FOR

TECHNICAL SUPPORT

TO HEADQUARTERS AIR FORCE SPACE COMMAND (HQ AFSPC)

OPERATIONS DIRECTORATE (A3)

1.0 DESCRIPTION OF SERVICES:

1.1. ORGANIZATION BEING SUPPORTED:

HQ AFSPC /A3

MISSION: Directorate of Air, Space and Cyber Operations (A3). AFSPC has been designated as the lead USAF major command (MAJCOM) for cyberspace. AFSPC will organize, train, equip, and present cyberspace forces. A3 organizes, trains, and equips space and cyberspace capabilities in support of the USAF air component to USSTRATCOM.

1.2. OVERVIEW OF SERVICES REQUIRED

A3 requires technical assistance and subject matter expertise in support of executing the HQ AFSPC operational responsibilities to organize, train, equip the United States Air Force and U. S. Strategic Command with cyberspace capabilities. As outlined in Headquarters United States Air Force, Program Action Directive 07-08, AFSPC will support all Joint warfighters in the cyber domain by putting into operation the following concepts:

· Establish/maintain AF cyber components.

· Operate/defend AF cyber components.

· Exploit enemy vulnerabilities.

· Attack enemy networks, systems, peripherals, and infrastructure.

The figure 1.2-1 shows how each USSTRATCOM Unified Campaign Plan (UCP) responsibility is supported by the AFSPC missions of Establish, Operate, Defend, Exploit, and Attack.

Figure 1.2-1 – USSTRATCOM UCP Responsibility and AFSPC Mission Matrix AFSPC is a Management Headquarters (MHQ), Component MAJCOM (C-MAJCOM), Lead Command, and Lead MAJCOM (for AFSPC OT & E Missions) for the following related cyber operational and management tasks listed in Table 1.2-2:

1.3. SPECIFIC REQUIREMENTS

The contractor shall draft and deliver technical/engineering products that support HQ AFSPC Operations Directorate (HQ AFSPC/A3) in the development of Cyberspace capabilities-based operational assessments and operational concepts within the context of Department of Defense (DoD) and AF defined instructions and directives such as the Joint Capabilities Integration Development System (JCIDS); the Defense Acquisition System (DAS); and the Planning, Programming, Budgeting and Execution (PPBE) processes that are the principal DoD decision support processes for transforming the military forces that support the National Military Strategy and the National Defense Strategy.

1.3.1 REQUIREMENT 1 Cyberspace Command & Control (C2) Systems Operation and Integration. The contractor shall provide technical assistance and support to A3:

· Drafting and updating functional and enabling concepts for operational level Cyberspace C2 systems and tactical level Cyberspace C2 systems per DoD, Air Force, and MAJCOM instructions. Estimate 2-4 documents are required for this requirement.

· Drafting and updating AFSPC Cyberspace C2 operations supplements to Air Force Instructions (AFI) and Self-Inspection Checklists. The number of documents for this requirement is approximately 2-4.

· Providing technical analysis reports to A3 in support of the development of operational acceptance recommendations of new or modified operational level Cyberspace C2 systems and tactical level Cyberspace C2 systems. The number of documents for this requirement is approximately 2-4.

· Monitoring system tests and exercises and drafting technical reports to support A3 in ensuring fielded capabilities meet operational requirements. The number of test and exercises to support for this requirement is approximately 3-6.

· Drafting inputs (quad charts) to A3 in developing Plans, Programs, Budgets, and Execution (PPBE) strategies in support of operational Cyberspace C2 systems. The number of quad charts for this requirement is approximately 10-20.

· Providing technical assistance to A3 to evaluate and implement non-material solutions to improve Cyberspace C2 such as; integrating and processing non-traditional data, and leveraging existing data sources to enhance Cyberspace Situational Awareness. A3 estimates 1 week of meetings and 7-10 technical analysis reports per year in support of this requirement.

· Draft and recommend updates to technical assessments on how to integrate Cyberspace Situational Awareness systems and data into the Combatant Commander Capabilities. Anticipate 1 technical report and 2 updates for this requirement.

· Draft and recommend updates to technical assessments on how to integrate Cyber Range capabilities into Combatant Commander Capabilities. Anticipate 1 technical report and 2 updates for this requirement.

· Draft and recommend updates to technical assessments on how to integrate Cyber Range capabilities into Space Range capabilities. Anticipate 1 technical report and 2 updates for this requirement.

