Statement of Work
DKGV 15-2056 Repair Naval Headquarters Facility B-84
Joint Base Charleston Weapons Station
1 Aug 2015
A. GENERAL: The work to be performed by this delivery order consists of repairing existing roof cap sheet blisters and installing an EPDM roof sealant, replacing exterior service entry doors, replacing rooftop HVAC units, installing new carpet and cove base, installing new energy efficient fluorescent light fixtures with occupancy sensors, pressure washing and painting the exterior of the facility. Contractor shall provide all tools, qualified labor, materials, equipment, supplies and supervision necessary to engineer, install, and warranty all items in accordance with the following Statement of Work. All work shall be accomplished in accordance with all Federal, State, Local Regulations and the guidelines & requirements as outlined in the base contract to include but not limited to the following:
1. International Building Code
2. International Mechanical Code
3. International Plumbing Code
4. National Electrical Code (NFPA 70)
5. National Fire Code (NFPA 1)
6. Base Architectural Compatibility Guide
7. Unified Federal Criteria (UFC)
8. Unified Facilities Guide Specifications (UFGS)
B. LOCATION: Building 84, Joint Base Charleston Weapons Station, Goose Creek, SC.
C. SCOPE OF WORK: The project requirements include, but are not limited to the following major items of work:
NOTE: In accordance with 29 CFR 1926.1101 (OSHA’s Asbestos Standard for the Construction Industry) Building Owners are required to inform potential contractors bidding for work of the presence, location, type and amount of asbestos containing building materials (ACBM) that may be impacted by this project scope of work. A copy of the asbestos survey will be provided with the Scope of Work. The following is applicable:
The building asbestos inspection/survey on file, conducted in February 1996, indicates that there is ACBM at building 84.
1. Contractor shall have asbestos and lead surveys conducted in areas which will be disturbed during this project and provide the Government the original reports prior to start of construction. Asbestos and lead found in the immediate work area which will be disturbed by construction will be abated and disposed of properly.
HVAC SYSTEMS
2. Contractor shall provide selective demolition and disposal of one (1) existing roof mounted 1.5 ton Direct Expansion HVAC unit (Serial # 2302X26497 & 1004Y40341) to include fan coil unit, line set and equipment disconnect.
3. Contractor shall provide and install one (1) new 1.5 ton Direct Expansion HVAC unit to include fan coil unit, line set and equipment disconnect and all associated wiring, piping, equipment pads, thermostats/controls, and any building penetration modifications and or supporting structure modifications.
4. Contractor shall provide selective demolition and disposal of one (1) existing 2.5 ton roof mounted Heat Pump package unit (Serial # 2502G50982) to include fan coil unit, line set equipment disconnect and roof curb.

10. Contractor shall perform start-up of all HVAC equipment and provide start-up logs as part of the close out documentation.
ROOF SYSTEM
11. Contractor shall perform a roof inspection to identify all defective areas to include but not limited to blisters, drain & scuppers, pitch pans, ponding and edge metal. (See attached plan).
12. Contractor shall provide selective demolition of all defective areas of the modified bitumen roof membrane with mineral surfaced cap sheet to include insulation and foam board.
13. Contractor shall provide and install the new roof system to match existing and provide a manufactures twenty (20) year warranty.
EXTERIOR SURFACES
14. Perform lead base paint removal on areas which require paint flake removal. Removal and disposal will be performed in strict accordance with all Federal, State and Local Regulations.
15. Prepare the exterior siding, overhangs, gutters and downspouts of the building for painting by pressure washing to remove all dirt and mildew.
16. Protect surrounding areas with drop cloths and placement of surface protection and masking tape.
17. Prepare and prime the exterior of the building to include CMU Block, gutters, downspouts, doors, windows and all trim. The Contractor shall prepare surfaces according to paint manufactures instructions prior to the application of paint.
18. Paint exterior building surface. The exterior surfaces shall receive one (1) coat of primer and one (1) finish coat of exterior paint which can be applied by a combination of rollers, brushes and sprayers. Coverage must be complete with no “bleed or show through” of previous paint. Paint shall be in compliance with the Joint Base Charleston Architectural Compatibility Plan.
19. Contractor shall repair/replace damaged gutters and vinyl soffit material.
20. Contractor shall provide selective demolition and disposal of three (3) service entry steel doors and frames to include closer assembly and panic hardware.
21. Contractor shall provide and install three (3) new steel service entry doors to include frames, trim, closer assemblies, panic hardware and locksets. The exterior steel doors shall receive one (1) coat of primer and one (1) finish coat of exterior paint which can be applied by a combination of rollers, brushes and sprayers. Coverage must be complete with no “bleed or show through” of previous paint. Paint shall be in compliance with the Joint Base Charleston Architectural Compatibility Plan.
INTERIOR LIGHTING, FLOORING & FINISHES
22. Contractor shall move existing furniture to facilitate the removal/installation of the carpet.
23. Office 1 & Restroom 3:
• Contractor shall provide selective demolition of the existing carpet and all associated moldings in the office and bathroom. Provide selective demolition of four (4) existing fluorescent light fixtures to include the light switch.
• Provide and install new 2’ x 2’ carpet tiles throughout the office. Contractor shall ensure the subflooring is prepared in accordance manufactures recommendations prior to flooring installation. Carpet shall have a permeable backing to allow the concrete to breath.
• Provide and install new base moldings to match existing wood.
• Provide and install four (4) new energy efficient 2’ x 4’, 2-lamp 32 watt T-8 fixtures to include all electrical wiring and seismic/support.
• Provide and install one (1) Switch mount occupancy sensor.
24. Office 2:
• Contractor shall provide selective demolition of the existing carpet and all associated moldings in the office. Provide selective demolition of two (2) existing fluorescent light fixtures to include the light switch.
• Provide and install new 2’ x 2’ carpet tiles throughout the office. Contractor shall ensure the subflooring is prepared in accordance manufactures recommendations prior to flooring installation. Carpet shall have a permeable backing to allow the concrete to breath.
• Provide and install new base moldings to match existing wood.

