2.3. Government-Furnished Property and Services.
2.3.1. Facility. The SP shall use PWS authorized GFF and GFE in the performance of this contract. Any additional GFF or GFE determined necessary shall be justified through the channels prescribed for the item in question. The Government will furnish and make available GFF identified in Appendix B. The Government will retain the right to evaluate and validate GFF requirements through periodic facility utilization surveys. These surveys may be conducted by 56 FW Real Property Management Section to compress space assigned and ensure the maximum effective use and conformity with the criteria specified IAW AFI 32-1024, Standard Facility Requirements, chapter 1.
2.3.1.1. The SP shall appoint a facility manager and alternate in writing for assigned GFF NLT 60 days after contract start date and NLT 10 working days of change. The Government will provide the required facility management training. SP facility manager shall perform duties IAW AFPAM 32-1125V1, Working in Operations Management Field, chapter 11. GFF has been inspected for compliance with OSHA requirements. Any GFF hazards for which a work around has been established is included in Appendix B. The Government will correct these hazards IAW approved 56 FW plans of abatement, taking into account safety and health priorities. A higher priority for GFF correction will not be given to SP assigned facilities merely because of this contract. Identification of hazardous conditions does not warrant or guarantee no other possible hazards exist, or the work around procedures currently employed will be adequate to meet the responsibilities of the SP. SP compliance with OSHA guidance and other applicable laws and regulations for the protection of the SP is exclusively the obligation of the SP (to include OSHA fall protection requirements). The Government will assume no liability or responsibility for the SP's compliance or noncompliance with OSHA requirements, with the exception of the aforementioned responsibility to make GFF safety corrections IAW approved 56 FW plans of abatement subject to 56 FW-wide priorities.
2.3.1.2. Facility Hazards. The Government will notify the SP through the CO of any inherent hazards in GFF SP assigned facilities, equipment (i.e. location, type, and amount of asbestos-containing material, lead-based paint, and any other known hazards) or assigned Risk Assessment Codes (RACs). The Government Environment Safety and Occupational Health (ESOH) team will provide GFF hazard updates to the CO. The CO will provide GFF hazard updates to the SP. The CO will also provide RAC information and updates on GFF SP assigned facilities or equipment to the SP.
2.3.1.3. Facility Assessments. The 56 Medical Group (MG)/Bioenvironmental Engineering (BE) Support Services and 56 FW Safety office may perform assessments of GFF and GFE. These assessments may be performed for the purpose of protecting Government personnel, equipment and resources. These assessments may also be performed to obtain information to provide to the SP.
2.3.1.4. New Hazards. The Government Environmental, Safety and Occupational Health (ESOH) team members will provide copies of any notification of new GFF and GFE hazards to the CO and Government COR office. The CO shall maintain a file of the known GFF and GFE hazards including any updates. The CO will notify the SP of new GFF or GFE hazards.
2.3.1.5. Additional GFF and GFE. When approved, the Government will furnish additional GFF and GFE or make arrangements with the SP to furnish required GFF and GFE in compliance with PWS requirements.

Projects shall not be split to avoid exceeding square footage or man-hours stated above. If the 56 BCE will determine if asbestos and or lead-based paint are present in the GFF, the Government COR office and CO shall immediately notify the SP if these conditions exist. The SP must adhere to OSHA regulations (29 CFR 1566.62, Safety and Health Regulations for Construction - Lead, and 29 CFR 1566.1101, Safety and Health Regulations for Construction - Asbestos) in performing GFF upkeep and maintenance where asbestos and or lead-based paint are present.
