DESCRIPTION OF SERVICES
Requires analytical, technical and subject matter expertise supporting the AFSPC-led Common Vertical Lift Support Platform (CVLSP) Analyses of Alternative (AoA) and associated analysis to support same.

HQ AFSPC/DRM is responsible for this study and provides oversight and the study lead officer. HQ AFSPC/XPY as the Command’s Analysis Division leads the support of this effort
1.1.1
MISSION
Headquarters, Air Force Space Command (HQ AFSPC) Requirements Directorate (DR) Deterrence and Strike Division (DRM) Develops, documents, and staffs space and missile requirements supporting Dod,Civil, and National users. Specifies requirements for space and missile systems with specific emphasis on Deterrence and Strike offensive and defensive missile systems and the entire support structure for these systems. Provides deterence, strike, force enhancement, and force application warfighting capability to Unified commands. Directs integration of new capabilities.
Headquarters, Air Force Space Command (HQ AFSPC) Space Analysis Division (XPY) through Space Force Application Branch (XPYA) supports AFSPC’s Space Force Application (SFA) Mission Area with analysis to address the SFA sub-areas of Nuclear Deterrence, Conventional Strike and Missile Warning/Missile Defense. This includes analysis support for Command tasks involving the requirements definition, operational concepts development, planning and programming, and assessing the military utility of systems which are pertinent to these sub-areas.
1.2
OVERVIEW OF SERVICES REQUIRED
Conduct urgent OSD-directed analyses in support of Deterrence and Strike Division (AFSPC/DRM) for the Common Vertical Lift Support Platform (CVLSP) UH-1N helicopter replacement program. Specifically, the contractor will perform Air Force vertical lift analysis and provide functional expertise in support of the CVLSP analysis of alternatives (AoA) providing sufficient initial results to update the Joint Requirements Oversight Council (JROC) in Dec 05 and provide staffed results by Mar 06. The contractor will document analysis and provide advisory and assistance services to develop presentations and staff AoA results. The normal timeline for an AoA is approximately 18 months; however, the JROC has directed AFSPC to accelerate this analysis in order to provide decision for an AF HELO way ahead and keep open the option of joining with (leveraging) the AF Special Operations Command (AFSOC) Combat Search and Rescue program CSAR-X. Study results must be staffed back to the JROC and be presented in concert with the AFSPC and AMC annexes to the CSAR-X capabilities development document (CDD). Leadership decision support to include quick turn analysis to answer specific JROC and senior leader questions are anticipated. In order to meet timelines and provide necessary rigor within available resources, expertise with, and ability to capitalize upon, previous Air Force vertical lift analyses as it relates to the current Air Force HELO way ahead, CVLSP initiative, Air Force Common Helicopter effort, and related programs and missions is imperative. These related programs and missions are: AFSOC CSAR-X (HH-60G HELO Replacement), Air Mobility Command’s (AMC) National Capital Region (NCR) mission, AFSPC Intercontinental Ballistic Missile (ICBM) and Space Launch Security/Support mission, commercial off the shelf plus (COTS+) alternative vertical lift solutions, and the vertical lift missions of PACAF, AETC, and AFMC. Contractor shall provide specialized technical support to AFSPC/XPYA and DRM on the CVLSP AoA to include vertical lift modeling & simulation, analysis, costing, subject matter expertise, operational expertise, evaluation of COTS+ alternative solutions, and documentation staffing. Contractor will be expected to work closely with the team supporting XPYA's CAASETA task Force Applications AoA Analysis Spt (Contract # FA-2517-05-D-900x-xxxx) and XPY FFRDC personnel.
