Position Contractor Program Manager (CPM) (Tyndall) Description Directs all phases of contractor programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas. Ensures standardization between operating locations.

Minimum Education Master's Degree.

Military or civilian aircraft maintenance leadership training. General mathematics skills are desirable. Must speak, read, write English with ability to interpret technical data and operating instructions in same language. Knowledge of principles, concepts and applications of maintenance directives, data reporting, and using technical data is mandatory.

Minimum Qualifications, Experience & Certification Minimum 20 years aircraft maintenance experience with at least 10 years in maintenance of military jet engine aircraft. Highly desired experience as AF Maintenance Group Commander and background with fighter aircraft management.

Position Holloman Site Manager Description Manages the technical analysis of product implementations, modifications and enhancements to product in accordance with specific customer specifications and implementations. Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions. Monitors the troubleshooting of technical problems and issues, determines technical solution in accordance with product and customer specifications, and recommends actions to company or customer representatives for coordinative product solution. Directs the assessment of product needs in accordance with customer specifications. Oversees technical training and product briefing with customers, vendors and company representatives. Ensures local on-site representatives are available to customer’s organization.

Minimum Education Bachelor’s Degree or equivalent experience. Military or civilian aircraft maintenance leadership training. General mathematics skills are desirable. Must speak, read, write English with ability to interpret technical data and operating instructions in same language. Knowledge of principles, concepts and applications of maintenance directives, data reporting, and using technical data is mandatory.

Minimum Qualifications, Experience & Certification Minimum 15 years aircraft maintenance experience with at least 10 years in maintenance of military jet engine fighters.

Position Quality Manager (Tyndall) Description Manages the development and implementation of program quality plans, programs, and procedures using quality control statistics, AS9110 tools/analyses. Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, and recognition/disciplinary actions. Ensures that performance and quality products conform to established company and regulatory standards. Monitors the review, analyses and report on quality discrepancies related to assembly, process, mechanical, electrical and electro-mechanical systems. Directs investigations of problems and develops disposition and corrective actions for recurring discrepancies. Oversees and interfaces with manufacturing, engineering, customer, vendors and subcontractor representatives to ensure requirements are met. Monitors recommendations for corrective actions, dispositions and modifications. Responsible for all Aerial Targets environmental, safety, and health programs. Responsible to the Aerial Targets Contract Program Manager to: Implement and enforce the Aerial Targets Quality Assurance Manual (QAM), supervise all Aerial Targets QC/ES&H employees, ensure all required inspections and audits are accomplished documented and reported IAW the PWS and Quality Assurance Manual, accomplish trend analyses, monitor and evaluate training programs, ensure timely and effective response to Customer QAE contract surveillance reports, monitor effectiveness of Aerial Targets ES&H programs, ensure adequacy and timeliness of modification and configuration change proposals, administer the Aerial Targets Material Deficiency Reporting program, ensure dissemination of Quality related information.

Minimum Education Completion of AS9110 Lead Auditor Class Bachelor’s Degree or equivalent experience. Military or civilian aircraft maintenance training. General mathematics skills are desirable. Must speak, read, write English with ability to interpret technical data and operating instructions in same language. Knowledge of principles, concepts and applications of maintenance directives, data reporting, and using technical data is mandatory.

Minimum Qualifications, Experience & Certification Minimum 15 years aircraft maintenance experience with at least 10 years in maintenance of military jet engine fighters.

