9Does the Contractor Responsibility Information replace the need for a fully developed Past Performance volume?Past performance will not be evaluated as part of the best value tradeoff. Therefore there will not be a Past Performance Volume. Performance information requested in Section L 2.3.2.3 is for the Contractor's Responsibility determination only.Section L and Section M
10The Cross Reference Matrix can be sizable – 10 pages and up, are the List of Figure and the Cross Reference Matrix included in the page count for Volume I?Cross Reference Matrix and List of Figures will be excluded from the page count on the next Section L revision.Section L
11a) It is not clear what the government considers an “outline”. Would the government give an example of what levels the outline should include in order to be at lease “adequate?”

b) Does the government want the narrative in the outline to demonstrate “adequacy” of the approach?

a) The offeror determines the level of outline necessary to demonstrate and adequate approach. B) Yes, the government would prefer that the narrative in the outline demonstrates "adequacy" of the approach.Section L and M
12a) How does the government anticipate the SEMP, which PWS 1.7 requires to be fully developed, be handled in the EMP outline?

Is this meant to be the number of months in the year? b) If so, to the right where it says ‘FYXX TO Price list’ are offerors to provide the effective unit cost of labor per square foot per month or per year?Yes, the intent is to order by the square foot per month. This allows invoicing on a monthly basis. The TEP attachment will be corrected to reflect this.Attachment L-04
19The Govt. refers to "MPC for Cost Type CLINs" for all 6 years, plus "50% of the FY21 CLIN value for purposes of evaluating the cost of an extension. Since FY21 is Option 5 of the contract, does the Govt. mean the (6) month period beginning Oct.1, 2021 through Mar. 31,2022 which is equivalent to 50% of FY22 for the extension period?Offerors will not propose costs for the period beginning Oct.1, 2021 through Mar. 31,2022. This is the period the Govt would use if the clause at FAR 52.217-8, Option to Extend Services is utilized. In order for the Government to utilize this clause, the cost of the potential six month period must be evaluated at the time of award. Our method of evaluating this period is to use 6 months of the final year (FY21) to determine the amount.Section M

• How many seats are available for the contractors use and are there any costs associated with maintaining licenses? The government will provide the required license and user fees. The number needed will be determined during transition.
89PWS paragraph 1.1.3.1 requires the contractor to utilize a financial accounting system that is fully integrated with the Air Force’s automated work management system (currently Maximo).
• Can the Government provide an interface control drawing or document that details integration requirements? The system must interface with Maximo. The government does not currently have an interface control drawing available.PWS 1.1.3.1
90PWS paragraph 1.1.3.1 requires Work Order Number (WON) is unique and identifiable to its fiscal year. The work order data provided for LOSC and IOMS does not identify the fiscal year associated with the individual work orders.
• Will the government provide the timeframe associated with the work order data? The workload indicators were from an average 12 month period. The 13,000+ work orders were from FY13.PWS 1.1.3.1
91• Is it the Government’s intent for each offeror to submit their own format for cost information, or does the Government intend to provide cost templates to ensure uniformity in cost pricing information?Attachment L-04 TEP Worksheet and Attachment L-05 Labor Rates listing must be in the formats provided. The format for any additional back up cost data requested throughout the Cost volume is determined by the contractor.
92Per CLOIS Draft Section L, Paragraph 2.2.1.7 Explanation of Proposed Cost, sub paragraph d. Total Evaluated Price (TEP) Worksheet, states “The offeror shall not change the format or formulas of the TEP worksheet.” Several cells contain inconsistent formatting and confusing formulas. For example, in the section titled “Government Estimated CLINS” Cell H36 is a percentage, but the cells below are in a “general” format. Cells I43, I44, I48, K43, and K44 do not have formulas present to provide any totals or values. In Column I rows 36-40 the formulas provided do not represent a “total” value for the cells in the corresponding columns. For example, the formula in Cell I 36 states “=(F36+G36)*H36” substituting values for the corresponding cells provides the following calculation: ($1.00 +$1.00) *10%= 0.20.
• In this scenario the resulting value of 0.20 is confusing, could the Government please clarify? The formulas have been updated and made uniform throughout the spreadsheet. Please ensure you use the most up to date TEP Worksheet as minor changes are being made until the final is posted with the official RFP release.Section L,

Para 2.2.1.7

93In Attachment L-04, The TEP Worksheet, FY16 through FY20 worksheets have CLINS that are numbered 1 through 27 (Less CLIN 21), however on the FY 21 worksheet the CLINS are numbered differently (i.e. 1001, 1002, 1003, etc.) and several CLINS are listed as 19, 20, 18 for rows 43, 44, and 47 respectively. This produces confusion as to the Government's identification of CLINS from fiscal year to fiscal year.
• Could the Government please clarify the CLIN numbering system and the reason for differences between fiscal years? There are 26 CLINs every year. The TEP Worksheet has been updated to match the CLIN numbering in the Solicitation. Please ensure you use the most up to date TEP Worksheet as minor changes are being made until the final is posted with the solicitation.L-4 TEP Worksheet
95The Government’s response to Question 19 from the Government Released Q&A’s as of 25 Nov 2014, states “Offerors will not propose costs for the period beginning Oct.1, 2021 through Mar. 31,2022. This is the period the Govt would use if the clause at FAR 52.217-8, Option to Extend Services is utilized. In order for the Government to utilize this clause, the cost of the potential six month period must be evaluated at the time of award. Our method of evaluating this period is to use 6 months of the final year (FY21) to determine the amount.” However, within the DRFP, Section B, CLINS 6001 through 6025 would seem to indicate the Offeror is to fill in the amounts for the additional six month extension.
• Can the Government please clarify how offerors are to complete CLINS 6001 through 6026 in Section B, if at all?Offerors are not required to fill out Schedule B. Please ensure that the TEP Worksheet is filled out in its entirety.Q&A response answer #19
96In Section L, 1.3.1. Page Size and Format, the second sentence reads “Pages shall be single-spaced, and shall be no less than Arial normal 11-point font size.”

