RESPONSE # 4-QUESTIONS-MACC SOLICITATION FA5685-14-R-0013
Q # 1: Page 38 of 46, Subfactor‐3, Technical Capabilities – As we understand, the Narrative requested for the Mock Design Project, would cover the construction phase of the project and how those work elements would be accomplished with what methods, equipment and personnel in a sequential form. Please verify.
Response: Repeat question. This item DOES NOT cover construction; it covers DESIGN ONLY.
Q # 2:. Page 40 of 46 in the page limitation Chart Mock Design has been indicated as 45 pages however the documents requested for Mock Design in Subfactor‐3 requires more than 45 pages just to illustrate the recently uploaded Design Review Check List is 50 pages which it itself exceeds the page limitation of 45 pages. What about the rest of the page count of other elements such as drawings, specs, bases of design etc..?
Please clarify what 45 pages will include?
Response: There is no longer a page restriction for the Mock Design Project.
Q# 3:. Page 38 of 46, Subfactor‐3 – Mock Design the documents requested in this section far exceeds the page limitation. Do you still want these to be included them in hard copy submittal or only in Digital copy submittal?
Response: There is no longer a page restriction for the Mock Design Project.
Q # 4: Page 37 of 46 Subfactor‐2 Item 3.d. (Repair Roof Bldg#475) “Seal Insulation against water and air infiltration” Please clarify exactly what you mean.
Response: Follow NRCA Roofing Manual for critical details on how to provide water-tight/air-tight roof flashing.
Q # 5: . Repair Roof Bldg#475‐Seed Project – Furnished drawings indicate the roof cover as single layer of standing seam roofing panel, however in SOW item‐9 states insulated standing seam roofing panel. Please clarify.

Q #6: Seed Project LJYC 10‐1081 Repair Walk‐in Reefers, Dining Facility Bldg#965 Drawing M1 – General Notes item 12 states “upon the completion of work all ceiling and wall surfaces shall be painted with acrylic based paints”. As far as we know ceiling and wall surfaces of coolers and freezers are not painted. Where do you require the painting to be done in the building #965 itself?
Response: Paint will be required for touch-up , patch-up work, where walls are demolished and rebuilt.
Q #7: Shall be correct in assuming that the design cost incurred in the design of Mock Project shall be included in the Cost Estimate (INC‐1101) as indicated to be part of the subfactor‐3, item‐6 Mock Design, on page 38 of 46.
Response: No design costs for the mock design will be allowed on this award. This is the cost of doing business.
Q #8: Please refer to page 38 of 46, Subfactor‐3, Progress Schedule. It is requested that we shall provide a separate design schedule in addition to the construction schedule for the Mock Design Project. Since we shall prepare our design up to %65 design stage, we would like to know whether we should reflect the design progress from %65 design to %100 design or shall we cover the entire design period that is, from %0 to %100 design. Please clarify.
Response: Provide the entire design and construction schedule, including the entire design and construction phases.
Q #9: Project LJYC 10‐1052 (Repair Replace Roll‐Up Doors Official Document Center B 977) have long lead items which will take up to the construction performance of the project itself. Is the material delivery included in the construction performance period?

Q # 10: Seed Project#3 “LJYC_11‐1009 Repair Roof Bldg.”; Is it required to excavate around the perimeter of Bldg.475 and install stranded bare copper for grounding? The contractor must only test if the grounding is good. The project does not include replacement of the building perimeter grounding.
Response: New grounding ring shall be provided and installed by the contractor.

Response: New grounding ring with grounding rods shall be provided and installed by the contractor.
Q # 12: The seed project # 3 “Project LJYC 11-1009 (Repair Roof and Windows Communication Bldg. 475)”
SOW item 7 states that roof cover will be standing seam roofing (RAL 1015 Yellow Beige).

Will it be trapezoidal like existing or standing seam?
Response: Standing seam.

Q # 20: Section L-1 Proposal Preparation Instructions; SubSection F, Para 6. Has a reference to Bid bonds and Bid Guarantee where as the SF1442 Block 13B mentions an offer guarantee is not required, please clarify/confirm.
Response: Offeror guarantee, Bid bonds or Bid Guarantee is not required.
