Q # 1: There are many information like resume, tables, personnel names in QC plan so that how is going to be redacted?
Response: Please refer to Section D-4 (page 40) of solicitaiton.
Q # 2: As far as we understood, VBR will review proposal package as a non-government personnel. They are familiar that tables, personnel, format and resumes which it is belong to which contractor is. If they review it, even proposal package will be redacted, it is going to be definable by them. Is it fair opportunity for us?
Response: All offerors will be evaluated based on the technical evaluation factors as delineated in Section M of the solicitation. As specified in the amendment, the Government reserves the right to utilize Non-Government Advisors in accordance with AFFARS MP 5315.3 Section-1.4.5.2.
Q # 3: IAW the seed project 3, Rpr Roof and Windows Bldg 475, we are requested to provide shop drawing but we have no information about existing roof structure. Also, IAW the SOW, metal structure will be need on the stair hall but we don’t know existing structure steel or wooden? Please provide us detail information regarding the steel structure.
Response: There are TIFF files from building 475, but none show what the roof addition of the metal roof nor its structural system. The existing stairwell structure is made out of reinforced concrete. The parapet may only be CMU block, and may need to be strengthened. In order to prepare the shop drawings, the contractor will have to remove panels to see what is underneath, after award.
1- LJYC-11-1009 Repair Roof Bldg. 475, According to the Autocad drawings there is 2 options for the roof. option 1 is replacing all the roofincluding an extension , option 2 is replacing the north side of the roof including an extension on the staircase.
1. According to sow there is only work items for option 2, could you provide work items for option one?
Response: We have removed the two options, and replaced with only one. See Item Nos. 7 and 8.
Government Response: Either of the two options on sheet A1 can be used, or a third option can be proposed by the contractor. The entire roof must be reskinned in any of the designs. Yellow highlighting on drawing A1 is included for clarity on that option, so that contractors understand that that portion of the roof must also be reskinned.
1. For option 1 could you provide cross section of the existing roof?
Response: No, we cannot provide as-built drawings, because they do not exist.

Question 13: SF 1442 page 37 of 46 The seed project # 3 item e requires “tie new and existing structures together.”
To perform “tie new and existing structures together” work, we have to know existing structures details. There are no details/drawings for Bldg. 475 roof structures on the Government provided drawings. Please provide Bldg. 475 existing roof structure details/drawings.
Response: Since this is a design-build project, the contractor is expected to design the roof. As mentioned above, the solicitation package has enough information for the contractor to prepare a reasonable bid price.
SF 1442 page 37 of 46 proposal package requirements:
3. Project LJYC 11-1009 (Repair Roof and Windows Communication Bldg. 475). Offerors shall also address the following items in their proposal:
a. Protection for existing built up roof.
b. Protect stair roof which contains Asbestos Containing Material from damage.
c. Calculate and install insulation to meet AF requirements per 2014 MACC General Specifications. Prevent insulation from contact with built up roof and water damage.
d. Seal insulation against water and air infiltration.
e. Join existing roof and new roof on one level and tie new and existing structures together.
SF 1442 page 38 of 46 states that provide narrative including “…a sound approach and method for accomplishing work requirements for all three (3) seed projects listed above with the appropriate skills, equipment, and materials, in the appropriate quantities to meet standards IAW 2014 MACC General Specifications Guide.”
How are we going to provide seed project # 3 requirements especially “Join existing roof and new roof on one level and tie new and existing structures together” narrative for an unknown roof structure with our proposal?
Response: Since this is a design-build project, the contractor is expected to design the roof. As mentioned above, the solicitation package has enough information for the contractor to prepare a reasonable bid price.
While the Government does not have roof structural type information and details, how narratives will be evaluated? Could you please clarify urgently?
Response: If your narrative proposal approximates the ideas in the concept drawing and statement of work, it should be looked upon favorably. Sketches are acceptable to help in your narrative description.
Could you please revise/reduce requirements of seed Project # 3 due to above mentioned missing existing roof condition information.
Response: As mentioned above, We have removed the two options from the SOW, and replaced them with only one. See Item Nos. 7 and 8. The solicitation drawings have been updated to reflect this change.
