RESPONSESE TO QUESTIONS FOR MACC “FA5685‐14‐R‐0013” PROPOSAL-4 July 2014
Resolution of LJYC 10‐1052 RPR Replace Roll‐up Doors, ODC Bldg. #977 project’s concept drawings are not big enough to read. Could you please provide bigger scanned copy of drawings?
39 CES/CECED Response: AutoCadd dwgs provided.
Contents of 3.3. DESIGN DEVELOPMENT (65%) SUBMISSION sections in Attachement 2_MACC_Design_Guide_2014.doc file were described as 100% completion instead of 65%. Same issue under contents of 3.4. CONTRACT DOCUMENTS (95%) SUBMISSION section. Under this section completion percentage of contents were described as 100% instead of 95%. What they mean?
39 CES/CECED Response: At the 65% submittal, the submittal documents are not preliminary in nature. The 65% is a “draft final” submittal. The 95% submittal should only be to clarify any ambiguities and fix formating problems. The 100% submittal should be the polished package, as it will be submitted to CONS, more of a “back check of any final errors identified at the 95% submittal.
We would like to confirm one item from the scope of the mock project, "Renovate Building 444" The following item in SOW combines many items to be demolished in different areas; we wanted to be sure not to miss some part of the design. Basing on this and other sections in SOW, we understand that mechanical room will totally be cleaned from all equipment and piping including the existing domestic hot and cold water piping. All the fan coil units in the rooms c/w drain (condense) piping, heating/cooling water piping and all ventilation related items in toilets shall also be demolished. Domestic hot/cold water piping, waste water piping and fixtures in toilets and building other than mechanical room contents shall NOT be demolished. New hot water generations system and replaced hot/cold water piping in mechanical room will be connected to existing plumbing system in the building. There is NO REPLACEMENT/REDESIGN of whole plumbing system in the building. Please confirm.
1.1.3.2. Design removal and replacement of existing piping system for hot and cold water system at mechanical room, existing domestic hot water generator system c/w piping and insulation, waste water system c/w air vent, existing fan coil units and their related piping at rooms, existing exhaust and ventilation system at the toilets, all ductwork etc 39 CES/CECED Response: Please consider REPLACEMENT&REDESIGN of whole plumbing system in the building.
Please refer to Solicitation No. FA5685‐14‐R‐0013 page 39 of 46, para (b) Last Sentence, which reads “Relevancy in regards to magnitude includes contracts/projects with a value of up to
$1.5M annually, or a combined value of $1.5M annually.
Does this mean that relevant projects in scope exceeding #1.5M per project cannot be submitted for as a Past Performance? Also combined value of projects if exceeds $1.5M annually will they be considered un‐acceptable?
Pease clarify this statement and if possible demonstrate it with an example to avoid confusion.
Response: The $1.5M can reflect one individual project or a combination of projects over a year timeframe.
Please refer to page 7 of 46, para CLIN/MINIMUM/MAXIMUM first sentence where it reads the guaranteed minimum order amount for this contract is $250,00 should this have been
$2.500,00. Please verify
Response: The guaranteed minimum order amount for this contract will be $250.00.
Shall we be correct in assuming that the Net Amounts indicated on page 3,4,5&6 of 46 shall be filled in for their corresponding years deriving from the summation of Price Schedule and be all added up and shown on SF Form 1442 block 22.
Response: Yes the amounts on the referenced pages should reflect the net amounts for each corresponding years deriving from the summation of the Schedule of Itemsand be all added up and shown on SF Form Block 22.
The provided cost breakdown documents (INC 1101) on the back side of the page indicates %10 for overhead and %10 for profit for the Seed projects. Is it compulsory to use these figures?
Response: Please disregard the 10% figure for overhead and 10% for profit on the back of the form.
Please refer to page 40 of 46, the Table pertaining to the page count of the Volumes. Volume II is limited to 75 pages where 10 pages per seed project and 45 pages for Mock Design project is specified, In this case can we assume that QCP is not subject to the page count?
Response: Yes, the QCP is not considered part of the page count. Once QCP will be sumitted to cover the MACC contract itself and will not be required for invidual projects. If you unique requirments task orders arise and require unique QCP, that will addressed at the stage of issuing the RFQ for that requirement.
Content of the QCP (para 3.2.1) is generally prepared for a %100 design complete and or awarded projects. If we are to prepare the QCP for an open end project we shall not be able to furnish some of the requirements such as Definable Features of Work since we do not know what the project is and what the Definable Features of Work are.
Response: Each offeror should develop the QCP based off all anctipate work that will be accomplished under the MACC. The Goal of the proposed QCP is not to cover just the identified seed projects, but to also cover projects that would fall under any project that would be considered gerneral contruction. As stated in para 3.2.1 (i), the list will be agreed upon during the project cordination meeting. Once QCP will be sumitted to cover the MACC contract itself and will not be required for invidual projects.
Will separate QC plans be submitted for each seed project? If yes, 10 pages is not sufficient for each seed project. If no, one General QCP of the firm will be acceptable and the number of pages limited to?
Response: Once QCP will be sumitted to cover the MACC contract itself and will not be required for invidual projects. Each submitted QCP should have a limit 25 pages.
IAW 01.45.04.00 par 3.2.1, content of the QCP resumes of the QC personnel should be submitted with this proposal. This will increase the page number of the QCP. Will these pages for the resume be counted in the page limitation?
Response: The pages for resumes will not be counted in the page limitation.
Shop Drawings, Material Catalogs and Technical Literatures included in the 10 page limitation of the Technical Capabilities?
Response: All offerors will be limited to 25 pages per seed project to include Shop Drawings, Material Catalogs and Technical Literatures.
If sub‐contracting plan is requested, under what cover it will be included? Will there be any page limitation?
Response: Sub-contracting plans should be submitted under the cover for the individual seed project or mock design project for each it will be used. Sub-contracting plans will be fall within the same page limitation of the Techncial Capability limitation of 25 pages.
Are sub‐contracting commitment letters included in the page limitations?
Response: Sub‐contracting commitment letters will not be included in the page limitations.
Will there be a compensation for the efforts and expenses that will be incurred in the design of Mock Project, although classified as %65 but actually should be considered as %100 since all drawings, specifications, calculations and Cost Estimate are requested to be at % 100 levels, as depicted in the Design Guide for MACC.
Based on our experiences, the Government compensates a certain amount of $s, for the expenses incurred for the design, even to the non‐awardees.
Response: Offerors will not be compensated for cost associated with preparation for the Mock Design project.
We believe we can reach a more reliable cost for the basic year and for the option years of the price schedule if the items listed are identified with their special characteristics such as their makes, model and sizes. Otherwise it will be beguiling and cause wrong evaluations. As it is, the items listed in the schedule are described by names and their prices may vary due to the size, make and origin. Could these be clarified and supplemented with further information?

The site visit for this project has been conducted on 25 June 2014 and the proposals are expected to be turned in by 14 July 2014. Which gives us only 19 days to prepare a complicated project design (Mock project) along with other documents. This seems to be insufficient proposal preparation duration. Could the proposal due date be extended to a future date.
