MAX-DIS-0030 Amendment 0012 DISCUSSION: Working man hours per calendar year QUESTION: The Excel formula NETWORKDAYS is as follows:
=NETWORKDAYS("Oct 1, 2013","Sep 30, 2014",10)*8 This formula takes into account when weekends and leap years actually fall on the calendar. The 10 in the formula indicates the number of holidays, and the *8 multiplies the net workdays by 8 hours per day to arrive at Total Available Hours. What the Government has provided in Amendment 0012 sums to 12,784 whereas using the NETWORKDAYS formula above delivers a total of 12,776.
Therefore, if a bidder uses the Government’s values provided, each bidder will be overpriced on labor by 8 hours over the life of the contract, and the hours by year will be accurate in only three of the seven contract periods (including Phase-In). Also, it appears that leap year has 8 hours less than the other years, which seems inconsistent, but may just be coincidence. Please advise.
Please refer to page 7 of Amendment 0012.
The total number of working manhours per year was revised, which calculates a total of 12,776 hours for all periods.
MAX-DIS-0031 Amendment 0012, Cost Model, Attachment 7
DISCUSSION: FFP vs FPI CLINs.
QUESTION: Reference Section B, Amendment 0012 added a line for Total Contract Price – FPI and FFP CLINs – Basic Period.
Please indicate which CLINs are considered FPI (or FPIF) and which are FFP.
Please refer to the Excel worksheet titled, TOTAL Schedules, under the Cost Model at Attachment 7. Cells B14 and C142 state which CLINs are Fixed-Price Incentive (Firm Target) (FPI) and which are Firm Fixed Price (FFP).
The FPI CLINs are CLINs X001 through X039.
The FFP CLINs are 0047, 0048 / X047, and 0049 / X048.
MAX-DIS-0032 PWS Paragraph
19.1.2.9 and Amendment 0012
DISCUSSION: Privatization of Maxwell/Gunter military family housing units QUESTION: PWS paragraph 19.1.2.9 and its inherent sub-paragraphs discuss the service requirement of cleaning of family housing units upon change of occupancy maintenance.
Amendment 12 did not contain any change to PWS 19. Does this requirement still exist in its entirety in light of the privatization of Maxwell/Gunter military family housing units?
This requirement will be removed in Amendment 0013.

MAX-DIS-0033 PWS Appendix 25FF.1.2 and
25FF.1.5
DISCUSSION: Vehicle Descriptions.
QUESTION: Many of the vehicles listed in Appendix 25FF.1.2 and 25FF.1.5 can not be identified by the abbreviations listed under the column labeled VEH. For example: DDGCRLV, TRKCRLV, RLRRDTW, TOMWRBW, TRLCALI, COMPOST. Will the customer please provide specific information about the Make and Model of each vehicle so that bidders can provide an accurate vehicle replacement plan? Alternatively will the Government consider making this portion of the contract Cost Plus?
Answer part (1) – See vehicle descriptions listed in table attached to Cell E7. Answer part
(2) – In accordance with H-029, replacement of vehicles is a cost that should be bid in target.
Target CLINs are Fixed Price Incentive and therefore they will not be cost reimbursement.
MAX-DIS-0034 PWS 2.1.2.9 DISCUSSION: We acknowledge the contractor’s responsibilities to support the Government’s request during Special Events (reference Table 2B.1.2), however, we are not clear on the pricing aspects.
QUESTION: Will the contractor be refunded for the rental costs associated with these events? Will a separate CLIN with a plug number be provided to cover the estimated costs? Will these events be treated as cost reimbursable task orders to the contract or should bidders estimate and include theses costs in their ODCs? Which of these vehicles if any (such as those identified in Table 2B.1.2) will require contractor provided drivers?
The cost for rental of vehicles to support Special Events should be bid in target costs.
The target cost is a FPIF CLIN and therefore not cost reimbursable. This will be a C type contract and task orders will not be issued against it. The vehicles listed in Table 2B.1.2.
usually do not require a driver but there may be occasions where the customer asks for drivers.
The number of times this may happen is not known.
MAX-DIS-0035 PWS Area 10, Appendix 10B and Amendment 0012
DISCUSSION: Privatization of Military Family Housing maintenance QUESTION: Amendment 12 still reflects a workload of 10 AF Forms 332 to be processed monthly under PWS area 10, Housing Management, Appendix 10B, though we understand that Maxwell/Gunter housing has been privatized. Is this workload still applicable and, if so, what is it?”
The workload will be removed from the PWS in Amendment 0013.
