About this file

This is a Questions and Answers document for a federal contracting opportunity issued by the Air Force (AFIMSC) under the SPEED CSO (Cooperative Satellite Opportunity) solicitation FA8903-26-S-C001. The document addresses clarifications for an Area of Interest (AOI) focused on Data Science Capability and Framework.

Submission Requirements and Format: Offerors must submit video solutions exclusively—written briefs are not accepted. Each of the six subsections (4.2.1 through 4.2.7, with 4.2.6 omitted due to numbering error) requires one separate 5-minute video submission. Offerors cannot submit a consolidated video addressing multiple subsections, nor can they submit multiple videos for a single subsection. Videos must be submitted to the CSO General inbox (772ESS.Speed.CSO@us.af.mil), CSO CO POC Michael I. Grasso (michael.grasso.3@us.af.mil), and CSO CS POC Krystle M. Zapata (krystle.zapata.1@us.af.mil), as well as uploaded to Vimeo with credentials provided. No extensions to submission deadlines will be granted.

Technical Requirements and Clearance: Solutions must operate in both NIPR and SIPR environments. While SECRET security clearance is not required for submission, a Tier 3 clearance is mandatory for personnel handling classified materials, and submissions lacking this capability during selection will be ineligible for award. The government seeks data orchestration best practices emphasizing discovery and sharing across the War Data Platform (Advana) and Envision on AWS, column-level data lineage tracking for compliance, and remote access capability currently limited to CONUS support. The focus is leveraging existing DAF Data Fabric platforms rather than creating separate infrastructure.

Question Answer For this AOI, do companies need to have a SECRET FCL prior to submission or is this something they can work with you on as the project progresses?

Ideally we would need a portion of the staff to have secret clearance—that is not specified, but now that is around 1/3 of those working similar solutions. I will inquire if need be before selection of the submissions, or once the awardee is selected.

Also, are you only accepting video submissions or would you also accept written solution briefs (5 pg single-sided white paper or briefing slides NTE fifteen (15) slides)?

The submission must be video, please refer to the document attached, section

7.1.1 Solution Video for the specifics—

one video, for each solution suggested.

Whether the FCL could come after submission or was a submission requirement?

4.4.5. Personnel Security Clearance

All contractor personnel involved in classified work must have a minimum Tier 1 security clearance for general access. For those handling classified materials, a Tier 3 clearance is required.

According to the AoI’s section on clearance, those handling classified material are required a Tier 3 clearance.

However, for submission you are not required to have it, but if submission does not meet this requirement during selection, it will not be eligible for award.

What is the intent and use case for the utilization of data consistency across platforms? Is the intent that the data will be available within both platforms and maintained there?

The focus is to make sure that data transfers well from one system, to another; and that is discoverable. Not interested in copying data sets over, but sharing them while maintaining visibility.

Is the Government's intent to leverage current data platforms within the DAF Data Fabric for data storage, management, and analytics? Or is the intent to create a separate data platform that is orchestrated with the other DAF Data Fabric platforms?

The intent is to leverage current data platforms: best practices for discovery and sharing of data.

On which domains does the solution need to operate (NIPR, SIPR, JWICS)?

The solution(s) should be in both NIPR, and SIPR environments.

Can the Government please clarify the scope of data audits and lineage tracking? The task states the standard is "all data used within AFIMSC’s systems" but perhaps it is limited to just AFIMSC operational data.

Again, it’s about best practices:

automating the capture of data flows, focusing on high-priority data, implementing column-level tracking for compliance. The idea is

Can the Government confirm if remote access is required for AFIMSC personnel OCONUS and in foreign locations? Or will remote access only be necessary for CONUS support?

Right now the focus is CONUS.

With the War Data Platform (Advana) and Envision currently on AWS, can the Government clarify the intent of the Contractor to provide "the ability to incorporate multi-cloud strategies for enhanced data redundancy and high availability across AFIMSC installations." As well as notate if there are any other Cloud Providers that are currently being considered by IMSC.

Right now our focus is in Data Orchestration best practices among our various environments: the VAULT, War Data Platform, and Envision—with the emphasis on the latter two.

Attachment 5 Closed Call AoI Data Science Capability and Framework Page 4, Section 4.2.5 to 4.27– The numbering sequence omits 4.2.6. Can the Government please provide 4.2.6 or confirm there are only 6 subsections to 4.2 and this was a misnumbering of subsections?

