Memorandum for Record 19 August 2009 Subject: Solicitation #FA6656-09-R-0005 Site Visit – 13 August 2009 0900 hours Construct Addition/Fire Suppression B104
1. A pre-proposal site visit was held for subject solicitation on 13 August 2009 at 0900 in building 104. See attached list for attendees.
2. Following is a summary of comments made by the Contract Specialist during the administrative portion of the site visit:
a. The project consists of, but is not limited to, the contractor providing all labor, materials, tools, equipment, permits, and transportation necessary required to complete the addition and install a fire suppression system and alarm system as required by fire codes. The work involves, but is not limited to, providing updated men’s and women’s locker rooms and toilet facilities, sauna rooms, racquetball court, and reconfiguring and renovating office spaces and receiving area. The addition consists of approximately 2,600 square feet to include locker rooms, mechanical room, fitness equipment area, and storage area. Requirements are further detailed in the Drawings and in the General Requirements found at Specification Section 01 00 00, Paragraph 1.02.C.
b. Attendees were advised the project is a Total HUB Zone Business Set Aside. Offers are only being solicited from HUB Zone Small Businesses that appear on the List of Qualified HUB Zone Small Business Concerns maintained by the Small Business Administration. Contract Clause 52.219-3 Notice of Total HUB Zone Set-aside is included in the solicitation at Section I page 5. By submitting an offer, Contractors agree that in the performance of a general construction contract at least 15% of the cost of contract performance incurred for personnel will be spent on the concern’s employees or the employees of other HUB Zone business concerns.
c. Proposals are due on 31 August 2009 at 2:00 p.m. Local Time. Hand carried bids shall be delivered to the Contracting Officer at Bldg 504, Room 114, not later than that time. Proposal package is to include required bonds and the Financial Institution Reference Sheet (Atch 4 of the solicitation).
d. Contractors were reminded that in order to receive an award as a prime contractor, they must be registered in the Central Contractor Register (CCR) database at website http://ccr.gov as well as have completed the annual representations and certifications electronically via Online Representation and Certification Application (ORCA) at website http://orca.bpn.gov.
e. The proposal is to be based on the specifications/drawings. General contractors are urged to closely review the drawing notes as well. No changes are to be made unless received in writing from the Contracting Officer in the form of an amendment. It is the contractor’s responsibility to check the FBO website for updates and amendments.
f. Contractors are to direct all questions to the Contracting Officer in writing. Questions can be e-mailed or faxed to the attention of Phyllis Delgros at FAX: 330-609-1042, or Email phyllis.delgros@youngstown.af.mil. Emails are preferred. It is imperative all communications are identified with the full solicitation number, not project number, in the subject line. Any/all questions received, along with the responses, will be posted to the FBO website as soon as possible after the conclusion of the site visit.
g. Contractor is reminded that the Buy American Act pertains per the terms of the contract. The contractor shall use only domestic construction material in performing this contract. (Reference Section I - Contract Clause 52.225-9.) Consideration should also be given to biobased products. This clause can be found in Section K.
3. At the conclusion of the administrative comments, the attendees were escorted throughout building 104 to examine the interior and exterior project site areas by Bob Woods, CE, and Kevin Hyman, Building Manager.
4. At the conclusion of the walkthrough, the site visit was adjourned.
