About this file
This document is a PowerPoint presentation for the SABER IDIQ (Simplified Acquisition of Base Engineering Requirements) Pre-Proposal Conference held on 29 October 2025 for Solicitation Number FA486125R0003 at Nellis Air Force Base. The competitive procurement is a HUBZone set-aside with a $185M program ceiling, five-year ordering period, and will award to one offeror based on technically acceptable, highest technically rated proposal with fair and reasonable pricing. Task orders will range from $15,000 to $4,000,000 and cover diverse construction projects including carpentry, road repair, roofing, electrical, HVAC, plumbing, demolition, and infrastructure alterations across Nellis Air Force Base, Creech Air Force Base, and the Nellis Test and Training Range.
The solicitation requires HUBZone-registered firms with in-house or readily accessible design capabilities. Key evaluation factors include technical experience, technical proposal qualifications, and price. The procurement timeline includes solicitation issuance on 26 September 2025, with multiple amendments, a pre-proposal conference on 29 October 2025, questions due by 3 November 2025, and proposal submissions due by 26 November 2025. The contract will be a firm-fixed price, indefinite-delivery, indefinite-quantity (FFP IDIQ) type, with the government intending to objectively assess and validate the two highest-rated technical proposals before making a final award selection.
