TAIWAN F-16 AIRCRAFT MAINTENANCE
3-2-2
Notes:
A. Aircraft Availability (AA) Performance Threshold (Target): The following shall be used to calculate the monthly Aircraft Availability (AA) (Actual) which is then compared against the AA Performance Threshold above as a measure of compliance:
Aircraft Availability (AA) (Actual): The AA Actual is computed using Average Possessed (AP) aircraft (possessed aircraft are available to accomplish the primary mission of the unit. Aircraft with a possession code of CA, CB, TF or ZB are considered possessed) times the Mission Capable (MC) rate (actual). The AA target is computed using Primary Aircraft Inventory (PAI) times the Mission Capable (MC) Standard.
The formula for the AA Target = PAI x MC Standard.
For calculating the AA threshold, the SP shall use the Taiwan F-16 FMS MC Standard of 81%.
Aircraft Availability (AA) (Actual): The AA actual is computed using Average Possessed (AP) aircraft times the Actual Mission Capable (MC) Rate.
The formula for the AA Rate (Actual) = AP x MC Rate.
Aircraft Availability shall be rounded to the nearest whole number.
The SP shall provide 8 front line aircraft and 2 spares turn 6 aircraft unless the change in this requirement for the flying schedule is coordinated and approved by the 21 FS CC or DO. (This is the requirement for the daily Taiwan syllabi to include TDYs).
Monthly Recur Rate (See Note H) 2.5% or less
Monthly Awaiting Maintenance (AWM) Deferred Discrepancies (See Note I)
2.5 or less
Monthly Technical Order use and compliance (See Note J)
Technical Orders shall be used and adhered to 100% of the time.
Monthly Customer satisfaction based on PWS requirements (See Note K)
No more than two (2) Government COR office confirmed customer complaints monthly
IMDS-CDB Data Integrity Accuracy (See Note L)
95.0% or higher
Amendment 05
TAIWAN F-16 AIRCRAFT MAINTENANCE
3-2-3
B. Maintenance Loss Rate: The number of maintenance cancels per 100 local sorties (or missions) scheduled. This rate highlights the lack of maintenance capability to provide aircraft to meet the requirements of the daily flying schedule.
The formula for Maintenance Loss Rate: Maintenance Cancels divided by Local Sorties (or Missions) Scheduled times 100.
Maintenance Loss Rate shall be rounded to the nearest tenth of a percent.
C. Ground Abort: The basis for the ground abort rate is the number of aircraft canceled from the flying schedule after the aircrew arrives and prior to flight that is not flown because of a maintenance or materiel deficiency. Rate is calculated according to AETCI 21-105. Ground Abort Rate shall be rounded to the nearest tenth of a percent.
D. Average Fleet Time: Average Fleet Time: The average number of flying hours available per possessed aircraft until the 200 hour phase inspection. Calculate the average aircraft fleet time IAW AFI 21-101, AETC Sup 1 and AETCI 21 105, Attachment 1. Fleet time will be rounded to the nearest whole hour.
E. Maintenance Scheduling Effectiveness (MSE): Percent of on-time scheduled maintenance actions as defined in AETCI 21-105, chapter 11. MSE Rate will be rounded to the nearest tenth of a percent. To insure contracted performance accuracy, backshop maintenance actions shall not be used in calculating MSE rates for the service provider unless the action is within the service provider’s control (example: late gun delivery from the Armament back shop to the service provider). The Government COR office will validate any exclusion percentages from the MSE rate.
F. Foreign Object Damage (FOD): Damage to an aircraft caused by ingesting an object as defined in IAW AFI 21-101. Only preventable FOD Only preventable FOD with thresholds established by Department of Defense Instruction (DoDI) 6055.07 will be chargeable. Chargeable FOD rates are calculated IAW AFI 21-101. Total number of preventable/chargeable FOD events (damage exceeding $20K)/total aircraft flying hour X 10,000 = FOD rate. 21 FS (Taiwan) FOD incidences are not charged against the 56 FW’s FOD rate.
