Synopsis:

9 Dec 2020 Sources Sought

OVERVIEW: The Air Combat Command Acquisition Management and Integration Center (ACC AMIC) is seeking industry feedback regarding Aircraft/Target Drone Maintenance, Range Instrumentation System Operations and Maintenance, and Support Services for Tyndall Air Force Base, FL and Holloman Air Force Base, NM with periodic deployments to Utah Test & Training Range (UTTR) and/or other Continental United States (CONUS) locations as required. This Sources Sought/Request for Information (RFI) is issued for informational and planning purposes only.

DISCLAIMER: This is not a Request for Proposal (RFP). Responses will not be considered as proposals, nor will any award be made as a result of this Sources Sought. Any information provided by interested parties to the government is strictly voluntary. The Air Force (AF) will not be responsible for any costs incurred by interested parties in responding to this Sources Sought. Appendices listed in the Draft PWS dated 9 Dec 2020 will not be published or supplied to any interested party at this time. Contact with anyone other than the POCs listed below in this Sources Sought by interested parties or their employees regarding this potential acquisition is prohibited.

PURPOSE: This announcement is seeking market information from vendors capable of providing the services described. The description is a summary of the required services and is not intended to be all-inclusive. ACC AMIC is conducting market research to locate qualified and interested sources with experience in Department of Defense (DoD) aircraft/target drone maintenance and related support services that express interest in performing these services. The information requested by this Sources Sought will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency.

SMALL BUSINESS: For purposes of this Sources Sought, the Summary Description of Services Required, North American Industry Classification System (NAICS) codes, and the small business size standards are as follows: The NAICS code for the requirement is 488190 – Other Support Activities for Air Transportation, and the main applicable small business size standard is $32.5 million in annual gross receipts.

DESCRIPTION OF SERVICES:

· Program Management, Management, Maintenance, and Mission Support for full-scale aerial targets (FSATs) (QF-16) manned and unmanned remotely piloted drones to include on-board scoring system

· Management, Maintenance, and Mission Support for sub-scale aerial targets (SSATs) (BQM-167) to include on-board scoring system

· O&M of Range Instrumentation Systems including instrumentation, computer hardware, display consoles, communications equipment, radar, Link-16, Airborne Platform/Telemetry system, implement software updates, cybersecurity compliance, equipment support associated with target control and range control operations, Flight Termination System, TELMOC radar and communications interface, 337th Air Control System (ACS) radar and communications interface, and mission video systems.

· O&M of the Gulf Range Drone Control System (GRDCS) and its computer hardware, displays, consoles, communication equipment and system software

· On-call maintenance of telemetry/data systems and support equipment

· System programming for GRDCS including ongoing development and maintenance of GRDCS software

· O&M of Gulf Range air surveillance radar (TPS-75) and telemetry/communication equipment located on remote Gulf Range sites

· O&M of the Gulf Range Video System

· Technical writing support for special projects conducted within the 53rd WEG

· Hardware and software systems engineering for targets, control systems and associated equipment to include installation, software troubleshooting, and system change recommendations and documentation

· O&M of payloads on full-scale aerial targets (FSATs) and sub-scale aerial targets (SSATs)

· Maintenance and mission support for Aerial Gunnery Target System (AGTS) for FSATs

Additionally, the contractor shall provide all management, personnel, equipment, tools, materials, supervision, and other items and support necessary to perform services as defined in the attached draft Performance Work Statement (PWS) dated 3 Aug 20.

The anticipated contract start date is 1 Oct 2022. The anticipated period of performance is seven (7) years: 12-month base year plus six (6) 12-month option years with an optional 6-month extension if exercised by the government. This support is mainly required at Tyndall AFB, FL and Holloman AFB, NM with periodic deployments to UTTR and/or other CONUS locations as required.

SUBMISSION OF RESPONSES:

Interested parties should respond to this Sources Sought with sufficient detail regarding their capabilities and capacity to satisfy the requirement listed under ‘Description of Services’ to the Points of Contact (POCs) listed below.

1) Company Information

4) Socio-Economic status (i.e., 8(a), HUBZone, veteran-owned, women-owned, etc.);

5) Brief information on capabilities to finance, mobilize, and manage large service contracts;

6) NAICS code(s) under which the company usually performs;

7) Describe any service contracts you have performed for similar combined services, provide customers and contract numbers;

8) Company’s role in the performance of the contracts above

a. Prime Contractor

b. Subcontractor

c. Other (please describe)

Additional Information Requested:

9) List of functions that may be set aside for subcontract opportunities.

10) Based on experience with similar combined services, provide recommendations on realistic small business subcontracting percentage goals for this requirement.

11) Identify any particular areas of contracted aircraft maintenance that could drive up costs and/or risks to performance.

12) Identify the important historical workload information you would need to price this type of effort.

13) What are the parameters that drive your pricing and manning models?

14) Preference to attend a Pre-Solicitation Conference/Site Visit/Industry Day at Tyndall Air Force Base, FL or a Virtual Pre-Solicitation Conference/Site Visit/Industry Day (to be determined).

15) Are incentive option years recommended and/or viewed as a valid incentive in the marketplace?

16) Discuss type of contract structure and incentives that would create flexibility to meet mission requirements (fixed price types, cost types, incentives, etc.)

17) Based on experience with similar services, provide recommendations on realistic metrics for evaluating successful performance.

18) Discuss an optimal contract length for this kind of service and the benefits it would provide. Identify the industry period of performance standards in providing this requirement.

19) Self-report if your company is a foreign company or an American company owned or controlled wholly or in part by a foreign company. Foreign companies, or American companies owned or controlled wholly or in part by foreign companies, are prohibited from competing on this acquisition.

20) Self-report if your company engages (as a prime contractor, subcontractor, supplier, consultant, or any other type of entity) in any contract that designs, develops, tests, implements, operates, or sustains any system or deliverable that is based on a recommended solution under this contract. During performance of the resultant contract, the winning offeror (contractor) shall not engage (as a prime contractor, subcontractor, supplier, or consultant) in any other contract that would design, develop, test, implement, operate, or sustain any system or deliverable that is based on a recommended solution provided under this contract that could be perceived as an Organizational Conflict of Interest.
