With regards to Appendix B, the far right column labeled notes provides directions on the condition of and how to address each facility. Where no notes exist, what is the expected or required support for the corresponding facility?

Where no notes exist, all systems identified in each of the facilities are to be fully maintained/supported as required and are utilized to support all daily operations.

Appendix B

“The Offeror shall identify the amount transferred to the TEP Worksheet on each cost detail worksheet.”

How does the Government prefer to have this represented?

The Government would like to be able to easily identify where the number on the TEP worksheet came from. The contractor may choose any method they desire to identify the cell on the cost detail backup which is the source of the TEP number.

Section L Sec. L, Page 13, L.2.2.1.7 e (last paragraph)

When referring to Cost Type CLINs, does the Government mean Cost Plus Fixed Fee CLINs?

Cost type CLINS include both the CPFF CLINs and the CR (no fee) CLINs

Section L Sec. L, Page 13, L.2.2.1.7 b

Will the Government be providing the mentioned Part I Section 5 in the completed Draft RFP?

The reference to "Part I Section 5" will be removed from the next Draft Section L. The cost volume should also contain the mentioned subcontractor accounting system information if the sub will perform under a cost type contract.

Section L Sec. L, Page 10, L.2.2.1.3.

In Section L, page 13, L.2.2.1.7 b, the Government refers to Part II Supporting Cost Documentation, is this documentation the Excel worksheets that detail the Cost Proposal?

The reference to "Part II" was removed in the 28 Oct 14 version of Draft Section L (posted to FBO on 30 Oct 14)

Section L Sec. L, Page 13, L.2.2.1.7 b

a) In Attachment_L-04_TEP_Worsheet, the form requires the Offeror to enter a total cost to provide labor for facilities maintenance/repair at sites with a given number of square feet of area. In the form it says ‘12’ under ‘annual factor’. Is this meant to be the number of months in the year?

b) If so, to the right where it says ‘FYXX TO Price list’ are offerors to provide the effective unit cost of labor per square foot per month or per year?

Yes, the intent is to order by the square foot per month. This allows invoicing on a monthly basis.

The TEP attachment will be corrected to reflect this.

Attachment L-04 TEP Worksheet

The Govt. refers to "MPC for Cost Type CLINs" for all 6 years, plus "50% of the FY21 CLIN value for purposes of evaluating the cost of an extension. Since FY21 is Option 5 of the contract, does the Govt. mean the (6) month period beginning Oct.1, 2021 through Mar. 31,2022 which is equivalent to 50% of FY22 for the extension period?

Offerors will not propose costs for the period beginning Oct.1, 2021 through Mar. 31,2022.

This is the period the Govt would use if the clause at FAR 52.217-8, Option to Extend Services is utilized. In order for the Government to utilize this clause, the cost of the potential six month period must be evaluated at the time of award. Our method of evaluating this period is to use 6 months of the final year (FY21) to determine the amount.

Section M Sec. M, Page 5, M.2.2.4

PWS Paragraph 1.1.3.1.1 requires the Contractor to “Ensure the system is fully integrated with the Air Force’s automated work management system (currently Maximo)…” It is assumed that the LOSC and IOMS disparate Maximo instances will be superseded by a CLOIS variant.

See below PWS PWS, Page 5, PWS 1.1.3.1.1

a) Will the implementation and setup of Maximo for the CLOIS contract be the responsibility of the successful bidder or will a third party provide this service to Government?

Maximo is the current government computer maintenance management system (CMMS).

Maximo administration is handled by another government contract. The CLOIS contractor will need to work with the government and the Maximo contractor to setup the system for any new business rules.

PWS

PWS, Page 5, PWS 1.1.3.1.1

b) Will the successful contractor be a client of the CLOIS Maximo system?

f) Is the structure and configuration of the CMMS and Financial System Completely at the discretion of the contractor based on new JONs, WBS elements and CLINs?

No. The government has oversight of Maximo (CMMS) and JOCAS (Finance). The contractor may propose an separate enterprise system for their internal management. The government must approve any integration between government and contractor systems.

PWS

PWS, Page 5, PWS 1.1.3.1.1

g) If, however, the current instances of Maximo are to be retained by the Government and used by the in-coming contractor, how will the multiple instances, LOSC and IOMS, of Maximo be reconciled?

The CLOIS contractor will be granted user licenses for data input, queries, and reports.

The IOMS Maximo instance will become the primary CLOIS database, and the LOSC information integrated separately.

b) Is there going to be a requirement to preserve this facility?

c) Will CLOIS retain the existing Data Warehouse?

d) Does the USAF have access to Maximo directly or only to the data warehouse?

a) (The Gov assumes the question is referring to the technical library.) While the Government does not access the information regularly (the contractor does), maintenance of the information within the data warehouse is highly important to maintain.

b) Yes. The data warehouse is analogous to the Engineering Documentation Center (EDC) requirement on CLOIS.

c) Yes. All non-proprietary data should transition to the CLOIS contractor. d) Under LOSC, the government does not have access to Maximo. Under IOMS it does. Under CLOIS the government will maintain Maximo.

General Question

Will Area 59 be closing on 1 Oct 2015.

Not as of now. The original plan was to begin shut down of Area 59 during FY16. This timeline is pending GPS SV processing schedules and beyond that, everything is pending. There is scope on CLOIS to either begin divestiture activities in FY16 or continue at full operation.

General Question

Are there planned divestiture of responsibilities (in addition to Area 59) for facilities? Or changes in responsibilities through the course of this contract that will impact scope and thus workload estimation and cost? Will these divestitures/changes be shared in advance with the bidding community?

At this time there are no other major planned divestiture of responsibilities at CCAFS (other than Area 59 and SV processing support). Should that changes, the government will notify the bidding community as soon as possible.

General Question

32 Will there be a consolidated WBS or set of WBSs published to the bidding community on which to base estimation of costs? No. That is up to the contractor.

General Question

33 Can you speak to how the government will evaluate past performance and how you expect the bidder to address their PP? See response to question 9 above.

General Question

Will Systems Engineering as applied here be only facilities/physical plan planning and execution, or will it also include communications/network engineering monitoring, upgrades, integration and CM/DM?

Systems Engineering as applied to CLOIS will only be applied to facilities, physical planning, configuration management and execution. It will not include communications and network engineering.

General Question

What will the Government Program Management Structure look like? What will be the roles and positions within 45 SW, 45 MSG, 45 LCG, 45 OG?

Presently, the government PMO will reside in CCAFS Civil Engineering. The 2 primary functional directors will reside in 45 CES and 45 LCSS.

General Question

What Attachments to the technical, contracts and cost volumes will be required? (CWBS and Dictionary? IMS & IMP? OCI plan?

Risk Management Plan? SE&I plan?) All attachment required will be defined in Section L.

General Question

37 Will there be a requirement for a general contractor's license?

There is no requirement at this time for a general contractors license. General Question

38 Will the Government post current associate contractor agreements to the bidder's library?

No, these are agreements between the contractor's and unique to the various contracts currently in place.

General Question

39 Is there a "2 man rule" for all work?

Only to the extent required by collective bargaining agreements and safety standards. General Question

Will the Government post a 45 SW org chart to the bidder's library?

This information is available on the 45 SW public website. General Question

What is the status of Maximo? Will there be 2 versions?

Both current contractors are using Maximo version 7.

The government intends to consolidate data within the two versions prior CLOIS full performance.

General Question

42 It is not clear within Section L if the responsibility determination (past performance) is for the prime or the entire team.

The responsibility determination is for the prime only. This will be clarified in section L. Section L
