SUMMARY OF WORK

PART 1 GENERAL
1.1 SUMMARY
The work to be performed under this project consists of providing the labor, equipment, and materials as shown on the Contract Documents.
The work includes but not limited to the following;
The contract drawings, which accompany this specification, are a part of the Contract Documents.
1.2 EXISTING WORK
Protect existing vegetation, structures, equipment, utilities, pavement and improvements.
Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
1.2.1 LOCATION OF UNDERGROUND FACILITIES
Obtain digging permits prior to start of excavation. Scan the construction site with electromagnetic or sonic equipment, and mark the surface of the ground, pier deck or paved surface where existing underground utilities or utilities encased in pier structures are discovered. Verify the elevations of existing piping, utilities,and any type of underground or encased obstruction not indicated to be specified or removed but indicated or discovered during scanning in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
1.2.2 Notification Prior to Excavation
Notify the Contracting Officer at least 15 days prior to starting excavation work.
1.3 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for Contractor Quality Control approval. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:
SD-01 Preconstruction Submittals
Upon receipt of Government Furnished Equipment, the Contractor shall submit records in accordance with paragraph entitled, "Government Furnished Property," of this section.

A CD copy of contract drawings, maps, blank cost estimates, and specifications will be furnished to the Contractor without charge.
Reference publications will not be furnished.
Contractor shall immediately check furnished drawings and notify the Government of any discrepancies.
1.5 WORK RESCHEDULING
Contractor shall allow for delays where construction activity is prohibitive. Government will provide 24 hour notification each time the restrictions are invoked.
Normal duty hours for work shall be from 07:30 a.m. to 16:30 p.m., Monday through Friday. Requests for additional work shall require written approval from the Contracting Officer 7 days in advance of the proposed work period.
Include 3 weeks at the beginning of the project for utility check coordination with the O&M (If O&M cannot make it at first request, it can be slipped for next week) to be able to start mobilization at site.
Include 3 weeks at the end of the project for Pre-final/Final Inspections, O&M training, etc. (If O&M cannot make it at first request, it can be slipped for next week)
1.5.1 WORK IN RESTRICTED AREAS
Contractors performing work in restricted areas will encounter temporary delays and full exclusion days due to mission requirements. The contractor should prepare their proposals and schedules with the expectation that there will be 8.5 work days of delays for every 50 scheduled calendar days during the total contract period. The Contractor will also experience shorter work hours due to access requirements in the morning and evening.
1.6 OCCUPANCY OF PREMISES
Building(s) will be occupied during performance of work under this Contract. Occupancy notifications will be posted in a prominent location in the work area.
Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.7 GOVERNMENT FURNISHED PROPERTY
Government will furnish to the Contractor the following property to be incorporated or installed in the work, or used in its performance. Such property will be furnished Free On Board (F.O.B.) at the salvage receiving point shown in the table below.

1.8 ON-SITE PERMITS
1.8.1 Utility Outage Requests and Utility Connection Requests
Notify the Contracting Officer at least 48 hours prior to starting excavation work. Contractor is responsible for marking and verifying all utilities not marked.
The Contractor shall verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated or specified to be removed. But indicated in locations to be transversed by piping, ducts, and other work to be installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
Work shall be scheduled to hold outages to a minimum.
Utility outages and connections required during the prosecution of work that affect existing systems shall be arranged for at the convenience of the Government and shall be scheduled outside the regular working hours or on weekends.
Contracting Officer may permit utility outages at his discretion.
Contractor shall not be entitled to additional payment for utility outages and connections required to be performed outside the regular work hours.
Requests for utility outages and connections shall be made in writing to the Contracting Officer at least 15 calendar days in advance of the time required. Each request shall state the system involved, area involved, approximate duration of outage, and the nature of work involved.
1.8.2 Borrow, Excavation, Welding, and Burning Permits