In Section L, page 5, Paragraph 1.3.1.5. Foldouts “For tables, charts, graphs and figures, the font shall be no smaller than Arial normal 9 point font.”

Attachment L-04, TEP Worksheet, the font is Calibri 20-point font size.

In section L, page 12, L.2.2.1.7. d Total Evaluated Price (TEP) Worksheet, the fourth sentence reads “The offeror shall not change the format or formulas of the TEP Worksheet.”

Additionally, Attachment L-05, Labor Rates Listing is in Calibri 11-point font size.

• Can the Government please clarify if the offeror can change the font on the TEP worksheet (Attachment L-04) and the Labor Rates Listing (Attachment L-05) to be in compliance with the RFP requirements or is it the Government’s desire to maintain the TEP worksheet and Labor Rates Listing in their current format? The TEP Worksheet (Attachment L-04) has been updated to Arial Size 20 Font and the Labor Rates Listing (Attachment L-05) has been updated to Arial Size 11 Font for viewing/ printability. Please maintain the spreadsheets in their current format.Section L, Para 1.3.1.5
97In regards to Attachment L-04, TEP Worksheet:

In Column “I” rows 36-40 the formulas provided do not represent a “total” value for the cells in the corresponding columns. For example, the formula in Cell I 36 states “= (F36+G36)*H36” which equates to the government estimated cost plus the indirect costs multiplies by the proposed fee or profit percent. Substituting values for the corresponding cells provides the following calculation: [Cell F36 ($100) + Cell G36 ($100)] * proposed fee (10%) = $20.00 (which only represents the profit on the $200 sum of F36 and G36.

• Could the Government please clarify if the total in column “I” is supposed to be a total value for the profit only or a total value for the government estimated cost plus the indirect cost plus the profit cost?

In cells I 43 and I 44 there are no formulas to provide a total.

• Will the Government please clarify their intent for the content of these cells? The formulas have been updated and made uniform throughout the spreadsheet. Please ensure you use the most up to date TEP Worksheet as minor changes are being made until the final is posted with the official RFP release.TEP Worksheet
98From the Government’s Q&A dated 25 Nov 14, question 15 reads “When referring to Cost Type CLINs, does the Government mean Cost Plus Fixed Fee CLINs? The Government response reads “Cost type CLINS include both the CPFF CLINs and the CR (no fee) CLINs” and is referenced to “Sec. L, Page 13, L.2.2.1.7 b”

In Section L, page 12, Paragraph L.2.2.1.7 f. Labor Rates Listing, reads “Note: This paragraph applies only to portions of the proposal related to COST CLINS”, the second sentence after the note reads “ Complete the column for wage rate, labor burdens and other applicable indirect rates and fee for each labor category for each Government Fiscal Year” In Section L, Page 12, Paragraph L.2.2.1.7 h. Government Estimated CLINs, the last sentence reads “For COST CLINs, fee is not authorized for subcontractor or prime contractor.

• Could the Government please clarify which CLIN TYPES apply to which paragraph? All paragraphs which refer to "Cost Type CLINs or COST CLINS" are to include Cost Plus Fixed Fee (CPFF) and Cost Reimbursable (CR) CLINs. Unless otherwise noted ad CPFF or CR CLINs Specific.
In Section L, Page 12, Paragraph L.2.2.1.7 h. Government Estimated CLINs, has been updated to say "For Cost Reimbursable CLINs, fee is not authorized for subcontractor or prime contractor.Section L, Para 2.2.1.7; Q&A answer #15
99Can the Government please clarify if the cost for required security clearances for personnel on the CLOIS contract are at the Government’s or contractor’s expense?Cost of security clearances is the contractor's expense and should be embedded in the contractor's price/cost.
100Per Section L , paragraph 2.1.3.1, sample task requirements and the related data provided, will the Government be providing additional details regarding the sample task scenario?See updated mission support attachment with added introduction tab.
Below question/answers added 13 Jan 15 (posted 16 Jan 15)
101In discussing the PWS requirements, the Government refers to IT systems and databases. Please clarify as to whether the system currently exists, if it will be provided by the Government, or if it is the responsibility of the contractor to provide. When a reference to a “database” is made, would the Government please be specific as to the name of the system that is to be used in each case? If the name of a specific system is not known, please indicate the function as opposed to a generic database.
The bidder will be responsible for accessing and updating data/information in multiple databases. Each database has been identified in the PWS by name and the function it relates to. If a database has not been defined, provide specific page and paragraph.PWS
102For item 1.1.3.4, the accounting system and its data are proprietary to the contractor. Does the Government require access to these data, or to a subset that can be posted to an intermediary data source such as an archive or a data warehouse facility? The government requires access to financial information as defined in section 1.3 of the PWS. This bidder must decide how to satisfy this PWS requirement.PWS
103For item 1.7.6, it is believed that the current document management system for configuration control of CLOIS facilities uses Agile (re: PWS - 1.7.6.2.
