26 January 2016 Amendment 03

Appendix 3A - Workload Data, Flying Program Estimates (informational only):

3.1. Note: Data presented in this Appendix are estimates only based on the most current information available and not necessarily expressed as projections of total workload. They are provided either as reasonable estimates or inclusive of past workload that demonstrate the extent of effort that can reasonably be expected. The OP/OY Sortie Projections are the Government’s best estimation of required sorties but can be adjusted by the AFSAT OP/OY 21 FS Approved Sorties before the period of performance (POP) or during the POP. The AFSAT Option Period (OP)/Option Year (OY) 21 FS Approved Sorties are the joint TAF/AFSAT issued sorties requirement for the 21 FS Taiwan pilot training during the affected POP. If the AFSAT OP/OY 21 FS Approved Sorties is different than the OP/OY Projected Sorties, the difference will be adjusted using the Section J, Attachment 11 Sortie Adjustment Clause to conform to the AFSAT OP/OY 21 FS Approved Sortie requirement for the affected POP.

3.2.

Flying Program Utilization.

3.2.1. Night flights consist of approximately 7.0 percent of the sorties per year.

Weekend cross-country flights consist of approximately 1.9 percent of the sorties per year.

FCF flights consist of approximately .01 percent of the sorties per year.

Air-to-Air flights consist of approximately 50 percent of the sorties per year.

Air to Ground flights consist of approximately 46.2 percent of the sorties per year.

Air to Ground flights with live munitions consist of approximately 3.8 percent of the sorties per year.

AA standard is used for scheduling front lines and spares.

Average flying window is 6.5 hours per day.

The SP shall have the ability to support both local flying and off station flying simultaneously during 21 FS deployments. Normally, the combination of both the local and deployed flying schedules does not exceed 8 front lines. For example, 6 deployed front lines and 2 local frontlines or 8 deployed front lines and no local sorties scheduled.

Note 1: The Sortie UTE rate is an hourly UTE rate. This is calculated as follows: annual sorties divided by 12 to get hours in a month divided by sortie length to get number of sorties in a month divided by PAI = UTE rate. The above is an estimate only and is based on the most current information available. Actual execution and unit flying hour adjustments may drive variances to the allocation numbers. The actual Utilization Rate (UTE) and Average Sortie Duration (ASD) will vary as much as plus or minus 5 percent during the year and as much as plus or minus 5 percent, cumulative, at the end of the year.
