SECTION 19-1
19.1. CUSTODIAL
19.1.1. SERVICE AREA DESCRIPTION: Perform base custodial services to present a clean, neat and professional appearance at Maxwell-Gunter AFB in accordance with all local, state and federal laws and the requirements stated herein. Through innovation, technology, and other means perform the required custodial services at frequencies determined by the contractor. Contractor is responsible for keeping their work areas clean. Provide all services in accordance with applicable standards, guidelines and directives listed in Appendix 19A.
19.1.2. SERVICES TO BE PROVIDED:
19.1.2.1. Clean all interior space, entryways, drinking fountains, and carpets. All floors will be maintained according to commercial practices. Spot clean floors as required.
19.1.2.2. Collect and dispose of all trash into the nearest dumpster and replace liners as necessary.
19.1.2.3. Clean and disinfect restrooms. Sweep and mop floors, remove trash, and re-supply as necessary.
19.1.2.4. LEVELS OF CLEANING: Space types as identified are described below. Locations and square footages of these areas are found in Appendix C.
19.1.2.4.1. Category I: General Administrative/Industrial Areas (examples include administrative offices/facilities, chapels, etc.). These areas require cleaning of all visible dirt from surfaces.
19.1.2.4.2. Category IA: General officer/wing commander offices, DV suites, etc. These areas require regularly scheduled cleaning of surfaces regardless of whether dirt is visible.
19.1.2.4.3. Category II: High Traffic Areas: Training areas, auditoriums, customer service areas, etc. These areas require cleaning of all visible dirt from surfaces on a more frequent basis than Category I facilities.
19.1.2.4.4. Category III: Child development centers, youth facilities, etc. These areas require the removal of all dirt of any kind and disinfection of all building surfaces in accordance with governing service publications.
19.1.2.5. CUSTODIAL LEVELS OF SERVICE BY FACILITY: See 19C for levels of service.
19.1.2.6. EMERGENCY CLEANING SERVICES:
19.1.2.6.1. Emergency Cleaning. Perform emergency cleaning, acting in cooperation with maintenance personnel, to quickly remedy any condition (flooding, fire hazard, etc.) that poses a threat to personal safety or base property, with 24-hour availability. Furnish wet vacuum, carpet drying, and disinfecting services as required to restore carpeting and surfaces to pre-emergency condition.
19.1.2.7. CUSTODIAL SECURITY:
19.1.2.7.1. Do not disturb or remove any documents or property unless placed in clearly identifiable trash containers. Maintain security in all areas serviced and report any suspicious activity to security forces. This includes securing all government-provided keys and combination locks.
19.1.2.7.2. Ensure custodians of child development centers and youth facilities have a completed criminal history and background check, in accordance with governing service publications prior to servicing areas.
19.1.2.7.3. Ensure custodians of secure facilities have completed necessary security investigations prior to servicing secure facilities.
19.1.2.8. SPECIAL REQUIREMENTS:
19.1.2.8.1. Clean all special facilities such as food service, child care, gymnasium, and youth centers to the requirements of governing service publications for the facility. Personnel working in any facility serving food are required to have food handler’s cards, immunizations, national and local agency investigation.
19.1.2.8.2. Perform all cleaning during regular duty hours unless otherwise noted in this document or coordinated with appropriate customers. Special care should be given to areas identified with suites to provide services associated with DVs or visiting dignitaries.
19.1.2.8.3. Accomplish cleaning of buildings M841 and G800 between the hours of 2300 and 0400 seven days a week in addition to the regular day-time cleaning.
19.1.2.8.4. Clean the restrooms nearest to Polifka Auditorium in building M1403 between the hours of 1100 and 1300 in addition to the regular cleaning.
19.1.2.8.5. A Secret security clearance is required for portions of building M1405.
19.1.2.8.6. Empty trash from the building M1405 library copier room on Saturday in addition to the regular cleaning.
19.1.2.8.7. Clean the M1425 steam room and sauna on Thursday evenings.
19.1.2.8.8. Provide full cleaning service five days per week to building G892 and G857.
19.1.2.8.9. A Secret security clearance is required for buildings M1406, G857, and portions of G856 and G889.
19.1.2.8.10. Care should be taken not to disturb classes in session at both Maxwell and Gunter.
19.1.2.8.11. Clean all restrooms of building G1512 during the hours of 1100 to 1300 daily in addition to regular cleaning.