Permits shall be posted at a conspicuous location in the construction area.
Burning of trash or rubbish is not permitted on project site.
Any burning of trash or rubbish shall be done in strict compliance with requirements established by the authority having jurisdiction.
1.9 SALVAGE MATERIAL AND EQUIPMENT
Items designated by the Contracting Officer to be salvaged shall remain the property of the Government.
The salvaged property shall be segregated, itemized, delivered, and off-loaded at the Government designated storage area.
Contractor shall maintain property control records for material or equipment designated as salvage. Contractor's system of property control may be used if approved by the Contracting Officer. Contractor shall be responsible for storage and protection of salvaged materials and equipment until disposition by the Contracting Officer.
Clean Soil to Old Sewage Lagoons:
Any project that is anticipated to have clean soil excavation which will not be reused and needs to be removed must be registered w/ TURAF CE to relocate the designated soil fill to the old lagoons.
Contractors of such projects need to inform their inspectors and need to visit TURAF CE together to get project properly registered.
Contractors are permitted to relocate clean soil to the old lagoons for excavation only. NO CONSTRUCTION DEBRIS is allowed to be dumped.
At the end of each work day all soil delivered to the lagoons needs to be properly leveled and compacted by machinery even if it is only one truck load. The leveling needs to be IAW the rest of the landfill and needs to properly allow for positive drainage.
On individual projects, Contractors will be provided with a map of which area of the lagoons that are allowed to relocate clean soil to.
1.10 EPA DESIGNATED ITEMS INCORPORATED IN THE WORK
Various sections of the specifications contain requirements for materials that have been designated by EPA as being products which are or can be made with recovered or recycled materials. These items, when incorporated into the work under this contract, shall contain at least the specified percentage of recycled or recovered material. A waiver must be completed and submitted by the Contractor, and approved by the Contracting Officer, if EPA designated products within this specification do not meet the required recovered or recycled content percentages. The following EPA designated products are included in this specification:

REQUIREMENTS FOR DESIGN PORTION OF DESIGN BUILD PROJECTS

PART 1 GENERAL
Work shall consist of furnishing all professional services, plant, labor, equipment, appliances and material, and performing all necessary travel and services to compile engineering data, to furnish plans, specifications, detail drawings and cost estimates for the project described, to the U.S.
Government that will enable a contractor to construct a complete and usable facility within the scope of this contract. The services to be performed and project documents to be provided to the U.S. Government shall be in accordance with the applicable requirements as described in the attached "Guide for Multiple Award Construction Contracts (MACC) Contractors Performing Design Services for the 39th Civil Engineering Squadron, 39 CES/CECED Incirlik, Turkey" henceforth referred to as the "Design Guide" and as herein further delineated.

1.1.1 Engineering Data
The Contractor shall visit and examine the location of the proposed work, review as built drawings, as may be available, and review other pertinent information. The Contractor shall investigate and clarify any data in question to ensure that the guidelines manual is a comprehensive standard enabling streamlined standard design, installation operation and maintenance of systems. The work shall be in accordance with this section of the specification, the pre proposal and pre design conferences, and all design review comments. The Pre Design Conference will be held at the project site at a time as determined by the Contracting Officer, but generally, no later than two (2) weeks after the notice to proceed date.
The Contractor shall be responsible for recording the minutes of the Pre Design Conference, recording the minutes of all scheduled or unscheduled design review conferences, recording telephone conversations, and providing the Contracting Officer with a copy of the above mentioned records within 5 calendar days of the occurrence.
1.1.2 Codes and Regulations
The design shall meet all applicable Department of Defense (DOD) and specifically, U.S. Air Force requirements and regulations. It shall also be designed to meet all requirements of the latest editions of the following codes as they apply:

