluated by the Government unless schedule by the contracting officer after the specified date.