G. Repeat Rate: A repeat discrepancy is a discrepancy that occurs on the next sortie (or attempted sortie) after corrective action has been taken following a pilot reported discrepancy and the system or sub—system indicates the same malfunction when operated. Repeat malfunctions indicate a problem with either troubleshooting or system maintainability. Rate is calculated according to AETCI 21-105.
H. Recur Rate: A discrepancy occurring on the second, third, fourth or fifth sortie (or attempted sortie) after corrective action has been taken following a pilot reported discrepancy and the system or sub—system indicates the same malfunction when

3-2-4 operated. Recur malfunctions indicate a problem with either troubleshooting or system maintainability. Rate is calculated according to AETCI 21-105.
I. Awaiting Maintenance (AWM) Deferred Discrepancy (DD): Rate per Aircraft: Total number of AWM deferred discrepancies per month divided by the total number of possessed aircraft. Definition of a deferred discrepancy is malfunctions or discrepancies not creating Non Mission Capable (NMC) or Partially Mission Capable (PMC) status that are not immediately corrected. Rate will be rounded to the nearest tenth of the calculated rate.
J. Technical Order Use and Compliance: Failure to use technical data, omission of procedural steps in technical data, performance of improper/incorrect maintenance procedures. This will be calculated using the combined COR and SP QC monthly inspections. However, duplications in COR and SP QC reports will not be counted twice.
K. Customer Complaint: The Government COR office will validate all customer complaints to determine the alleged complaints’ validity based solely upon PWS requirements. Customer complaint determination disagreements between the COR office and SP will be resolved by the FC or CO.
L. IMDS-CDB Data Integrity Accuracy: IMDS-CDB Data Integrity Accuracy shall be based on MDC job data documentation times, crew sizes, work unit codes, aircraft status reporting compared to the input IMDS-CDB data IAW AFI 21-103. The sample size for data accuracy determination is 10% of random (Government COR verified) monthly IMDS-CDB inputs.

Section Technical Inspection / Observations Performance Threshold Object Management Inspections surveillances meet standards per month (See note A below)
5 Program Management Inspections 85% or higher of Government surveillances meet standards per month
(See note B below)
Note: The Government will compute as follows:
Total number of inspections rated acceptable divided by the total number of inspections performed in sections 1-4 X 100 = Rate %.
Example: 10 aircraft technical inspections rated acceptable divided by 20 total inspections = .50 X 100 = 50%.
Total number of all program management inspections rated satisfactory divided by total number of all program management inspections X 100 = Rate %.
Example: 10 observation inspections rated acceptable divided by 20 total inspections = .50 X 100 = 50%.
Note: The Table 3-2.1 computations that reflect the delta between actual Technical/Observation Inspection Thresholds and the actual performance ratings will always be rounded to the next whole number. Examples: 79.4% Technical/Observation Inspection Thresholds will be rounded to 79% Technical/Observation Inspection Thresholds and 79.5% Technical/Observation Inspection Thresholds will be rounded to 80% Technical/Observation Inspection Thresholds.
3.2.2.1. For failure to maintain monthly contract standards (as applicable) listed in Section 3.2, the SP shall provide a written explanation to the CO. The SP response to the CO shall explain the specific reason(s) or root cause(s) for not attaining identified standards. The SP shall also include actions taken to prevent recurrence. Corrective actions shall not task the Government in anyway and shall not be used as a basis to justify future noncompliance with the standards/requirements without written approval from the CO. The Government COR office will draft a contract action report (CAR) or other documentation as required for coordination through the FC and issuance by the CO.
Subsequent failures to meet service summary standards will result in generation of Letter of Concerns, corporate discussions and potentially result in issuances of Cure Notices for persistent non-conformities. These types of actions will be reflected in the Contractor Performance Assessment Reports (CPAR).