When ambiguities or inconsistencies arise between DOD and U.S. Air Force Regulations, U.S. professional association codes/standards and the TURKISH STANDARDS INSTITUTE (TSE) standards, the U.S. Air Force Regulations shall govern. In the event that certain areas of design are not specifically addressed by the U.S. Air Force Regulations, the most conservative design requirements as defined by applicable codes or association standards and as determined by the Contracting Officer shall be used.
Code search shall be provided on title sheet of project drawings at 35% design submittal. Code Search sheet shall include, but not be limited to a narrative describing the construction and systemslisted below in clear, non-technical language; life safety, including maps indicating smoke partitions, fire/smoke barriers, exit doors, exit signs, egress corridors, etc.; mechaincal systems, including automatic sprinkler system, HVAC system; electrical system: emergency power and standby power, fire alarms Number the items discussed in the narrative to facilitate correspondence.
1.2 Work Requirements
The following reports, studies, surveys and meetings will be required, in addition to the detailed drawings, specifications and construction cost estimate specified in paragraphs 1.7 and 1.8:
A.Basis of Design B.Attendance at Pre-design meeting and 35 %, 65% and 95% Design Review Meeting.
C.All drawings will be furnished 100% complete utilizing AutoCad 2010, in compliance with SDSFIE.
The above reports studies and surveys shall be completed in accordance with the detailed requirements as shown in the "Design Guide".
1.3 Contractor Responsibility
The correct and proper application of engineering principles and the accuracy of the finished plans, specifications, cost estimates, reports and surveys shall be the sole responsibility of the Contractor.
1.4 Deviation From Established Criteria
Deviation from criteria established herein, which improves the design, may be discussed and evaluated at the 35% design review.
Implementation of any recommendation is subject to prior approval by the Contracting Officer.
1.5 Schedule of Design
1.5.1 Specific Requirements
The design schedule will commence from the Notice-to-Proceed (NTP). Listed below is a list of the specific requirements of a typical statement of work. Submittal requirements may vary, depending on specific task order project requirements.
A.The site investigation Pre-Design meeting will be scheduled by the Contracting Officer within 1 week of the NTP. The meeting minutes and field notes shall be due to Contracting Officer within 5 calendar days of the Pre-Design Meeting. The contractor shall remain on base minimum 1 week after Pre-Design meeting, unless approved for less time by the Contracting Officer.
B.35 % Submittal: Design Package shall be due 30 calendar days after the Pre-design meeting date. Contracting Officer will promptly review the 35% submittal and return comments at the 35 % design review meeting. (Approx. 14 days after receipt of submittal).
C.65 % Submittal: Design Package shall be due 30 calendar days after the 35% meeting date. Contracting Officer will promptly review the 65% submittal and return comments at the 65 % design review meeting. (Approx. 14 days after receipt of submittal).
D.95 % Submittal: Design Package shall be due 20 calendar days after the 65% meeting date. Contracting Officer will promptly review the 95% submittal and return comments at the 95 % design review meeting. (Approx. 14 days after receipt of submittal).
E.Final Submittal: Design Package shall be due 10 calendar days after the Contracting Officer 95% Review return date. The Contracting Officer will review and, if satisfactory, will accept promptly after the Final Submittal.
1.5.2 Documents
Documents shall be submitted to Contracting Officer in accordance with the requirements listed in each Statement of Work, as set forth in the "Design Guide ", and at times as determined by the above "Schedule Of Design". The contractor will be required to make resubmittals of either the whole package or of individual documents if the Contracting Officer deems them to be incomplete or in any way not meeting the requirements of this specification or the "Design Guide". Any phase of work will not be considered as "Submitted" until the total package of documents has been accepted by the Contracting Officer. Documents and drawings to be submitted by the contractor shall be in accordance with the following Submittal Requirements List (requirements may change depending on task order requirements):

(SUBMITTALS), AS STATED ABOVE, THE CONTRACTOR SHALL NOT PROCEED TO THE NEXT
PHASE WITHOUT AUTHORIZATION.

The Contracting Officer will coordinate all reviews with the using agencies and any interested parties. Meetings will be held on the second floor of Bldg 444, in the Design Section conference room. Design reviews will be conducted by the Contracting Officer project engineer, with the contractor in attendance. The contractor will be responsible for recording the minutes of all review meetings and providing a copy to the Contracting Officer within 5 days. All review comments will be presented to the contractor in writing. All comments must be answered by the contractor and returned to the Contracting Officer with the next design submittal. All contractor answers to review comments must indicate the contractor action taken or the rationale used in lieu thereof. The contractor is advised that delays in the receipt of project review comments from the Government may be expected due to review requirements of agencies not directly controlled by the Contracting Officer. If this happens, the contractor will be advised of this change to the "Schedule of Design" by the Contracting Officer. Such delays will not entitle the contractor to file any claims against the Government. The Contracting Officer reserves the right to make an "On Board" review of any project at the office of the contractor during any stage of design completion.
1.6 Site Visits
The contractor shall coordinate all site visits through the Contracting Officer and shall allow for a minimum of one week's prior notification.
1.7 Drawings

The contractor shall prepare and furnish drawings to show the layout of the complete project and to clearly indicate the extent, type and detailed requirements for all related work. Separate drawings shall be prepared to cover all phases of architectural, civil, structural, mechanical and electrical disciplines. Drawing preparation shall be in accordance with "Drawings" section, of the "Design Guide". Detailed drawings in accordance with Contracting Officer standard engineering practices shall be made to clearly and fully describe the type and extent of work to be performed.
Dimensions and elevations shall be expressed in metric units. All text and notes shall be in both the English and Turkish languages - English preceding Turkish.

