Facility Tier Definitions
Tier Description Definition Facility Threshold (monthly availability) for each facility/system
Group Threshold (monthly availability) for each Level of Maintenance (applies to all facilities in each Tier)
1 Critical Facilities.
High Mission Impact and Equipment Risk.
These facilities and systems must have high availability. Provide facility status daily.
Critical mission impact.
100% on critical days 99.5% on all other days (3.6 hrs*)
100% on critical days 99.8% on all other days (1.44 hrs*)
2 Mission Essential Facilities.
Significant Mission Impact and Equipment Risk.
These facilities and systems must be available on critical days. Assets with moderate mission risk. Significant mission impact.
100% on critical days 99% on all other days (7.2 hrs*)
100% on critical days 99.2% on all other days (5.76 hrs*)
3 Normal Facilities.
Low Mission Impact and Equipment Risk.
These facilities and systems are used daily and must be kept in operating condition.
Moderate mission impact and commander focus.
98% on all days (14.4 hrs*) 99% on all days (7.2 hrs*)
4 Partially Operational Facilities.
Low Mission Impact and Equipment Risk.
These facilities and systems is not fully operational. It could be restored to a higher level in the near future with modest effort. The contractor will perform certain recurring maintenance tasks and do limited corrective maintenance on items found wrong during the recurring maintenance. Life and safety tasks must be performed.
They may also be used for storage. The systems in the facility should be kept running but downtime is expected due to the limited effort put into the facility and systems.
80% on all days (144 hrs*) 80% on all days (144 hrs*)
5 Non‐Operational Facilities.
Negligible Mission Impact and Risk.
These facilities and systems are inactive. Inactivation is defined as shutting down a facility with the possibility of using the asset at some time in the future, recognizing there would be extra cost to bring the system back on line. This facility is vacated, secured, and made weather tight. All utilities (to include power, water, and communications) have been disconnected and the building and systems has been safed and secured. The typical next step for most of these facilities and systems is demolition, however, some may be reused.

Notes: 1. Each metric shall be calculated on a monthly basis. The number of hours of down time are subtracted from the total number of possible hours, then that total is divided by the total number of possible hours.
* = based on 720 hours per month
2. Each facility or system shall be calculated separately. Each hour the facility/system is not functional counts against the metric. If the power, water or A/C is down in a facility those hours will count against the facility. If two or more components are down at the same time, they don't count double, triple, etc (once its not fully functional, each hour counts).
3. All facilities will fall into 1 of the 5 levels. The Group Threshold applies to all of the facilities in that level. Example: There are 100, Level 1 critical facilities, 2 are down on day of launch. 98 facilities would meet the Facility Threshold metric but they would not meet the Group Threshold metric.
