#3 Questions and Answers
FA4418-16-R-0001, SABER IDIQ - JB CHS, SC
1. Question Group 1
1.1. The statement of work requests a standing-seam metal roof be installed on Building 1. This would require re-decking the roof with plywood before installing the standing seam. The plywood, combined with the standing-seam metal roof, would add significant weight to the trusses and purlins, which are spaced about 16 feet apart. Will the trusses and purlins support the weight of the new roof? If not, please advise how to proceed.
1.1. Answer: Assume the roof will support for the purposes of proposal simplicity.
1.2. It was mentioned during the site visit that the RFP is not requiring any Project Managers and that the Quality Control Managers (QCMs) would also fulfill the duties typical of a Project Manager. Typically for an IDIQ contract of this size, we would employ Project Managers (who report to the Contract Manager and oversee multiple Project Superintendents) separate from QCMs to ensure an autonomous/independent Quality Control organization. Can you please clarify the Project Manager position? Are the QCMs also required to perform as Project Managers?
1.2. Answer: The project manager (PM) is not a defined key position in this RFP. QCM’s may serve as PM’s if the contractor chooses to structure their team this way.
2. Question Group 2
2.1. The Technical SOW states that four (4) Project Superintendents (PSs) are required. Is it expected that the PSs at Short Stay and the North Auxiliary Airfield will be full-time?
2.1. Answer: This contract is for the entirety of JB Charleston. PS’s do not have to be confined to any particular area. 4 PS’s are required as a minimum. See RFP for additional info. (SOW paragraph 3.2.3)
2.2. Can the Environmental Manager(s) (EMs) duties be performed by other staff, such as the PSs or
CM?
2.2. Answer: Yes. See SOW paragraph 3.2.4
3. Question Group 3
3.1. Can the Government please provide a .dwg file including the standard drawing border for the sample project drawings?
3.1. Answer: We do not have .dwg’s for the as-builts. But we will provide a standard border that will be uploaded on fbo.gov.
4. Question Group 4
4.1. After searching the solicitation we did not see a reference to where 4clicks would be used in this project. Also we saw no reference to the software in the question that has been published on this solicitation. So our question is will 4clicks be used for this project and where can we find it in the solicitation?
4.1. Answer: Reference Section 12.4 of Attachment 1, Statement of work, Technical Specifications.
5. Question Group 5
5.1. Regarding Repair Naval Headquarters Facility B-84; at the site visit we were told there is an existing Roof Survey available that will help in understanding the extent of roof work needed.
Please supply a copy of this report for estimating purposes.
5.1. Answer: Roof Survey will be uploaded on fbo.gov.
5.2. Regarding Repair Naval Headquarters Facility B-84; the scope of work states to replace all damaged soffit. Upon investigation of the existing soffit, we would recommend replacing the entire soffit. It is hard to quantify the amount of repair needed and replacing the entire soffit would give the customer a much better end product. We will not be able to match the existing exactly which would give it a patch work look and since we are painting the entire building, a new clean soffit will be much more appealing. Please confirm this is acceptable.
This is only a sample proposal to display technical competency from the contractor. The contractor is encouraged to make assumptions to account for any information not provided by the SOW, and thereby to describe the assumptions in the narrative for each project.
5.3. Regarding Repair Naval Headquarters Facility B-84; we do not have existing dimensions for any of the interior rooms or the exterior of the building. This was brought up at the site visit and the government response was the purpose of the Sample Projects is to illustrate a knowledge of line item estimating and clarifying a Statement of Work. We were told that, although these projects will be awarded in the first fiscal year, the successful contractor will be able to come back and get accurate dimensions and adjust the estimate accordingly. Please confirm that we are interoperating this accurately or clarify this if we are not.
5.3. Answer: That is correct. Awarded contractor will be able to come back and get accurate dimensions and adjust estimate for projected project.
5.4. Regarding Renovate Building 1; the wood substructure under the Standing Seam Roof seems to be fairly new and in good shape. Our intent is the keep the wood substructure in place and only replace the Standing Seam Roof and insulation. Please confirm this is acceptable.
5.4. Answer: See answer to Question 5.2.
5.5. At the Pre-bid Meeting we were told that As-Built Drawings exist for both Sample Project Facilities and they would be supplied to all bidders. Please confirm that As-Builts will be distributed. (we were asked to follow up with a written RFI on this at the meeting).
5.5. Answer: They have already been provided on fbo.gov.
5.6. SOW 4.4 states the Government anticipates less than 5% of work will require an engineer’s stamp. Since stamped engineered drawings are at the 100% design level, and the SABER only requires 35% design drawings per SOW 4.2; how does the Government intend to compensate the contractor for the additional design costs (NPP item, ??)?
5.6. Answer: The SABER contractor will be required to provide engineer stamps for any portion of design that requires the technical competency of a registered professional engineer.
(e.g. Land Disturbance or Designed Structural Details). While an interior renovation of a building for lights and drop ceilings may require 35% design drawings, there is no need for registered engineer stamp.
5.7. SOW 8.1 states that the contractor will be provided a space for an office trailer and is responsible for all utility connections. Question: Are the utility services (water, sewer, electrical, phone/internet) already on the site provided for the office?
5.7. Answer: The exact location has not been determined. However, the government will ensure that utilities are reasonably nearby. For purposes of coefficient calculation, assume that the maximum distance from utility connection for the open storage area will be 100 yards.
5.8. SOW 11.1.3 and 11.3.1 define the UPB (Unit Price Book) as including data from current year RS Means Facilities Costs Data Guide, RS Means Assemblies and RS Means Master Composite Data Guides. SOW 12.4 states to prepare each TO (task order) proposal using e4Clicks Project Estimator and the RS Means Facilities master file Automated Estimating System (AES). This seems in conflict. SOW 12.5 states to provide the Government with only RS Means Facilities Construction Costs Data books. Question: Is the e4Clicks software for contractor use and licenses provided to the Government to include only the Facilities database; or Facilities, Assemblies, and Master composite databases?
5.8. Answer: Only RS Means Facilities Costs Data Guide is required for this contract. An addendum to the SOW will be provided to reflect this change and uploaded on fbo.gov as an amendment.
5.9. SOW 11.3.1 states that the UPB shall be updated annually at the beginning of the calendar year to stay current with the calendar year (2016 data used only in 2016, 2017 data used only in 2017, etc.). Question: If the RS Means data has had any quarterly updates on the date of award, are we to use that current update or the base data for that year? Will quarterly updates be applied to the databases as they are released by RS Means?
5.9. Answer: Annual updates only. We do not update quarterly.
5.10. SOW 12.4 states that the contractor shall provide the estimating software, licenses, training, and all current updates for 10 Government users. Question: Will the training be required annually or only initially at contract startup? Will the Government provide a space and its own computers for the training or will that be contractor supplied?
5.10. Answer: Training will be one-time for ten personnel. The contractor is responsible for provided location (NOT on the base) and the resources for training.