Contractor shall provide technical documents, an average of 1-15 pages, once per quarter (CDRL 0036, Technical Report Studies/Services)

1.3.2 REQUIREMENT 2: Cyberspace Operational Systems Concepts of Operation, Architecture, and Integration. The contractor shall provide technical assistance and support to A3:

· Draft and recommend changes to Concepts of Operations (CONOPS) for the Cyberspace mission area. The number of documents for this requirement is approximately 2-4.

· Draft and recommend changes to DoD Architectural Framework (DODAF) compliant operational architectures for the Cyberspace mission area. The number of documents for this requirement is approximately 2-4.

· Draft and recommend changes to architecture products to support and inform development of Cyberspace functional, enabling, and operating concepts to include addressing operations security, military deception, and psychological operations capabilities. The number of documents for this requirement is approximately 2-4.

· Draft and recommend changes to the strategic level Cyberspace architectures, roadmaps, and implementation plans. The number of documents for this requirement is approximately 2-4.

· Draft and recommend changes to vertical and horizontal integration of Cyberspace concept documents. The number of documents for this requirement is approximately 2-4.

· Reviewing and providing comments for draft system enabling and operating concepts looking for consistency with existing concept documents and operational architectures. The number of documents for this requirement is approximately 2-4.

· Draft and recommend changes to Cyberspace operations MAJCOM supplements to Air Force Instructions (AFI). The number of documents for this requirement is approximately 2-4.

· Draft and recommend changes to Cyberspace force structure analysis and plans to include mission area planning and development of the AFSPC Strategic Recapitalization Plan. The number of documents for this requirement is approximately 2-4.

· Will support and assist in the coordination of Cyberspace capabilities requirements and shortfalls within HQ AFSPC directorates to develop synergy between all Cyberspace programs and funding advocacy efforts. This requirement requires attending approximately 20 -30 meetings per year and documenting results.

· Will support and assist in consolidating, integrating, and prioritizing Cyberspace capability team inputs for all programming, budgeting, and execution exercises. This requirement requires attending approximately 10 -15 meetings per year and documenting results.

· Will support and assist A3 in identifying areas for cooperation between Cyberspace and other mission capabilities to include coordination with external organizations to evaluate potential capability improvements and cost savings. This requirement requires approximately 15-20 trips/meetings per year and preparing technical reports to document the results.

Contractor shall provide technical documents, an average of 1-15 pages, once per quarter (CDRL 0036A, Technical Report Studies/Services)

1.3.3. REQUIREMENT 3: Cyberspace Training, Test, Exercises and Evaluation. The contractor shall provide technical assistance and support to A3:

· Reviewing and drafting Cyberspace test plans and test reports. The total number of documents for this requirement is 5 - 10 documents per year.

· Providing technical assistance and assessments to the Test and Evaluation selection board for the Cyberspace test units. The total number of documents for this requirement is 2 -5 documents per year.

· Draft and recommend changes to the fiscal year (FY) Trained Personnel Requirements (TPR) document for formal AETC training. The total number of documents for this requirement is 1 document per year.

· Draft and recommend changes to the TPR training allocations for AFSPC’s officer Cyberspace operations training for the Cyberspace mission area. The total number of documents for this requirement is 1 document per year.

· Provide technical assistance to A3 in drafting policy and guidance for crew force management, operations training and evaluation programs across the Cyberspace mission area. The total number of documents for this requirement is 2 -5 documents per year.

· Provide Cyberspace technical assistance and assessments to the Training Planning Teams (TPT) for all Cyberspace operational systems. The total number of documents for this requirement is 2 -5 documents per year.

· Provide technical assistance to A3 in drafting operations training requirements in the applicable System Training Plan as prescribed in Air Force and AFSPC supplemental instructions. The total number of documents for this requirement is 2 -5 documents per year.

· Provide technical assistance to A3 to recommend policy, requirements and guidance for development and maintenance of operations technical data for the Cyberspace mission area as prescribed in Air Force and AFSPC supplemental instructions. The total number of documents for this requirement is 2 -5 documents per year.

· Provide technical assistance to A3 for providing configuration management oversight for all Cyberspace Training Devices (CTD) and annual Simulator Certifications on CTDs to ensure off-line trainers replicate the operational environment. The requirement requires attending 5 -10 meetings per years and preparing technical reports to document the results.

· Providing technical analysis and assessments to A3 in support of the MAJCOM exercise program IAW AFI 10-204, Readiness Exercises and After Action Reporting Program. The requirement requires attending 5 -10 meetings per years and preparing technical reports to document the results.

· Providing technical analyses and assessments to A3 in support of the AFSPC Scheduling and Resources Process Team (SRPT) as defined in AFI 10-204, AFSPC Sup 1. The requirement requires attending 5 -10 meetings per years and preparing technical reports to document the results.

· Provide technical assistance to A3 to draft and update the AFSPC Consolidated Exercise Schedule (ACES) per AFI 10-204, AFSPC Sup 1. A monthly technical report is required for this requirement.

· Provide technical assistance to A3 to draft and update guidance on the planning and execution of exercises to subordinate units. The total number of documents for this requirement is 2 -5 documents per year.

· Provide technical assistance to A3 to develop, manage, and maintain the AFSPC exercise web site for exercise and scheduling support. Status and activities should be reported in the Monthly Status Report.

· Provide technical assistance to A3 to draft and update tactics IAW AFI 11-260, Tactics Development Program, and AFSPCI 10-260, Tactics Development Program. The total number of documents for this requirement is 2 -5 documents per year.

· Provide technical assistance and assessments to A3 to ensure Cyberspace tactics development and documentation is consistent with Air Force directives. The total number of documents for this requirement is 2 -5 documents per year.

· Provide assistance and support to A3 to organize an annual AFSPC Weapons and Tactics Conference. This requirement will require attending approximately 10 meetings and preparing a technical report to document the results.

· Provide assistance and support to organize an annual Tactics Review Board (TRB). This requirement will require attending approximately 10 meetings and preparing a technical report to document the results.

· Provide technical assistance to A3 to draft and update all AFSPC Cyberspace related Air Force Tactics, Techniques and Procedures (AFTTP) 3-1, Volumes. The total number of documents for this requirement is 2 -5 documents per year.

Contractor shall provide technical documents, an average of 1-15 pages, once per quarter (CDRL 0036B, Technical Report Studies/Services)

1.3.4. Monthly Status Report: The contractor shall provide a monthly status report. (CDRL 0030).

3.0. Government Furnished Property and services:

3.1. GOVERNMENT FURNISHED PROPERTY (GFP)

3.1.1 HARDWARE: None

3.1.2 SOFTWARE: None

3.2. GOVERNMENT FURNISHED RESOURCES:

3.2.1 FACILITIES, SUPPLIES, AND SERVICES: AFSPC/A3 will provide up to 18 work stations in the Peterson AFB complex. Work stations include desk space, chairs, computers connected to 21 NET. AFSPC/A3 will also provide Secret Internet Protocol Router network (SIPRNET) access, Joint Worldwide Intelligence Communications System (JWICS) access, use of telephones, copier and fax machines.

3.2.2. GOVERNMENT FURNISHED INFORMATION: HQ AFSPC personnel will support the contractor in obtaining data in support of the contract, and be available to provide technical input, answer questions, review completed work and provide feedback. The Quality Assurance Evaluator (QAE) is the primary source of technical guidance for this SOW.

3.3. MATERIALS AND OTHER DIRECT COSTS (ODCs): N/A

4.0 GENERAL INFORMATION

4.1 SECURITY. The contractor will require access to Sensitive Compartmented Information (SCI) and other special category data to include Special Access Program / Special Access Required (SAP/SAR) during the performance of these tasks. The Government will determine accesses required in conjunction with the contractor’s stated needs. Access to Top Secret /SCI (SI/TK/G/HCS) and SAP/SAR is required for approximately 50% of this task order. Based on the nature and classification of the work all contractor personnel proposed to work on this tack order must be U.S. citizens.

4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES:

The contractor will be allowed unescorted access to Government buildings on Peterson AFB/Cheyenne Mountain and other sites consistent with Task Order requirements. Access to Government facilities, documents, and systems shall be in accordance with the attached DD254.

4.3 SERVICES DURING CRISIS. The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes”.

4.4.1 Any travel required to fulfill these required tasks in this SOW shall be approved by the QAE prior to actual travel ad reimbursed IAW FAR 31.205.46. Local travel is defined as within 50 miles of Peterson AFB. The Contractor shall fund all local travel

4.5 PRODUCT OWNERSHIP. All products produced by the Contractor in the performance of this SOW are the property of the government.

4.6 PROPRIETARY DATA. The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this SOW
