| C-CP-010 | Section J, Attachment 7, Cost Model | DISCUSSION: The guidance on the referenced page states in part: “Provide the worksheets on which you combine the costs for each subcontractor, breaking out the costs for each subcontractor.” Because some subcontractors used in one proposal may be competitors in a subsequent proposal, industry practice is that a subcontractor will provide their pricing to a prime at only the summary (CLIN) level, with no supporting detail, in order to protect their business sensitive Indirect Rates and pricing methodology. Of course the subcontractor’s sealed package to the Government will make full disclosure of their pricing. Given these facts, a prime will only be able to provide a single line of support for subcontractor costs, presenting the subcontractor’s price by CLIN on the line identified as “Subcontracts.” QUESTION: Will the above stated methodology be acceptable to the Government in light of the fact that subcontractor teammates will not make full disclosure to their prime partners? | See Amendment 0002 for revised price/cost proposal instructions. |
