TECHNICAL SUPPORT
FOR
SPACE LIFECYCLE LOGISTICS DIVISION (HQ AFSPC/A4S)

1.0 DESCRIPTION OF SERVICES
1.1. ORGANIZATION BEING SUPPORTED:
HQ AFSPC/A4S

1.1.2 MISSION:
HQ AFSPC/A4S is the single focal point for all maintenance, logistics, and communications lifecycle management for AFSPC space ground systems/launch to encompass the following: 1) provide leadership with system lifecycle logistics recommendations supported by empirical analysis and expressed in terms of operational need, to strengthen command advocacy for appropriate funding, policy change and senior leadership support; 2) develop support and sustainment requirements for new acquisitions and major modifications to existing systems; 3) determine and coordinate critical cross-programmatic acquisition, depot-level sustainment and unit level lifecycle logistics support activities in close cooperation with program-specific unit, product center and headquarters sustainment and funding managers; 4) develop and implement sustainment and support policies, plans, and programs to maximize supportability, sustainability, reliability, maintainability, and combat readiness of AFSPC and joint weapon systems while reducing system total lifecycle costs; 5) provide maintenance management guidance to fielded active and gained AFSPC units supporting AFSPC and supported command missions; 6) monitor, evaluate and assess performance over systems’ lifecycles; 7) develop and implement capability-based performance indicators; 8) perform trend analysis and develop predictive assessments; 9) validate system requirements from logistics/maintenance and funding standpoints; 10) determine unit and depot-level project viability and priority; and 11) provide funding priority and advocacy.
1.2. OVERVIEW OF SERVICES REQUIRED:
AFSPC/A4S requires a logical, empirically supportable and cost effective approach to determine logistics support infrastructure impacts on the operational capabilities of space weapons systems. A critical component of this approach is to ensure the command and operational customers are able to predict and adequately defend the operational consequences of a planned or unplanned support structure to higher level management within DoD. A mapped approach is required to enable Air Force Space Command to accurately focus sustainment resources to ensure a predicted operational capability. The goal of the overall effort is to develop and deploy predictive analysis of performance of ground segments of space systems for use in operational and investment decision-making at the command level and will require statistical modeling of the following:
a. System performance independent of CLS contractor performance
b. Repair/supply chain process modeling
c. Cost estimation The finished product will be a cost-to-readiness/military utility assessment.
1.3 SPECIFIC REQUIREMENTS:
1.3.1 REQUIREMENT 1: (Approximately 95% of overall effort) PREDICTION MODEL DEVELOPMENT:
1.3.1.1 Specific SOW work statements
1.3.1.1.1 Task 1: The contractor shall develop a statistical probability model used to accurately predict system failure and system sustainment challenges using Reliasoft ‘s BlockSim and Weibull++ software. The contractor will build/develop reliability maps (predictive capability models) for approximately 3 weapon systems the first year and 6 weapon systems the second year. The reliability maps (predictive capability models) will be developed to the 4 digit work unit code level (estimated 1 weapon system predictive capability model developed/completed every 70 calendar days).
1.3.1.1.2 Task 2: The contractor shall perform Weibull++ curve data analysis on all developed models. The contractor shall provide a formal analysis report NLT 15 business days after predictive capability model development (estimated 1 time per quarter, per developed model).
1.3.1.1.3 Task 3: The contractor shall develop relational algorithms that can accurately and effectively correlate probability of failure to equipment availability and relevant metrics that assess weapon system health at the current and future states (estimated 1 week per year, per developed model
1.3.1.1.4 Task4: The contractor shall collect raw job data documentation (JDD) actions/data from the core automated maintenance system (CAMS) / Integrated Maintenance Data System (IMDS). The contractor shall develop the JDD to 4 digit work unit code level sub-population data groups. The data will be used to populate reliability maps developed (estimated 1 time per quarter, per developed model).
1.3.1.1.5 Task 5: The contractor shall sustain/maintain/update the developed predictive capability models (estimated 3 days per quarter, per developed model).
1.3.1.1.6 Task 6: The contractor shall assist A4SP personnel in the development of policy/guidance necessary to support predictive capability initiative to include the Verification, Validation, and Accreditation (VV&A) of tools and data IAW DoDD 5000.59 (para 4.7), DoDI 5000.61 (para 4.5), AFI 16-1001 (para 2), and AFSPCI 16-101 (para 1). The contractor will perform policy/guidance research, draft policy/guidance and E-Staff finalized documents (estimated 1 document per year).
1.3.1.1.7 Task 7: The contractor shall brief A4 and A4S senior leadership on developed predictive capability models and Weibull curve analysis findings. The contractor shall provide read-ahead material NLT 2 business days prior to briefing (estimated 1 time per quarter, per developed model).
1.3.1.1.8 Task 8: The contractor shall attend the A4SP branch staff meeting, in order to provide predictive capability model development status updates (estimated 1 time per week).
1.3.2 REQUIREMENT 2: (Approximately 5% of overall effort) SPACE LOGISTICS REVIEW:
1.3.2.1 Specific SOW work statements
1.3.2.1.1 Task 1: The contractor shall support the space logistics review. The contractor will assist with: reserving the location, inviting attendees, preparing the facility, and taking meeting minutes which will be forwarded to A4SP NLT 3 business days after the event. Additionally, the contractor will brief developed predictive capability models during the space logistics review process (estimated 2 times per year, approximately 45 attendees).
1.3.3 Monthly Status Report: The contractor shall provide a CDRL 0030 monthly status report.

3.0. Government Furnished Property and services:

3.2. GOVERNMENT FURNISHED RESOURCES:
3.2.1 FACILITIES, SUPPLIES, AND SERVICES: HQ AFSPC/A4S shall provide work space for up to three individuals in the Hartinger Building (Bldg 1) on Peterson AFB. The government will furnish adequate space and supplies, including telephone, computer, and fax equipment for use by the contractor’s personnel, when tasks requires work to be performed at the government location.
3.2.2. GOVERNMENT FURNISHED INFORMATION: All information and materials provided to the contractor to perform this task will remain in the government facility and property of the Government and will be returned to the Quality Assurance Evaluator (QAE) upon request or at the end of the Task/Delivery Order period of performance. HQ AFSPC/A4S personnel shall be available on a non-interference basis to provide technical input, answer questions, accept completed work, and provide feedback.
3.3. MATERIALS AND OTHER DIRECT COSTS (ODCs): The QAE shall approve all contractor purchases costing less than $500. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.
4.0 GENERAL INFORMATION
4.1 SECURITY: Provisions outlined in the basic DD 254 apply to this task order. Contractor shall possess a current Secret security clearance, as a minimum.
4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor will be allowed unescorted access to Government buildings 1 and 2025 on Peterson AFB and other sites consistent with task requirements. Access to Government facilities, documents, and systems shall be in accordance with the attached DD 254.

4.4 PRODUCT OWNERSHIP. All products produced by the Contractor in the performance of this SOW are the property of the government.
4.5 PROPRIETARY DATA. The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this SOW.
4.6 HOURS OF WORK. The Contractor shall provide coverage between 0730-1630 Monday through Friday.
