Cable Management Policy
Cable Management Policy
Telecommunications System, SECTION 16900
Cable Management Policy his document clearly defines the 628th Communications Squadron’s Cable Management Policy and establishes Charleston’s cabling standards. It primarily references the EIA/TIA 568A, 568B Premise Wiring Standard, as well as information from commercial sources. All new and existing cable installation projects are affected by this plan.
This paper outlines the following items:

Requirements
To ensure that the information reflected within is accurate, review this document for currency every six months.
1. RESPONSIBILITIES.
1.1. Commander, 628 CS: The 628 CS/CC has approval authority over the Charleston AFB Cable Management Policy and provides direction as required to ensure continued operations and minimal downtime.
1.2. Plans Flight Chief, 628 CS/SCX: The 628 CS Plans Flight Chief is the focal point for all new cable installations on Charleston. They coordinate, plan, and ensure every aspect of a project follows prescribed standards.
1.3. Information Systems Flight Commander/Superintendent, 628 CS/SCB: The Information Systems Flight Commander and Superintendent interface with SCX and SCBNM to ensure successful completion of all jobs.
1.4. NCOIC, Network Management 628 CS/SCBNM: The Network Management NCOIC ensures any cabling installation provides correct network connectivity. They should be keep abreast of all networking standards to ensure the best possible result for the customer.

1.5 Telephone Systems Personnel, 628 CS/SCMP: The Telephone Systems shop will ensure all voice and data related cabling installation will be installed up to standards. They should be contacted for any questions and/or possible changes to voice related installation.
2. REQUIREMENTS.
2.1. Appendix B contains the recommended equipment to maintain a standardized configuration on Charleston AFB.
2.2. Cabling
2.2.1. Data/Voice. All installations will consist of Category 6a Plenum-rated, Purple Unshielded Twisted Pair (UTP) cables with RJ45 connectors. Telephone House cable will be terminated from the Building Entrance Terminal (BET) to a S110 19 inch rack mount panel. If Shielded Twisted Pair (STP) is installed, both connector ends must be grounded to prevent electromagnetic interference.
There will be a minimum of one quad connector faceplate located on each wall that is eight feet long in every room. If a wall is over eight feet in length a second quad faceplate is required and the quad jacks will be evenly distributed along the wall unless previously agreed upon by the Infrastructure shop in the Communications Squadron. The Cat6a cable will be terminated to RJ45 jacks in the office and run back to the communication room patch panel.
2.2.2. Wiring Pattern. Charleston uses the T568B wiring pattern. See Appendix A for the actual wiring diagram. All connectors will be securely attached to the cable for added strength and prevention of signal loss.
2.2.3. Fiber Optic. Fiber optic cables on Charleston use the duplex SC-type connectors. Any new Single mode fiber will be 8.1/125-micron cable.
2.2.4. Coaxial Cable. Any coaxial installations will use a 75-ohm plenum broadband cable rated for the correct distance requirements. The table below, took from the USAFE Premise Wiring Standard, lists the cable type with corresponding distance limitations:

