WORK ELEMENTS
| 1. |
| Contractor shall provide all labor, materials, and equipment necessary to demolish, furnish, erect, and install all items listed below in accordance with all UBC, UBP, UBM, NFPA Codes, NEC, OSHA/ABA Regulations, CSI specifications, AFI’s and MIL. Std’s. The contractor is responsible for identifying unforeseen site conditions to the government in writing. Contractor shall adhere to all construction codes that are in standard use on Incirlik Air Base, and which govern work to be executed under this project. The contractor is also responsible for providing overall well working facilities and including items, which may not be specifically stated but are essential to the construction of such facilities. Any changes suggested by the contractor to the statement of work require approval from the contracting officer, civil engineering, before acceptance is given for a recommended change. In the event of conflict between statement of work, drawings and specifications, the specifications shall govern. |

| The following general outline and list of Principle Features of Work in no way limits or reduces the responsibility of the contractor to perform all work necessary to provide a complete and usable system. The work includes but is not limited to the following: |

| Contractor shall design and provide new standing seam roofing system located at stair tower, and extend to existing roof (as shown on drawing). System shall including fasteners, gutters, downspouts, trim and all accessories. All fasteners to be hidden including, Valley, Ridges, Hips, Vents, Trim and all Accessories. |
| 5. |
| Contractor shall provide computerized load calculations considering diversities for vertical loads, wind loads, seismic loads and vertical loads per Air Force Codes. |

| Contractor shall design and provide Lightning Protection System |
| 7. |
| 1. Remove North roof to hip and tie new stair roof to existing roof structure. Design and provide galvanized steel framing, tie to existing roof framing. New framing for roof over existing stair shall span BUR which has ACM. Provide new standing seam roofing, RAL 1015 Yellow Beige. Provide access hatch into roof at north side. Align with new and existing roof. Existing downspout drop to remain as overflow provide screened outlet. Provide overflow drain at all scuppers. Provide and install 2mm new metal valley rain gutters. The valley rain gutters shall be manufactured with coil coated, factory painted metal sheet (color: RAL 8028, dark brown). All gutter connections shall be welded. Valley gutter flashings shall overlap with roof panels minimum 30cm. All gutters shall be supported every 100 cm. Provide and install new galvanized metal flashing for installation of the new roof. The metal flashing shall be factory painted (color: RAL 8028, dark brown). Minimum overlap of flashing with roof panels shall be 20cm. Provide and install new 0.7mm thick; factory painted metal downspouts (20cm) and gutters. (color: RAL 8028, dark brown) c/w connection to the storm sewer system and required accessories. Downspouts shall be supported every 100cm. |
2. Provide and install anchors c/w steel safety rope.
3. Provide and install new metal ridges on the roof. Metal ridges shall be factory painted (color: RAL 1015, yellow beige).
4. Replace all existing roofing panels with standing seam roofing system

| Details shall be constructed based on the NRCA Metal Panel and SPS Roofing System 2012 Edition (may be viewed in CES/CED offices. In general details of roof shall have no exposed fasteners. Joints shall be waterproof without reliance on sealant. (Sealant shall be considered only a secondary mean of water proofing whose primary purpose is to seal against air intrusion.) Supplied details shall be used for reference; details used shall be submitted for review and approval and shall have salient attributes. |

| New roof over stair well to extend 1 meter past wall to cover windows. Install new roofing system over entry doors; two at North side first floor. New framing system shall be supported off the side of the building. Door at the second floor shall have hipped roof extension as shown on drawings. System shall be standing seam roofing system with hidden fasteners. New gutters, downspouts shall be connected to the exisiting storm drainage system. Provide trim and accessories. |

| Constructor shall not use for access, layout or disturb the BUR on the South side flat roof a it is ACM. |

| Contractor is to verify all dimensions prior to submittal of a proposal. |

| All field operations shall be performed according to the U.S. Army Corps of Engineers Manual EM385-1- 1, latest edition. |

| Contractor shall obtain approved AF Form 103 from the Construction Management office before starting any work and have a copy of the AF Form 103 and drawings on site at all times. |

| Contractor shall survey and submit shop drawings for approval prior to commencement of work. |

| Contractor shall restore site and portions of the roof not in this contract to its original condition and also verify proper drainage of all areas within the construction site. |
| 18 |
| Contractor shall be responsible for repairing any government property damaged during execution of work. |
| 19 |
| Contractor shall submit progress schedule to validate the estimated time required to complete the work including the following activities: 1) Time required for submitting fabrication shop drawings for approval. The milestone schedule should allow 10 days for review, approval and return of the shop drawings. |
2) Time required to order and to receive the materials required for work after approval of shop drawings.

| Once the project is accepted the contractor shall also update existing Government drawings to "as built” conditions using AutoCAD and provide soft copies that are prepared in accordance with SDSFIE Standards and compact disc of the as-built drawings and submit required documentation for close-out procedure. |

| Provide submittals of all Operation and Maintenance Data that is furnished by the manufacturer, or the system provider, required in the applicable technical sections. This data is needed by operating and maintenance personnel for the safe and efficient operation, maintenance and repair of the item. Operation and Maintenance manuals must be submitted as four (4) original copies. Four (4) submittals of documents must be original and fully legible. Poor quality copies and material with hole punches obliterating the text or drawings will not be approved. |

| Contract close out responsibility will be limited to the submittal of ‘As built’ Shop Drawings, red line drawings, test data, material delivery list to TURAF, equipment warranty certificates and O&M manuals (4 original copies in English), to be given to the Contracting Officer. |

| All chemicals that are being used for this project shall be submitted for approval on AF Form 3952. Approval will be provided by Safety, Bioenvironmental Engineering, Environmental and Hazmat Pharmacy. MSDS in both Turkish and English shall be provided with the AF Form 3952 and they shall be available at the job site. Contractor shall submit hazardous material list for approval. |

| Contractor shall use a tracking system for tracking and reporting HAZMAT transactions and shall submit a letter of HAZMAT usage upon the completion of the project to Environmental (39 CES/CECV). The letter shall list the HAZMAT and quantities used during all phases of the project. |

| Asbestos containing materials, Class I and II ODC’s, lead based paints, PCBs/PCTs and materials containing any of the EPA 17 chemicals shall not be used during execution of the project. |

| If the Contractor encounters materials suspected of containing asbestos, they shall notify the Contracting Officer immediately, and shall wait for instruction before proceeding with work. |

| All construction debris shall be taken to an off base landfill daily and disposal at the closed landfill on the base and Roads & Grounds Area is not allowed. |

| Liquid HAZMAT items must be stored within a secondary containment. Incompatible materials must not be stored in the same secondary containment. Transfer of HAZMAT into unmarked containers is not allowed. The contractor shall maintain an inventory of the types and quantity of HAZMAT stored at the project site and must also have a binder with all of the MSDS in both Turkish and English available for use by employees and emergency responders. |

| Total design phase performance period is 80 days. |
After the design is 100% complete and before issuance of CNTP, 30 calendar days for AF Form 103 and signature coordination to be added into the contract.