The drawings shall be numbered in accordance with instructions given by Contracting Officer. The contractor will be allowed access to any existing drawings that relate to the facility or utility system when practical and when approved by Contracting Officer. Such drawings shall be used by the contractor only for general informational purposes and shall not be relied upon to prepare any of the drawings required without complete and thorough field verification.

Most projects will use these specifications exclusively. However, some projects will be executed using project specifications, included in the splicitation. In those instances, the project specifications will govern.

If required on a design-only contract, for example, the contractor shall prepare the technical provisions of the specifications in sufficient detail and clarity to allow a construction contractor to readily determine the types of materials to be used and the manner in which they are to be installed. The specifications shall be composed using the Spec Intact 2007 Master Format (Incirlik) specification, in clear, understandable language, shall be provided in the English and Turkish languages and shall follow the requirements as set forth in "Design Guide" and any additional guidance or direction provided by Contracting Officer Engineering.

The contractor shall adapt the technical provisions to Turkish Standards whenever possible and/or acceptable based on operation and use requirements and U.S. Air Force Regulations.

The contractor shall specify and/or design for the use of Turkish manufactured materials and equipment to the maximum extent possible and/or acceptable based on operation and use requirements. The contractor shall not specify the use of foreign manufactured materials or equipment unless directed and/or approved by Contracting Officer.

The General or Special Conditions of the Technical Provisions shall follow the same format required by the Contracting Officer.
1.9 Cost Estimates
Cost estimates shall be prepared and submitted in accordance with "Design Guide". The cost estimate is the property of the United States Government.
The contractor shall not share or distribute the cost estimate to any party without expressed permission from the contracting officer.
A.The contractor shall employ appropriate market research techniques to prepare all cost estimates.
B.For design-only contracts, Untabulated Cost Estimate (for contractor bid offerors) shall be submitted with only unit prices and quantities deleted.
1.10 Market Survey Data
A.The contractor will provide written quotes from manufacturers and/or suppliers for each major item of equipment and materials.
B.If the item is imported, the Taxes/Customs/duties etc. must be clearly identified in the quotation, and there must not be an equivalent item made in Turkey.
1.11 Materials and Services to be Furnished

The Contracting Officer will assist the contractor to gain access to the facilities necessary to complete the terms of this contract. The contractor shall provide a minimum of a week's notification to the Contracting Officer along with the ID Numbers/ Drivers License Numbers of all personnel wanting to gain access to the Base. The contractor must submit motor vehicle license plate numbers of any vehicles that will be driven on the Base.
Also, the contractor shall obtain any security clearance certifications required by Turkish Military Authorities for every individual proposed to enter any Military Base, Site or Facility.

The contractor will be furnished or given access to the following materials and reference data:
A.Any existing record drawings and information concerning the physical composition of the installation and project site location. Drawings and information will include utilities above and below ground to the extent that they are known. These documents will be provided by the Contracting Officer to the contractor on a loan basis and shall be returned upon project completion. Where record drawings are not available, the contractor is responsible for making necessary on site surveys to determine the existing conditions of the site.
B.Access to publications and criteria, as specified herein, will be available in the Base Civil Engineering (BCE) Library. The contractor will not be allowed to remove them from the BCE Library but may make notes of excerpts at the BCE Library as required. Photocopies of copyrighted publications will not be permitted.
C.Guide specifications to the extent available will be provided by the Contracting Officer. The guide specification that shall be used is the Spec Intact 2007, Incirlik. Specifications shall be edited and additions made to them, as necessary, to fully describe the materials that will be used and/or installed for each Delivery Order.