You are correct. There are only 6 subsections.

Does the Government define a “solution” as:

A discrete technical or capability requirement (e.g., Sections 4.2.1 through 4.2.7 of the AoI), or A bundled, integrated approach addressing multiple technical/capability requirements as a single offering?

Additionally, please confirm whether it would be acceptable for an offeror to:

Submit separate videos, each addressing an individual technical/capability requirement (4.2.1–4.2.7)

Each subsection requires a solution.

Please provide a video for each of the six subsections. If you have a solution that addresses multiple areas of interest subsections, make sure to include that component on each video.

Submit separate videos, each addressing an individual technical/capability requirement (4.2.1–4.2.7)

Submit an additional, separate video presenting an integrated “all-in-one” solution that addresses multiple or all requirements together (e.g., with an associated efficiency or cost advantage), Do not submit a summary video.

Is a video the only accepted method of submission? If so, and a non-commercial solution is being proposed under the CSO, may a ROM cost estimate be used in place of commercial pricing within the video submission?

Only Video

Please see section 7.1.1 video submission sect iv. Video Submission Content Requirements

4. Business Model

Can the Government please confirm that vendor Video Solution Briefs shall be emailed to the POCs identified in Attachment 5 “Closed Call AoI Data Science Capability and Framework”, and uploaded to Vimeo with the link and password provided to the POCs identified in the FA8903-26-S-C001 Speed CSO document?

All submittals shall be submitted in accordance with this CSO to the persons listed below:

CSO General inbox:

772ESS.Speed.CSO@us.af.mil CSO CO POC: Michael I. Grasso, michael.grasso.3@us.af.mil CSO CS POC: Krystle M. Zapata, krystle.zapata.1@us.af.mil

Yes Sir. Video solution is required. Please see section 7.1.1 video submission section of FA8903 attached for specifics.

Provide a video solution for each subsection in the Area of Interest –up to 6 subsections. Each subsection requires its own video.

The below states that vendors must submit one video solution brief for each subsection in the area interest. For clarification, if a vendor’s solution comprehensively addresses all subsections within a single integrated approach, would one consolidated video be acceptable? If so, would the Government consider increasing the maximum video length to 10 minutes for one single video to accommodate the integrated content?

Each submission is a separate 5-minute video, one for each sub-section you are proposing a solution (up to 6)

If one consolidated video is not acceptable and the Government does in fact require one video per subsection, would the Government consider granting vendors a two-week extension to prepare multiple video submissions.

Not at this time.

Regarding AoI Data Science Capability and Framework (Attachment 5), will the Government please confirm that for Spiral 1 a 5-minute Solution Video is the required submission method?

Video solution is required. Please see section 7.1.1 video submission section of FA8903 attached for specifics.

Provide a video solution for each subsection in the Area of Interest –up to 6 subsections. Each subsection requires its own video.

If so, can you please confirm that in addition to submitting our video to you all as the listed POCs in Attachment 5, we are also required to submit our video via vimeo.com and additionally to the CSO general inbox and Ms.

Zapata per solicitation document

FA8903-26-S-C001?

Yes sir.

Is a Written Solution Brief or a Video Required, or does the contractor have the option to choose which to submit.... The combination of Video and Brief in the 5.0 Submission Requirements is the point of clarification.

Video solution. Please see section 7.1.1 video submission section of FA8903 attached for specifics.

Provide a video solution for each subsection in the Area of Interest –up to 6 subsections. Each subsection requires its own video.

In the general SPEED instructions, it states to submit one video for every solution. It is unclear if AFIMSC desires one solution of each section listed in your AOI (e.g. 4.2.1 Data Orchestration, 4.2.2 Advanced Analytics & Decision Support, 4.2.3 Data quality and Governance, 4.2.4 Cloud Integration and Scalability, 4.2.5 Automation & Process Improvement,

4.2.7 Performance Metrics and

Reporting), in other words 6 different videos, or does AFIMSC require one video that encompasses the entirety of the sections?

Please see section 7.1.1 video submission section of FA8903 attached for specifics.

Provide a video solution for each subsection in the Area of Interest –up to 6 subsections. Each subsection requires its own video.

Is AFIMSC open to receiving more than one video per subsection. For notional example, if we have two different solutions with two very different use cases for 4.2.1 Data Orchestration, would the government be open to receiving both videos?

No Sir. Each subsection is limited to a 5 minute video.
