Response: Awarded MACC contractors are not requried to submit for each task orde under the MACC contract. Price proposals are required for each seed project and “MOCK” design project in response to MACC Solicitation.

There is a past performance assessment sheet on Attachments so that it seems like evaluation form Air Force. • IAW the mock project, SOW ;Structural item 1.1.2.1 “Design upgrade to Plotter room floor slab and connected building frame to account for additional 4000 kg static load distributed evenly throughout the room, and a 1000kg dynamic load (shredder referenced in Item h., above), vibrating at a frequency of 2.8 Hz/s” ; Normally this type of bldg’s load bearing capacity is 200-240 kg/m2. Response: Additional load is required in this analysis; as-built drawings will be provided (see first questions above.)

Our question is which para is correct? If page 45 of 46 is correct, it is not fair opportunity for most of contractors due to there are few contactors have 3 project value is equal or bigger than $1.5M. Also, previous MACC contract requires that relevant contract value has to be between $250K-$500K.

Response: Please refer to Note on page 45.

We understood above para that (3) contract total value is up to $1.5M (Smaller than 1.5 M) and it is acceptable so that nature of this project’s task order around 100-250 K but IAW that page 45 of 46, para d, “Magnitude. Relevancy in regard to magnitude will be evaluated based on, but not limited to, includes contracts/projects with a value of $1.5M annually or an aggregate of contracts/projects totaling $1.5M”.

Response: Please refer to Note on page 45.

“As per the RFP requirement, Contractor is required to provide the design including all drawings, specifications, and calculations for Mock Project. As a bidder, we have contacted with several A/E firms and individuals who requested $25K thru $40K fee for this design work. We believe that, this type of a requirement during bid phase is unfair and unreasonable, but not quite sure if it is as per FAR regulations. We hereby ask the Government if this requirement can be waived or at least reimburse the cost of this design work for the non‐awardee firms.”

Response: Requirement will not be waived. No reimbursement will be awarded to offorers for design work accomplihsed to provide “MOCK” deisgn project in response to the MACC Solicitation.

Can CCASS evaluation reports be used instead of PPQ? Is preparation of PPQ compulsory?

Response: Please reference Not on page Page 45 for guidance.

Question 5: The seed project drawing is not included building elevations and sections. To respond solicitation requirements, please provide building 475 elevations and sections especially asbestos containing area.

Response: There are only TiFF files no cad drawings.

Question 6: Mock design project consist only SOW in solicitation package. Please provide concept drawings and/or as-build drawings for bldg. 444 on all disciplines (Architectural, Structural, Civil, Mechanical and Electrical).

Response: CAD drawings provided

1. Summary of Work 06/06: Para 1.10 EPA Designated Items: Mentions the use of certain materials with certain recycling contents etc. For majority of Turkish materials there is no such data available.

Provide recyclable material when available.

1. Sec014500 Construction Quality Control: Para 1.4.2.1: There is a requirement for a LEED Commissioning Authority. Please clarify if the government is incorporating LEED certification and if so which level is required.

LEED level will be determined by each building separately. Contractor will be required to obtain the services of a LEED certified design professional. Contractor should use the latest version of attached Air Force Sustainable Facilities Guide.

1. Technical Part of Entire Specs: The local construction industry is using CE, European Quality Certifications as reference. In that sense based on previous construction projects and import item discussions the base is also preferring CE approved materials other than some critical cases as determined by CE. The current specs provided make all the reference to US standards and does not make any reference to CE certifications and this may be a conflict for projects to be executed. (Gul) UL listed is required for fire protection components and systems (e.g. fire pumps, fire doors, etc.). UL listing is also required for a limited number of electrical items (e.g. emergency lighting, surge protection). CE and TSE labelling is required as appropriate.