Position FSAT Aircraft Maintenance Manager Description Manages general services, repairs, and overhauls of aircraft and aircraft engines to ensure that aircraft are in good mechanical condition and safe for flight. Responsible for coordinating subordinate employee training, performance assessment, and work assignments. Directs periodic inspections and general overhaul and repairs or modifications requiring replacement and assembly of parts. Consults manufacturers; manuals for specifications and determines feasibility of repair or replacement. Responsible for all aspects of maintenance for the Aerial Targets contract. Manages personnel, aircraft, systems, maintenance schedules, labor issues, etc. Coordinates with other work areas the maintenance work and schedules to ensure mission requirements are accomplished with minimal impact. Works closely with work center supervisors to ensure assets of the required configuration are available at the specified time in accordance with the posted schedule. Utilizes experience and critical thinking abilities to identify areas and methods of improvement regarding processes, procedures and how to meet mission needs. Attends daily and weekly maintenance meetings with the customer to ensure adequate cross flow of information concerning maintenance and associated areas. Works with the customer in a teaming environment concerning all matters associated with the Aerial Targets contract. Serves as source matter expert and focal point for maintenance-related issues during mishaps and investigations. Works with Quality Assurance and Safety personnel to review audit results, identify trends, and implement corrective actions. Generates reports as needed to meet contractual and company requirements. Reviews all reports affecting contract and takes the appropriate action. Assists contract personnel and approved government personnel in resolving complex problems, developing new technologies, and analyzing future requirements. Other responsibilities may include, but are not limited to, preparing briefings, talking papers, as directed by Contractor Program Manager. Overnight business travel is required of this position to attend meetings, training, site visits, etc.

Minimum High School Diploma or GED is required. Military or civilian aircraft maintenance training. General mathematics skills are desirable. Must speak, read, write English with ability to interpret technical data and operating instructions in same language. Knowledge of principles, concepts and applications of maintenance directives, data reporting, and using technical data is mandatory.

Minimum Qualifications, Experience & Certification Minimum 15 years aircraft maintenance experience with at least 5 years F-16 maintenance.

Position RIS Manager Description The Range Instrumentation Systems (RIS) Manager is responsible for management of RIS mission support, Gulf Range Drone Control System (GRDCS), Range Control System (RCS) and the Range Communications System. Elements include Video Systems, TPS-75 Radar, Data Link Subsystem (DLS), DLS depot and Flight Termination Systems (FTS) and Advanced Command Destruct Systems (ACDS). The RIS Manager teams with government and contractors for the planning, acquisition, implementation and management of RIS upgrades to meet expanding mission requirements, enhancements, and program replacement of assigned systems. The RIS Manager also produces CDRL items, supports planned studies and testing, reviews System Improvement Requests, provides configuration management, and supervises manning and schedule elements of planned RIS projects. The RIS Manager directs a multi-disciplined workforce, including direct supervision of GRDCS/RCS/BC3 Engineering, and Range Communications, and the GRDCS Operations Manager. Responsibilities include management of operations, hardware and software maintenance, software development and testing, configuration control, Communications and Information Systems Installation Records (CSIRs), life-cycle management, engineering of system upgrades, training and documentation for all RIS elements. The RIS Manager reviews and validates system requirements and develops solutions for customer-generated requests. The RIS Manager reviews purchase requisitions for RIS equipment, parts and services, and ensures RIS personnel receive appropriate training and certification in accordance with contractual requirements. The RIS Manager is also responsible for circuit management, frequency control and management, COMSEC, facility management, property management.

Minimum Education High School Diploma or GED is required. Military or civilian aircraft maintenance training. General mathematics skills are desirable. Must speak, read, write English with ability to interpret technical data and operating instructions in same language. Knowledge of principles, concepts and applications of maintenance directives, data reporting, and using technical data is mandatory.

Minimum Qualifications, Experience & Certification Minimum 5 years of IASAE experience.

Minimum 15 years Range Systems maintenance experience.

RIS Technical Supervisor Description Responsible for coordinating subordinate employee training, performance assessment, work assignments, salary, and recognition/disciplinary actions. Manages and supervises RIS Engineering personnel. Interfaces directly with the customer addressing and resolving day to day operational, integration and testing issues. Serves as technical advisor and source matter expert during incidents and mishaps involving computer systems, software logic and telemetry issues. Participates in RIS configuration control boards ensuring programming, security and testing issues are adequately addressed. Develops a Software Development Plan for all software authored under this contract. Manages all aspects of software developed under this contract. Trains and certifies software engineers in the local methods and procedures for software supporting RIS operations. Insures software analysis produces and procedures for troubleshooting system anomalies, including target problems, are accurate and concise. Manages and assists in the administration of computer systems used by personnel in the fulfillment of the Aerial Targets contract. Briefs both contract and government designated personnel on the detailed functioning of RIS computer systems.

