CLOIS Industry Day – Opening Comments
--Welcome to CLOIS Industry Day
-- The government team has been working on this consolidated program for almost 3 years now and what we have is a completely new construct for this work in terms of consolidated requirements, contract type, government management and oversight. CLOIS is completely different than the current
IOMS and LOSC programs.
-- There are several reasons for all of these changes:
--- The Cape and the space industry, in general, are evolving and so the way we have to conduct business is evolving as well.
--- Couple this with new financial accountability and auditability requirements, increased small business goals, and the necessity to become more efficient and effective with reduced budgets and we had to make significant adjustments to
-- When you look at all of the changes taking place and the constraints placed on the government team, it has been a challenge to find a solution that will work.
-- With CLOIS, we have found a solution that falls within all of those constraints. However, as with any major transition, the government fully recognizes that there will be growing pains. The 45 SW is seeking an industry partner to help work through this transition.
-- To address the biggest change:
--- CLOIS will be an IDIQ-type contract. This moves 45 SW away from “reimbursable” environment. Mission partners will directly fund their own task orders – which is probably the single largest adjustment for both the contractor and mission partners
--- The 45 SW does intend to place a single, large task order each fiscal year with direct budget authority (DBA) funding to cover the bulk of the Cape Maintenance work.
-- Lastly, as we work through the industry day today, tours, 1-on-1 sessions, and draft RFP release, we seek your input and feedback. This will allow us to continually improve the solicitation prior RFP release.
We had very good dialogue with industry during market research and we hope to continue that today and over the next 6 weeks.
