Statement of Work

DKGV 11-2196 Renovate Bldg 1

Joint Base Charleston, Weapons Station

17 August 2015

A. GENERAL: The project consists of renovating the existing facility. Provide Architect- Engineer design of new interior floor plan with detailed drawings and specifications. Integrate existing HVAC and fire sprinkler system into new design. Contractor will provide all necessary labor and materials to engineer, install, program, checkout, test and warranty these systems.

Project is located on Joint Base Charleston, South Carolina, Weapons Station. All work shall be accomplished in accordance with all Federal, State, Local Regulations and the guidelines & requirements as outlined in the base contract to include but not limited to the following:

1. International Building Code

2. International Mechanical Code

3. International Plumbing Code

4. National Electrical Code (NFPA 70)

5. National Fire Code (NFPA 1)

6. Base Architectural Compatibility Guide

7. Unified Federal Criteria (UFC)

8. Unified Facilities Guide Specifications (UFGS)

B. LOCATION: Building 1, Joint Base Charleston Weapons Station, Goose Creek, SC.

C. SCOPE OF WORK: The project requirements include, but are not limited to the following major items of work:

GENERAL REQUIREMENTS

1. Contractor shall test for asbestos, lead based paint, transformer & ballast PCB’s.

Sampling shall be a representative sample for asbestos, lead based paint, and PCB’s.

2. If hazardous materials are indicated via testing, the contractor shall remove, contain, and dispose of all such materials in accordance with the most current OSHA standards.

DEMOLITION:

1. Demolish all interior spaces.

2. Demolish HVAC system and turn over 10 ton unit to the government.

3. Demolish all electrical in office spaces and warehouse.

4. Demolish all plumbing fixtures, plumbing supply and vents.

5. Demo modular office in warehouse.

6. Demolish dock area in front of building.

7. Demolish Roofing.

EXTERIOR:

1. Provide all new door and window systems to accommodate new floor plan design.

Window units shall be replaced with modern energy-efficient thermal-pane type. Exterior door and window frames shall be dark bronze.

2. Remove and replace roofing with standing seam metal roof. (Dark Bronze)

3. Pressure-wash all exterior walls and trim, prep and paint.

4. Provide concrete ramp to warehouse area for forklift access.

5. Remove and replace soffit plywood with cement panel siding board.

INTERIOR SPACES:

1. Interior walls are to be 3 5/8” metal studs and 5/8” gypsum board.

2. Provide insulation for walls where necessary per JBC, AMC and Customer requirements.

3. Install new 2’x2’ suspended ceiling system with R30 batt insulation above ceiling. A ceiling height of 10’-0” is preferred where practical.

4. Install interior room signage in accordance with UFC requirements.

NOTE: All suspended ceilings must meet UFC 3-310-04 seismic requirements.

DOORS AND HARDWARE:

1. Provide solid core doors and hollow metal door frames.

2. Provide permanent cylinders with cores and keys for mortise locksets, auxiliary locks and exit devices. Provide BEST Cores in accordance with JBC (AB) standard BEST 7-pin master key system. Cylinders, mortise locksets and auxiliary locks to be BEST, Schlage, or Yale. Use of Falcon door hardware is prohibited.

3. Schedule Core/keying meeting with SABER Project Manager, CE, User, and hardware supplier.

4. Provide door closures in accordance with AT/FP and current code requirements.

5. Provide panic hardware devices with cylinder dogging at all exits.

FLOORING:

1. Install new 12”x12” porcelain tile in entry foyer with rubber cove base at base of walls.

2. Install new 2’x2’ carpet tiles and rubber cove base at base of all walls in offices.

3. Install new 12”x12” vinyl tile in break room with rubber cover base at base of walls.

RESTROOM: Comply with 2010 ADA requirements

1. Install 12”x12” porcelain floor and wall tile, handicap grab bars, vanity countertop with sink and faucet.

2. Walls and ceiling to be moisture resistant drywall.

CABINETS AND VANITIES:

1. Provide quality cabinets and vanities with solid surface tops with solid surface skirts in break room. Cabinet and vanity fronts and doors shall be solid hardwood finished as selected by the government. Use of MDF, particleboard, and fiberboard materials is prohibited.

ELECTRICAL:

1. Provide complete new interior electrical panels, power systems, and lighting systems as necessary to accommodate new design, in accordance with HQ AMC Standards and UFC requirements. Provide electrical support for all equipment. Lighting shall be an energy efficient type. Coordinate fixture selections with SABER Project Manager. Provide emergency lighting systems as necessary. Provide emergency battery ballast fixtures to meet emergency lighting system requirements.

COMMUNICATIONS:

1. Provide a Communications Room centrally located within the facility to allow service to all facility end users within the standard 290 foot length CAT 6 copper cable. No external access is required. The Communications Room shall be adequately sized, with a minimum of 2 communication racks to support premise cable and other equipment systems as necessary. Provide typical 2’ minimum maintenance spacing on all sides of racks and equipment. The Communications Room shall be separately conditioned from other facility functions. Coordination with JBC 628th Communications Squadron is required.

TELEPHONE/COMPUTER:

1. Provide conduit and pre-wire for telephones, computer, and other systems as necessary.

Actual telephone and computer units are not included in this project. Coordinate with the user and locate terminals to provide for maximum flexibility of room furniture layout.