Minimum Education High School Diploma or GED is required. Military or civilian aircraft maintenance training. General mathematics skills are desirable. Must speak, read, write English with ability to interpret technical data and operating instructions in same language. Knowledge of principles, concepts and applications of maintenance directives, data reporting, and using technical data is mandatory.

Minimum Qualifications, Experience & Certification DoD 8570.01-M IASAE Level 2 Baseline Certification Minimum 5 years of IASAE experience.

Minimum 10 years Range Systems maintenance experience.

Position GRCS Manager Description Responsible for coordinating subordinate employee recruitment, selection, training and certification, performance assessment, work assignments, salary, and recognition/disciplinary actions. Oversees daily GRDCS systems operations. Develops comprehensive training program for the instruction of GRDCS Operations personnel. Develops operational procedures. Directs scheduling of GRDCS Engineering Console personnel. Coordinates with drone maintenance and flight operations personnel for completion of daily mission support schedule. Coordinates with outside agencies their requirements for post mission data analysis stemming from normal GRDCS operations. Manages development software installation, testing and evaluation and author’s software test report for the GRDCS systems. Participates in RIS configuration control boards approving and rejecting proposed changes for the GRDCS systems. Performs all duties of a senior software engineer as required.

Minimum Education High School Diploma or GED is required. Military or civilian aircraft maintenance training. General mathematics skills are desirable. Must speak, read, write English with ability to interpret technical data and operating instructions in same language. Knowledge of principles, concepts and applications of maintenance directives, data reporting, and using technical data is mandatory.

Minimum Qualifications, Experience & Certification DoD 8570.01-M IASAE Level 2 Baseline Certification Minimum 5 years of IASAE experience.

Minimum 10 years Range Systems maintenance experience.

Position GRCS Engineer Supervisor Description Monitors daily GRDCS systems operations. Executes operational procedures. Coordinates with drone maintenance and flight operations personnel for completion of daily mission support schedule. Coordinates with outside agencies their requirements for post mission data analysis stemming from normal GRDCS operations. Manages development software installation, testing and evaluation for the GRDCS systems. Performs all duties of a software engineer as required.

Minimum Education High School Diploma or GED is required. Military or civilian aircraft maintenance training. General mathematics skills are desirable. Must speak, read, write English with ability to interpret technical data and operating instructions in same language. Knowledge of principles, concepts and applications of maintenance directives, data reporting, and using technical data is mandatory.

Minimum Qualifications, Experience & Certification DoD 8570.01-M IASAE Level 2 Baseline Certification Minimum 5 years of IASAE experience.

Position Software Engineer Description Conducts multidisciplinary research and collaborates with equipment designers and/or hardware engineers in the planning, design, development, and utilization of electronic data processing systems for software. Determines computer user needs; advises hardware designers on machine characteristics that affect software systems such as storage capacity, processing speed, and input/output requirements; designs and develops compilers and assemblers, utility programs, and operating systems. Functions in an operational role during full-scale and sub-scale aerial target missions operating Gulf Range Drone Control System consoles, or the GRDCS Mobile Control System. Supports post mission tasks to include copying mission data and performing data analysis using fourth generation programming tools such as Matlab. Monitors and evaluates computer system performance and makes backup copies of software programs. Analyzes simple to moderate problems concerning computer software and develops solutions. After approval of high-level analyst/engineer writes, or modifies existing software programs to implement solutions. Debugs application software errors, as required. Performs application software testing and reviews associated documentation. Assists in hardware troubleshooting and provides feedback. Also supports scheduled activities such as ground mounts and B-Dynamic checkouts.

