Key Contractual Aspects
Solicitation Number: FA2521-13-R-0019
North American Industry Classification System (NAICS) Code:
561210 Facilities Support Services
Size Standard: $38.5 Million
Contract Type: Hybrid Single Award Indefinite Delivery Indefinite Quantity (IDIQ) Task orders by the customer
Presenter Presentation Notes Solicitation Number will remain constant, not anticipated to change to an FY 15 number. If for some reason it must change, an announcement will be placed on FB for this solicitation number to redirect you to the new number.
The NAICS code is 561210 which corresponds with a $38.5 million size standard under the most recently released SBA size standard changes. This is the NAICS code which will determine if you are a small business for the purposes of bidding on this acquisition. Even if you are small under another code, you must meet the $38.5M standard established by 561210 to be considered a small business for CLOIS.
CLOIS will be a hybrid contract, meaning there will be fixed price line items as well as cost reimbursable items. This is a Single Award Indefinite Delivery Indefinite Quantity contract. Single award means all CLINs will be awarded to one offeror only. This is not an IDIQ contract where offerors have an opportunity to bid on each task order over the period of the contract. Once award is made, all task orders are issued to the single awardee.
Key Contractual Aspects Cont.
Small Business Set Aside Determination 100% Small Business Set Aside
SB Subcontracting Plan Requirements Although a Subcontracting Plan is not required, the
Government is placing a Special Section H clause which will require a SB Subcontracting Plan if contractor recertifies as large during performance of this contract.
Draft PWS and Bidders Library posted to FedBizOpps PWS written in performance-based terms Industry review & feedback is encouraged
Presenter Presentation Notes This is a 100% Small Business Set Aside. The single total award made as a result of this acquisition will be made to a small business firm.
At the time of proposal/award, a subcontracting plan is not required. However, in the event the successful awardee recertifies as other than small business (OTSB) (grew to become OTSB or was bought out by a firm who is OTSB), a small business subcontracting plan will be required, and the required percentages for small business subcontract performance shall be negotiated into this contract. There will be a Section H clause in the RFP which will discuss how this will work.
Draft PWS documents and the Bidders Library are on FBO now. We plan to use a 45 day proposal time once the final RFP is issued. You’ll see later when we get to the schedule that we’re on a tight timeline so any questions which you can ask now, that we can resolve before the final versions are issued will help us out greatly. We’d like to move from final RFP to receipt of proposal without the need for amendments.

CLIN structure has not changed much since we initially put it on FBO. While Section B has not yet been published, the Total Evaluated Price Worksheet attached to the Draft Section L contains this CLIN structure. Section B will be issued in draft form in the near future. You will notice the majority of the Facilities Maintenance Repair Work is fixed price. These are Labor Only CLINS as the materials are covered under a COST CLIN on the next slide. You’ll find definitions of the Tiers in the PWS and its attachments.

Source Selection Methodology
Best Value: Based on cost/price, technical capability, and technical risk ratings.
Trade Off: Technical capability and risk ratings, when combined, are approximately equal to cost/price.
Factors/Subfactors Evaluation Rating
Technical Capability Unacceptable, Marginal, Acceptable, Good, Outstanding
Subfactor 1: Program Management Subfactor 2: Ops & Maintenance Subfactor 3: Mission Support Subfactor 4: Engineering
Technical Risk Low, Moderate, High Cost/Price Realistic, Reasonable and Balanced
Downward Pricing Cost Realism for Cost-Reimbursement Line Items
Presenter Presentation Notes Section L and M are currently posted as Draft versions to FBO. In the Draft versions, subfactors detail is included. As presented in the draft versions, technical capability and technical risk are each rated at the subfactor level. If draft Sections L and M change from the most recently posted version, new drafts will be posted with a summary of the changes.
Cost/Price portion of Section L – Revisions will further explain what parts apply only to cost CLINs and will explain the adjustment of Wage Rates on the Labor Rate list.
Technical Capability Process Each subfactor from previous chart will be evaluated separately and will be equally important to each other Possible ratings are as follows:
Technical Ratings
Color Rating Description
Blue Outstanding Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. The proposal contains multiple strengths and no deficiencies.
Purple Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements.
Proposal contains at least one strength and no deficiencies.
Green Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements.
Proposal has no strengths or deficiencies.
Yellow Marginal Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements.
Red Unacceptable Proposal does not meet requirements and contains one or more deficiencies and is unawardable.
Presenter Presentation Notes Subfactor 1: Program Management Subfactor 2: Ops & Maintenance Subfactor 3: Mission Support Subfactor 4: Engineering
Technical Risk Process Proposals will be rated as low, moderate, or high risk as shown in the following table Technical Risk Ratings
Rating Description
Low Has little potential to cause disruption of schedule, increased cost or degradation of performance. Normal contractor effort and normal Government monitoring will likely be able to overcome any difficulties.
Moderate Can potentially cause disruption of schedule, increased cost or degradation of performance. Special contractor emphasis and close Government monitoring will likely be able to overcome difficulties.
High Is likely to cause significant disruption of schedule, increased cost or degradation of performance. Is unlikely to overcome any difficulties, even with special contractor emphasis and close Government monitoring.