25. Lobby 4:
• Contractor shall provide selective demolition of the existing carpet and all associated moldings in the lobby. Provide selective demolition of one (1) existing fluorescent light fixtures to include the light switch.

32. Long Hallway 11:

• Provide and install new 2’ x 2’ carpet tiles throughout the common area. Contractor shall ensure the subflooring is prepared in accordance manufactures recommendations prior to flooring installation. Carpet shall have a permeable backing to allow the concrete to breath.

60. Room 24 (Restroom):
• Contractor shall provide selective demolition of two (2) existing fluorescent light fixtures to include the light switch.
• Provide and install two (2) new energy efficient 2’ x 4’, 2-lamp 32 watt T-8 fixtures to include all electrical wiring and seismic/support.
• Provide and install one (1) Switch mount occupancy sensor.
60. Room 25:
• Contractor shall provide selective demolition of one (1) existing fluorescent light fixtures to include the light switch.
• Provide and install new base moldings to match existing wood.
• Provide and install one (1) new energy efficient 2’ x 4’, 2-lamp 32 watt T-8 fixtures to include all electrical wiring and seismic/support.
• Provide and install one (1) Switch mount occupancy sensor.
61. Existing electrical cabinets, wire, control components and electrical conduit may be reused where conditions permit.
62. All exposed wiring shall be routed within conduit, and in plenum rated cable above accessible ceilings.
63. All work to be performed during normal working hours (0730-1630), Monday-Friday, no weekends or government holidays.
64. Work areas around project site will be occupied by the using activity during the course of work. Caution must be taken to insure all safety work practices are adhered to while construction work requirements are performed within the facility.
65. Caution must be taken in all work areas of the facility to avoid physical or cosmetic damage to existing government property. Any damage to government property resulting from construction procedures shall be the responsibility of the contractor.
66. Warranty equipment and all work performed for one (1) year.
D. ENVIRONMENTAL: The contractor shall comply with all applicable federal (i.e.
Environmental Protection Agency), state (i.e. SC DHEC), and local environmental protection laws and regulations. The contractor shall submit a job specific Environmental Protection Plan Supplement that identifies the primary applicable potential environmental impact issues (i.e. Sediment Control/Erosion Prevention, Asbestos Abatement, Special/Hazardous Waste Management, Freon/ODS Management, Oil & Hazardous Substance Spill Prevention/Response, Pesticide Use, Lead-Based Paint Management) and describes the procedures/practices/controls that will be applied to prevent and minimize impacts.
Procedures/practices/controls described in the government approved Baseline Environmental Protection Plan may be cited by reference. Sediment Control and Erosion Prevention practices (i.e. silt fence, sediment tubes, mulching, hydro-seeding, re-grassing, dewatering discharge filtering) to be applied should be shown on a site plan. All materials used in the performance of this contract shall be applied in strict accordance with manufacturer's printed label instructions and all applicable standards. The use of Class I ozone depleting substances, asbestos containing materials, and lead paints are strictly prohibited.
E. WASTE DISPOSAL/RECYCLING: The contractor shall recycle all recyclable materials as a result of demolition. All waste materials generated by all work under this contract shall be handled, transported, stored and disposed of off base at no additional cost to the government, by the contractor and or sub-contractors, at any time in accordance with all applicable federal, state or local laws, ordinances, regulations.
F. SUBMITTALS: Ten (10) days after notice to proceed or as established by the Contracting Officer, and before starting installation of any materials or equipment, the Contractor shall submit to the Contracting Officer for approval, the appropriate number of complete sets of all material and equipment submittals as listed herein:
1. Progress/Construction Schedule
2. Product Data/MSDS’s
3. Manufacturer’s Instructions
4. Manufacture’s Equipment Cut Sheets
5. Fall Protection Plan
G. SAFETY: The Contractor shall comply with all OSHA safety regulations, the latest edition of EM-385-1 and 29 CFR 1910, if discrepancies occur the more stringent requirements shall govern. All applicable submittals for various Definable Features of Work (DFOW’s) required by EM-385-1 shall be submitted prior to commencing work.
H. DRAWINGS AND TECHNICAL DESCRIPTIONS: Final Control Wiring Diagrams/As- Built drawings are required at the completion of the project work.
I. APPLICABLE INSTRUCTIONS: Caution must be taken in all work areas of the project to avid physical or cosmetic damage to existing government property. Any damage to government property resulting from project construction shall be the responsibility of the contractor.