Minimum Education High School Diploma or GED is required. Military or civilian aircraft maintenance training. General mathematics skills are desirable. Must speak, read, write English with ability to interpret technical data and operating instructions in same language. Knowledge of principles, concepts and applications of maintenance directives, data reporting, and using technical data is mandatory.

Minimum Qualifications, Experience & Certification DoD 8570.01-M IASAE Level 2 Baseline Certification US Citizen

Must possess a strong working knowledge of the functional applications as well as the network environment, associated procedures and analysis techniques. Provides technical solutions for functional system upgrades and new requirements.

Capture and refine information security requirements and ensure requirements are effectively integrated into IT products and information systems through purposeful security architecting, design, development, and configuration (4.1.7.8.1) Employ best practices when implementing security controls within an information system including software engineering methodologies, system/security engineering methodologies, system/security engineering principles, secure design, secure architecture, and secure coding techniques (4.1.7.8.2).

Minimum Education High School Diploma or GED is required. Military or civilian aircraft maintenance training. General mathematics skills are desirable. Must speak, read, write English with ability to interpret technical data and operating instructions in same language. Information Systems Security Manager ISSM Description ISSM is responsible for the development of a comprehensive security plan for IT systems security. Developed plan shall address Remanence Security (REMSEC), Computer Security (COMPUSEC), Communications Security (COMSEC) and Operations Security (OPSEC) practices and procedures. ISSM shall implement and maintain security controls in accordance with the Security Plan and Department of Defense policies. Inspects, repairs, operates, maintains, services, rebuilds, troubleshoots, overhauls, and modifies FSATs and SSATs to ensure air-worthiness in accordance with all applicable Technical Publications. May be required to perform work of a lower technical level. Typical work may include: Launching of aircraft, configuring aircraft, rigging of flight controls, engine runs, repair of fuel system, hydraulics, pneumatics, surface repairs, and troubleshooting other mechanical aircraft systems, using appropriate technical data and tools. Position Aircraft Worker Description Assists mechanics in depot repairs and performs intermediate level repairs associated with the aerial targets. Performs maintenance/operational duties in accordance with operating instructions or Air Force Publications. Assist in modification development, including documentation and modifications. Duties may include ground handling, munitions, egress, life support, chute/drogue systems, servicing, power plant and airframe maintenance. Must be familiar with egress/munitions forecasting, time change requirements, and maintenance management systems, while adhering to applicable Air Force Publications. Typical work may include: Packing/repair of chutes, life support equipment, launching of aircraft, configuring aircraft, rigging, repair of fuel system, hydraulics, pneumatics, surface repairs, and troubleshooting other mechanical aircraft systems, using appropriate technical data and tools. Reads and interprets appropriate manuals to determine feasibility and method of repairing or replacing malfunctioning or damaged components. Input maintenance actions in aircraft forms or other maintenance system/forms required by the Air Force other duties may include work associated with the full- scale and subscale aerial targets requiring lesser technical ability and support requirements. Position Aircraft Fuels Mechanic Description Conducts daily Fuel shop operations. Troubleshoots, maintains, services and inspects aircraft fuel systems, components and related support equipment. Removes, installs and conducts functional tests of repaired aircraft systems and components. Inspects and identifies aircraft for corrosion prevention and repair. Reads and interprets manufacturers ' and aircraft's maintenance manuals, service bulletins, technical data, engineering data, and other specifications to determine feasibility and method of repairing or replacing malfunctioning or damaged components. Performs periodic and other hourly or calendar inspections as required. Receives technical guidance from managers/ leads and provides technical guidance to lower level technicians as required. Will be required to obtain and maintain special certifications required by AFI as directed by management. Reviews and completes forms documentation pertinent to aircraft or equipment maintenance, enters maintenance actions into applicable MIS system and will make entries in forms, logs, records or electronic equivalent as required. Will be required to monitor and lead teams to perform more complex aircraft inspections and repairs. Will be required to provide assistance writing/initiating engineering technical assistance requests. All fuels personnel must be able to pass a color vision test.