Pre-wiring of copper and fiber optic cables for telephones and computers shall be terminated at the central panels located in the Communication Room and terminated in quad jacks in the room walls of the facility. In areas where modular furniture is to be used, the installation contractor shall provide the patch cables from the wall jacks through the modular furniture for connection to the computers, telephones, etc. Provide conduit from central panel to existing telephone cable entrance and provide complete connection to base telephone service. Complete conduit runs shall be installed for all communications lines, fiber and copper. Provide electrical and data outlets to accommodate four electrical plugs and two data connections at each work station and miscellaneous conduits per user requirements. All new cables shall be Cat 6 and new jacks shall be quad Voice/Data type.

MECHANICAL:

1. Install multi evaporator split system units in offices and bathroom. Provide dedicated systems for specialty rooms, such as Comm, Equipment, etc., and other rooms as necessary.

2. Government preference is to provide a variable refrigerant volume system, with separate controls for individual areas of the facility. System shall be selected and configured to allow each individual zone the choice of heating or cooling year round (simultaneous heating and cooling, heat recovery type).

3. Design in accordance with JBC (WS) Mechanical Engineering Project Requirements;

JBC (WS) Shop Mechanical Requirements; JBC (WS) EMCS Requirements/Definitions and applicable DoD & Air Force criteria. All design work shall be coordinated with the Trane ESPC Contractor.

4. Locate individual room/area thermostats as necessary. Insulate all piping and ductwork.

All work shall be designed to maintain a minimum 10'-0" ceiling height unless ceiling are designed higher. Design shall meet the minimum requirements of ASHRAE Standards 62 and 55. Emphasis shall also be on maintenance access. Testing and balancing will be required after construction is complete.

5. Install instant point of use water heater below bathroom and break room sink.

6. Install exhaust fan in bathroom.

Controls:

1. All work shall be tied in to and fully compatible with the existing Trane Tracer control system.

Ventilation:

1. Ensure adequate ventilation for restroom and maintain a negative pressure.

PLUMBING:

Fixtures:

1. Demolish existing plumbing waste and vent lines that are not to be reused. All fixtures shall be in accordance with the HQ AMC functional standards. Emphasis for plumbing fixtures shall be on attractive, high efficiency, low maintenance, and high durability fixtures in accordance with DOE Best Practice guidance.

2. Install floor drain trap, with trap primer in bathroom.

3. Insulate domestic water supply lines (hot & cold).

FIRE ALARM & MASS NOTIFICATION:

1. Demo existing fire alarm system and all associated components.

2. Provide new Fire alarm and Mass Notification system throughout facility. Fire Alarm system shall comply with NFPA 72. Fire alarm shall be a point-to-point reporting system.

3. Fire Alarm system shall also comply with UFC 3-600-01 Fire Protection Engineering for

Facilities.

4. Mass Notification shall comply with UFC 4-021-01 Design and O&M for individual

Building Mass Notification System.

5. Provide semi-recessed or recessed fire extinguisher cabinets for all fire extinguishers.

Coordinate finishes and color with interior design.

6. Provide fire extinguishers in accordance with NFPA 101, NFPA 10 and other appropriate guidance.

FIRE SUPPRESSION SYSTEM:

1. Suppression system is serviceable and practically new. Integrate new sprinkler heads into the new design if practical.

FINISHES:

1. Provide interior design color and material schemes. Colors and materials are to be approved by JBC (WS) Architectural Review Board.

PRODUCTS:

1. All project components and materials shall be installed in accordance with the manufacturer’s technical installation instructions and specifications.

D. ENVIRONMENTAL: The contractor shall comply with all applicable federal (i.e.

Environmental Protection Agency), state (i.e. SC DHEC), and local environmental protection laws and regulations. The contractor shall submit a job specific Environmental Protection Plan Supplement that identifies the primary applicable potential environmental impact issues (i.e.

Sediment Control/Erosion Prevention, Asbestos Abatement, Special/Hazardous Waste Management, Freon/ODS Management, Oil & Hazardous Substance Spill Prevention/Response, Pesticide Use, Lead-Based Paint Management) and describes the procedures/practices/controls that will be applied to prevent and minimize impacts. Procedures/practices/controls described in the government approved Baseline Environmental Protection Plan may be cited by reference.

Sediment Control and Erosion Prevention practices (i.e. silt fence, sediment tubes, mulching, hydro-seeding, re-grassing, dewatering discharge filtering) to be applied should be shown on a site plan. All materials used in the performance of this contract shall be applied in strict accordance with manufacturer's printed label instructions and all applicable standards. The use of Class I ozone depleting substances, asbestos containing materials, and lead paints are strictly prohibited."

F. SUBMITTALS: Ten (10) days after notice to proceed or as established by the Contracting Officer, and before starting installation of any materials or equipment, the Contractor shall submit to the Contracting Officer for approval, the appropriate number of complete sets of all material and equipment submittals as listed herein:

1. AHU, VAV’s, Control sequencing diagram

2. Carpet tile, porcelain tile, vinyl tile& Paint color selections

3. Electric heaters & t-stat

4. Restroom fixtures and vanity top

5. Mini-split system

6. Fire alarm panel and all associated components

7. Mass notification system components

8. Roof panels and components

9. Project Specific Environmental Protection Plan in accordance with

Temporary Environmental Controls specification

G. SAFETY: The contractor is to comply with all OSHA safety regulations during the performance of this delivery order. Install and maintain barricades and barriers as needed. Lay down areas are to be as designated by the Contracting Officer. Work methods and practices shall be accomplished in a safe manner complying with work safety and base safety standards.

H. DRAWINGS AND TECHNICAL DESCRIPTIONS: Final Control Wiring Diagrams/As- Built drawings are required at the completion of the project work.

I. APPLICABLE INSTRUCTIONS: Caution must be taken in all work areas of the project to avid physical or cosmetic damage to existing government property. Any damage to government property resulting from project construction shall be the responsibility of the contractor.