2.2.5. Patch Cables. NIPRNET patch cables will be less than 3m (9ft) from the switch to the patch panel and less than 6m (18ft) from the workstation to the wall jack. Cables will be blue for LAN and white for phone, to denote unclassified/encrypted traffic. SIPRNET cable length will depend on the location but must be STP, conform to the overall distance requirements, and be red in color to denote its classified nature.
2.2.5.1 Phone patch cables will have an RJ45 connector on one end and S110 1 or 2 pair connector on the apposing end.
2.3. Telecommunications Rooms (TRs), Hallways, and Office Installations
2.3.1. Cabinets/Racks. All cabinets will be properly bolted to the floor and grounded to a 6mm x 103mm solid copper grounding buss bar with insulated standoffs. This bar must be connected to the central building ground by a 6 AWG insulated copper cable. If a rack is used instead of a cabinet, it must also be securely mounted to the ceiling to prevent possible bending. Although discouraged for use, wall cabinets follow the same grounding requirements as racks and full cabinets.
Additionally, the cabinet/rack will contain a 15A, 110VAC power strip for equipment use.
2.3.2. Cable Supports. Cable ladders (or trays) are the preferred distribution system throughout the facility. If ring or hook supports are used, cable sags must be minimized to reduce stress and avoid interference with the ceiling tiles.
2.3.3. Electromagnetic Interference (EMI). Care must be taken to ensure EMI sources do not interfere with installed cabling. Ensure that all telecommunications cabling cross lighting and power cables at right angles only. Per the EIA/TIA 569, minimum distances from EMI sources are:
a) 1.3 m (4 feet) from large motors or transformers
b) 27cm (1 foot) from electrical power cables
c) 129mm (5 inches) from fluorescent lighting
2.3.4. Patch Panels. All patch panels will contain vertical and horizontal cable management systems.
Route all cabling through these and the switch cable management. Large amounts of cables traversing equipment racks should use a reusable tie strap (i.e. Velcro straps) to facilitate changes, present a professional appearance, and aid in troubleshooting.
2.3.5. Power. Every TR must contain two (2) 15A, 110VAC outlets on the wall closest to the cabinet/rack. Furthermore, Uninterruptible Power Supplies (UPS) will be installed in every TR for backup power. These UPS must supply 110V single-phase power to all equipment for 15 minutes after commercial power loss.
2.3.6. Heating, Ventilation, and Air Conditioning (HVAC). Per the AMC Premise Wiring Standard, the TR will be environmentally controlled at 64 – 75 degrees Fahrenheit and 30% - 55% humidity 24 hours/day, 365 days/year.
2.3.7. Panduit. Ensure a uniform and professional appearance is maintained throughout the facility.
Install wall boxes at same height as electrical outlets, place caps over all joints, and ensure raceways are level.
2.4. Telecommunications Systems Administration and Labeling
2.4.1. Jacks are numbered numerically clockwise around the room starting at the door.
2.4.2. All fiber optic patch cabling labels will show the From/To Building number – Patch Panel port number – switch port number
Example: Fr 203 to 214 – 5 – 8/1
2.4.3. Provide layout cut sheets to the 628 CS/SCX offices upon installation completion.
2.4.4 Numbering and Testing Communication Outlets: All jacks must be numbered, mapped, distance of the run determined, and tested to meet current EIA/TIA 568A standards. Identify each jack as to circuit number on face of wall jack and patch panel. Three copies of the building floor plan showing the location of the jack numbers and run distance and a test report shall be given to the Contracting Officer upon completion of all testing. Contact the 628th Communications Squadron Plans Flight (843) 963-3982 at least 24 hours prior to performing tests. Any system, equipment, or hardware that does not meet Department of Defense (DOD) manufacturers or requirement standards shall not be accepted. All discrepancies must be re-tested/re-inspected and the results certified correct in writing by the 628th Communications Squadron. All copper twisted pair cable must include tests for the following: Opens, Shorts, Grounds, Continuity, Polarity,. Provide a copy of the circuit test printout. The circuit shall be tested for proper pinout, dB loss, Near-End Cross Talk (NEXT), cable length, and overall category rating.
Any circuit that has improper pinout, dB loss, NEXT, cable length, or does not meet the Category 6 rating shall be re-installed until it passes all tests.
2.4.5 The contractor shall provide at least one on-site supervisor who has a minimum of 2 years experience in wiring, terminating, and testing telephone and data transmission systems. Proof of qualification will be provided upon request of the government contracting office. The Telephone and Local Area Network (LAN) cabling/wiring systems shall be complete and functional. The contractor shall provide all labor and materials for installation of the voice and data communications system as noted on drawings and in the specifications. The contractor will provide and install jacks, cables, backboards, appropriate connection blocks and patch panels; label and test all installed cables. The contractor shall also submit as-built drawings that reflect the installed cable route, port location, receptacle location by room number or area and labeling information prior to project completion.
2.4.6 Terminating space for telecommunications entrance facilities. Never run more than 50 ft. of exposed non-fire rated entrance cable within a building. If more than 50 ft. of cable is required between entry point and the termination point, use rigid metallic conduit to enclose the cable to within 50 ft. or less of the termination. 2.4.7 Designated buildings for Information Transfer Node (ITN). All buildings designated as ITN’s or secondary ITN’s will have generator backup. An Uninterrupted Power Supply (UPS) will protect all networki8ng equipment.
2.4.7 Splicing .The installer shall terminate/splice all cable pairs adhering to standard color code regardless of bad pair conditions. Splice connectors shall not be mixed within a splice. Splices shall be accomplished using 3M 4000-DMP Module and Sealant Box splice connectors or 710 Module splice connectors. PIC- A-BOND splice connectors shall not be used except to correct splicing errors as specified in BSP 032- 205-220. Splice closures shall be Preformed Line Products stainless steel type enclosure, re-seal-able, filled with a re-enterable jell, and weather proofed using method dictated by REA Standards.
2.4.9 Any digging of excavating on government property shall be accomplished with the authority of an Air Force Form 103, Digging Permit. The contractor must follow the provisions of the Digging Permit before any digging of excavating may be authorized. Requests for marking areas to dig must be made 72 hours prior to digging. If any communications cables or other government property is damaged by the contractor by unauthorized digging or other excavation, the contractor shall provide, where applicable, an estimate and plan for making the repairs to the Contracting Officer and Communications Squadron Focal Point at 963-2932 within four (4) hours. If the contractor fails to respond within this time frame, the Government may repair the damage and deduct all costs associated with the repair of the damage from the contract price. Repairs of Government owned communications cable shall be in accordance with AFTO 31W3-10-13 standards. A copy of these standards can be obtained from the Contracting Officer.
The contractor shall coordinate with the Contracting Officer on material and downtime prior to beginning any work. All work will undergo a final inspection by the Contracting Officer and representative of the Communications Squadron before acceptance. In accordance with Air Force Instruction 112-1, Chapter 13 (claims in favor of the Government), a copy of the invoice for repairs shall be submitted to the Contracting Officer for administrative purposes.