Position Quality Control Description Develop and implement quality control, ground safety, and environmental programs to ensure compliance with contract specifications. Performs audits of work centers, maintenance actions, documentation, IMDS, equipment, facilities and any items identified in the contract that requires quality control. May be required to generate reports to meet contractual and company requirements. Reviews audits and develops processes to identify trends. Provides trend analysis with supporting graphs and documentation to support trend analysis. Obtain tech data from appropriate sources and ensure appropriate areas have up to date technical publications. Initiates and reviews all quality reports that affect the contract, i.e., PQDR’s, TCTO’s, mishap reports, etc. Responsibilities may include operating and maintaining weight and balance program for the full-scale aircraft. Assist contract personnel and approved government personnel in resolving problems, developing new tech data or developing processes.

Position Logistics Manager Description Manages efficient acquisition of goods, services, and information between points of origin through customer placement in order to meet customer requirements. Ensures that customer service and time objectives are achieved within existing financial constraints in order to meet marketing and financial objectives. Ensures the execution and continuous improvement of standard logistics processes, such as the replenishment system, data interchange systems, demand management, electronic data systems administration and related functions. Monitors the building of relationships with strategic customers through logistics initiatives. Supervises the logistics function on the Aerial Targets Program, to include the supply operation for full-scale, subscale, GRDCS and range communications. Prepares and submits request for special levels. Serves as the company purchasing agent. Manages annual budget for Operations & Maintenance and Material Support Divisions. Prepares and submits reports on cost savings on company purchased assets, munitions expenditures, and forecasts for full-scale and subscale operations. Prepares and submits munitions requests, and out-of-cycle issue requests. Monitors and tracks expenses for company supplied personal protection equipment. Schedules Company owned vehicles for maintenance. Tracks and maintains company owned vehicle expense records. Assists Aerial Targets Program Manager with contract materials CLIN management.

Experienced with SBSS/ES-S/DPAS; basic knowledge of mathematics, familiarization with the accountability of USAF property, knowledge of SBSS/ES-S policies and procedures and principles of property accounting through manual or automated systems is mandatory

Position Electronic Technician Maintenance II Description Assists higher technical personnel in depot repairs and performs intermediate repairs as required by tech data or assigned by supervisor. Applies comprehensive technical knowledge to solve complex problems by interpreting manufacturer's manuals, technical orders, etc. Performs work in accordance with applicable technical data. Assist in the development of modifications and installations associated with the aerial targets contract. Duties may include operation/maintains test equipment, GMCS van, aircraft, aircraft equipment, launch equipment, RF systems, scoring, UHF destruct, communications, range instrumentation, towers and other equipment assigned to the aerial targets contract. Checks out and maintains control consoles, displays, data link subsystems, and other equipment associated with GRDCS II. Documents all maintenance actions in Air Force automated maintenance system and appropriate forms. Marks up technical documentation and drawings to reflect authorized modifications. Provides technical data for AFTO Forms 22, MDRs, and QDRs. Other duties may include work associated with the aerial targets requiring lesser technical ability and support requirements. Performs maintenance and other duties (incidental and related tasks within their classifications) assigned by supervisor. Inspects, repairs, maintains, services, rebuilds, troubleshoots, overhauls, and modifies FSATs, SSATs, GRDCS, Range Communications, TPSI 63 Radar and associated equipment in accordance with all applicable Technical Publications. Will be required to perform work of a lower technical level. Typical work may include: Using special test equipment to certify operation (ASTS, DLS test set, network analyzer, TDR, etc.), troubleshoot and repair data link systems, troubleshooting and repair aircraft and associated support equipment at a depot level, configuring aircraft, and supporting operational requirements. Assists in modification development and documentation, modifications and equipment research Provides technical data for AFTO Forms 22, MDRs, QDRs, etc. Will be able to enter all maintenance actions into appropriate Air Force forms.

Troubleshoots malfunctions in aircraft propulsion and starting systems. Repairs, replaces, rebuilds and adjusts aircraft propulsion and starting systems, test equipment and aircraft accessories.
