STATEMENT OF SERVICES (SOS) FOR DESIGN OF
“MOCK” PROJECT
This project will NOT be awarded
1.
Scope
1.1 General: The work covered by this Statement of Services consists of furnishing all professional services, plant, labor, equipment, appliances and material, and performing all necessary travel and services to compile engineering data, to furnish plans, specifications, detail drawings and cost estimates for the project described in Para. 1.2.B, to the U.S. Government that will enable a contractor to construct a complete and usable facility within the scope of this project. The services to be performed and project documents to be provided to the U.S. Government shall be in accordance with the applicable requirements as described in the attached "Guide for MACC Contractors Performing Services for the 39th Civil Engineering Squadron, 39 CES/CECED Incirlik, Turkey”, henceforth referred to as the “MACC Design Guide”.

1.2.B Project Title:
Renovate Building 444
1. Project Intent: Design “mock” project to renovate Bldg 444, as described in the below Statement of Services:
1.1. Statement of Services:
1.1.1. Architectural
1.1.2. Design new insulated steel standing seam roof system over existing concrete flat roof.
1.1.2.1. Design roof or ceiling insulation (offeror’s option). Insulation R-values (thermal resistance) shall be calculated based on the roof design achieving an energy consumption reduction from ASHRAE 90.1 baseline in accordance with UFC 1-200-Energy Efficiency.
1.1.2.2. Design new 0.7mm thick, factory painted metal downspouts and gutters, complete with connection to the storm sewer system and required accessories and connection to the main downspout.
1.1.2.3. Design of roofing system shall not rely on sealant as primary water stop. Lap metal to prevent leaks. Hem all exposed cut edges.
1.1.2.4. Roofing panels base metal shall be either aluminum-zinc coated steel or Galvanize 90 quality base metal with factory applied finish,.
1.1.2.5. Design lightning protection system (LPS).
1.1.2.6. Design wall insulation (offeror’s option) exterior EIFS or interior insulation with new gypsum board wall finish. Insulation R-values shall be calculated based on the design of the roof walls and floor achieving an energy consumption reduction from ASHRAE 90.1 baseline in accordance with Unified Facilities Criteria (UFC) 1-200-Energy Efficiency. Provide cost and payback period.
1.1.2.7. Offeror shall provide phasing and safety plans. Part of the building shall remain open during construction.
1.1.2.8. Where building is to remain operational, the offeror shall design protection for occupants remaining inside the building from falling debris. Offeror shall design safe access to toilet rooms and directional and safety signage.
1.1.2.9. Bldg. 483 may be used as temporary office space to hold some of the occupants of building 444. Offeror shall include required electrical and computer connections and touch-up/patch-up costs to upgrade 483 for use as temporary offices for occupants of 444.
1.1.2.10. Design solar shades on exterior windows. Calculate energy savings/ payback period.
1.1.2.11. Design for conversion of one of the two men’s toilets in the upstairs bathroom to make it handicapped accessible.
1.1.3. Mechanical
1.1.3.1. Design removal of existing chiller unit, existing circulation pumps of the chiller and hot water system, existing boiler
1.1.3.2. Design removal and replacement of existing piping system for hot and cold water system at mechanical room, existing domestic hot water generator system c/w piping and insulation, waste water system c/w air vent, existing fan coil units and their related piping at rooms, existing exhaust and ventilation system at the toilets, all ductwork etc
1.1.3.3. Design new heat recovery type Variable Volume Refrigerant (VRV) System.
1.1.3.4. Design for removal of existing underground fuel tank.
1.1.3.5. Design replacement of back flow prevention device (BFPD) at building utility lateral connection.
1.1.3.6. Design domestic hot water system (VRV source), supported by new hot water solar system. In basis of design for heating and cooling loads, provide energy saving/payback period, amount of refrigerant leakage in each room (kg/m3) in the event of a leak in refrigerant piping.
1.1.3.7. Provide Testing, Adjusting, and Balancing (TAB) table for fresh air rates, cooling/heating capacities for each indoor unit, pressure tests for domestic water lines.
1.1.3.8. Show how equipment was selected and specified for major items.
1.1.4. Electrical
1.1.4.1. Design new interior lighting and new lighting controls with daylight sensors for reduced usage. Calculate cost and payback period.
1.1.4.1.1. Occupancy sensors in open office areas, corridors, toilet rooms and kitchen spaces
1.1.4.2. Design electrical upgrade to VRV HVAC system and controls, all building wiring, subpanels, main distribution panel, motor control center panels, fire alarm/MNS system, light switches and outlets for 220 v./ 3-phase.
1.1.4.3. Design upgrade to, electrical system circuit and panel for installation of high capacity paper pulverizer shredder (1kW/308v.), to be installed in Plotter room.
1.1.5. Structural
1.1.5.1. Design upgrade to Plotter room floor slab and connected building frame to account for additional 4000 kg static load distributed evenly throughout the room, and a 1000kg dynamic load (shredder referenced in Item h., above), vibrating at a frequency of 2.8 Hz/s.
1.1.6. Deliverables:
1.1.6.1. Provide documentation for all items in the Statement of Services, required for a 65% design, as described in the MACC Design Guide, to include, but not be limited to:
