1.0 GENERAL PROPOSAL PREPARATION INSTRUCTIONS

1.2 This is an all-electronic solicitation release. No hard copies will be mailed. Amendments to the solicitation will be posted to www.fedbizopps.gov. It is the responsibility of each offeror to review the webpage for notice of amendments, updates, or changes to current information.
1.3 The offeror is required to submit an offer on all Contract Line Item Numbers (CLINs) in the Price Schedule (Section B). Failure to do so may disqualify the proposal. The CLIN prices shall be submitted in hard copy. If, during technical evaluations, the Government requests revised proposals, offerors may be instructed to provide them electronically or by facsimile.
1.4 The original of each technical and cost proposal will be retained with the contract file. All extra copies of technical and cost proposals will be destroyed after contract award.
1.5 All proposals must be complete, self-sufficient, and respond directly to the requirements of the solicitation. Any commitments made in the proposal shall become part of the resultant contract. Proposed innovations and efficiencies must be in sufficient detail to be incorporated into the contract. Apparent inconsistencies between promised performance and proposed prices shall be fully explained by the offeror. Any significant inconsistency, if unexplained, raises a fundamental issue of the offeror’s understanding of the program management and resources required and/or ability to perform the contract. This may be a basis for rejection of the proposal.
Statements such as “we will comply with the requirements of the contract”, will not by themselves constitute acceptability to meet the requirements of this RFP. Failure to comply with these instructions may result in an offeror’s proposal being summarily rejected.
1.6 Offerors shall submit with their proposal a list of names and telephone numbers of persons authorized to conduct negotiations.
1.7 Offerors are advised that data submitted to the Government in response to this solicitation may be released to non-government advisors for review and analysis. These advisors may be required to provide advice within their area of expertise regarding proposal strengths and weaknesses. Non-government advisors may review any source selection documents/briefs to support AFPEO/CM and possibly attend any informational or decision meetings/briefs with AFPEO/CM. Representatives may have exposure to the offerors' proposals, but will not be providing advice on the merits of any proposal. All representatives have signed nondisclosure forms. Non-government advisors will be subject to civil and criminal penalties associated with any release of information pursuant to FAR Part 3.104 procurement integrity violations. They will not determine ratings or rankings of offerors' proposals.
