This seems to be in error as Section B on page 10 of 124 indicates that the CLIN number should be 0047. QUESTION: Will the Government please clarify this item? Since Avaya Services is CLIN 0047 in all of the subsequent years, it is suggested that the Mobilization/Transition CLIN number be changed to 0048 such that Avaya Services can consistently be CLIN 0047 in all contract periods. | The CLIN numbers will remain as is. |

In some cases, the First Line reads “Projects over $250,000 and under $750,000” and the second line reads “Projects over $250,000.” However, in the final option year, these descriptions are reversed. QUESTION: Will the Government please clarify the intent of these two CLIN’s that have a duplicate CLIN number. | C-CP-009 | Section J, Attachment 5, Article V in CBAs | DISCUSSION: Article V of the Elevator Constructors Bargaining Agreement is entitled “Wages.” It provides the amount of total increase to be given to members for each of five years ending on 01 January 2007, and further defines how the increase of $3.00 per hour worked is to be allocated between benefits and base rate. However, this Article (nor anywhere else in the agreement) does not define the base hourly rate from which these wage adjustments are applied. QUESTION: Will the Government please provide bidders with the Base Hourly Wages for the wage classifications within the Elevator Constructions Collective Bargaining Agreement? QUESTION: The Government has not provided an estimate for these items within the “Plug Numbers” provided within section B of the request for proposal. Can the Government provide all bidders with the historical level of spending for these items? | The supplies, materials, and additional equipment not provided as GFP will have to be proposed in the target clin based on the offeror’s organization. The government does not have any data for the level of spending for these items. |

However, these hours do not seem to be correct. MicroSoft Excel has a function that will calculate the number of available hours per year. This Excel function takes into account where the weekends fall within each contract period and, also considers the number of holidays within each year. The attached table reflects the calculations from Excel. As you can see from examination of this table, over the life of the contract a bidder required to use the hours directed in the referenced paragraph will not have recovered a total of 24 hours pay for his entire workforce. Reimbursement for these hours would be critical in a Fixed Price environment. QUESTION: Will the Government reconsider their calculation of the number of available hours and base this calculation upon the Excel function noted in the attachment? | See Amendment 0002 for revised hours. |