1.3 SPECIFIC REQUIREMENTS
1.3.1 REQUIREMENT 1. REQUIREMENT DEVELOPMENT AND VALIDATION SUPPORT, CONCEPT OF OPERATIONS REFINEMENT, CONCEPT DEFINITION AND DEVELOPMENT, AND ANALYSIS SUPPORT
The Contractor shall provide support to the CVLSP AoA, material solution requirements refinement, AFSPC Rotary Wing Concept of Operations (CONOPS) refinement, and CDD annex system architecture refinement per findings as analysis unfolds. Contractor will assist in refinement and staffing of the study plan and briefing AoA results to the JROC. (CDRL 0008a JROC Briefing) The Contractor shall document their findings in order to validate requirements and refine the CONOPS based on the evolving threat environment since 9/11. (CDRL 0036a CONOPS) The Contractor shall document their attempts, identify, describe, and evaluate performance characteristics of available vertical lift platforms capable of conducting the entire AF utility vertical lift mission but emphasizing the AFSPC ICBM security and space launch security/support and the AMC NCR mission and demonstrate how possible COTS+ material solutions for these missions might relate to the AFSOC CSAR-X material solution in order to support leadership information with which to evaluate UH-1N replacement solutions in relationship to the AFSOC CSAR-X solution. The contractor shall be responsive to Senior leadership decision support to include involves quick look studies, exploring the COTS+ solutions, leveraging previous work, conducting “what if” analyses, staffing and advisory assistance. The Contractor shall perform Air Force vertical lift analysis and provide functional expertise in support of the CVLSP analysis of alternatives (AoA) providing sufficient initial results to update the Joint Requirements Oversight Council (JROC) in Dec 05. (CDRL 0037a) The contractor shall complete and staff this study to the JROC level prior to AFSOC CSAR-X contract award in Spring 06. (CDRL 0037b) The Contractor shall provide necessary data, analysis results and insight to assist DRM with updating the AFROCC-approved but JROC-held CDD annexes to include the basic document and annex appendixes. It is expected that the necessary updates will focus on updates to architecture and an information support plan. The Contractor shall provide approximately bi-weekly updates to the Command Study Lead (DRM) (CDRL 0030a) to continue development of and support the draft study plan and provide concept development, refinement and definition, modeling, simulation and analysis (MS&A), pre and post-event analysis, and documentation necessary for producing a final report. (CDRL 0037c) The contractor shall coordinate analysis resources and promote cooperation and technical information exchange between DRM/XPYA, other Air Force HELO-using MAJCOMs,Air Force analysis organizations, OSD, and aircraft manufacturers in order to obtain the required information on the alternatives and to evaluate and compare the various material solutions. The contractor shall interface with these organizations to assist DRM/XPYA in obtaining input data from operators, program offices, and manufacturers, assist in interpreting the data, and assist in the development of database dictionaries so that the data can be readily used for modeling, simulation, and validation. These Space Force Application-related tasks include all aspects of Effectiveness Analysis (EA) for the CVLSP effort. Tasks for this requirement constitute approximately 60% of total effort.
1.3.2 REQUIREMENT 2. MODELING AND SIMULATION AND ANALYSIS SUPPORT, TECHNICAL EXPERTISE, AND RESEARCH.
The Contractor shall perform data research to leverage previous vertical lift analysis efforts emphasizing previous Air Force efforts in order to aid in accomplishment of our leadership’s goal of accelerating this study effort. The Contractor shall provide data results to analysis and team leads approximately twice monthly (CDRL 0035a data accession list). The Contractor shall evaluate, operate, adapt and/or identify modeling and simulation tools to support DRM/XPYA in performing vertical lift mission-related studies. The Contractor shall provide study team leads with details, and technical expertise on the CVLSP (UH-1N replacement) effort and the programs and missions with which CVLSP relates to with respect to fulfilling the AF Helicopter Way-Ahead of maximum Air Force HELO commonality. This supports the study’s conclusions and study team recommendations to leadership and options for leadership decisions with regard to the AFSPC, AFMC, and AF HELO way ahead. These programs and missions with which CVLSP relates are: The UH-1N lead command role of AFSPC and how the primary Air Force UH-1N missions of AFSPC ICBM and Space Launch Security/Support and AMC’s NCR mission relate to the other UH-1N vertical lift programs of AETC, PACAF, AFMC, and AFSOC’s CSAR-X. This effort requires coordinated analysis across the above commands. The Contractor shall also leverage the previous detailed and long term AFSPC and AFSOC vertical lift replacement efforts including previous mission needs statement (MNS), operational requirements document (ORD), and the AFSPC/XONH helicopter CONOPS to further assist in accelerating this effort. The Contractor shall conduct data mining to fully explore the current state-of-art technology available. The contractor shall review and apply previous analysis efforts and databases for application to this current effort. The Contractor shall support post-analysis activities as AFSPC briefs results to other MAJCOMS, Air Staff, and DoD leadership for approval. This may include planning and execution of rapid-turn excursion analysis that senior decision makers request. Tasks for this requirement constitute approximately 18% of the total study effort but is a key piece of the effort in that it contributes to study speed and accurate HELO way ahead recommendations.
1.3.3 REQUIREMENT 3. Cost Analysis
The Contractor shall perform cost analysis in parallel with the effectiveness analysis, using the same operational concepts, and developing cost estimates for the life cycle of each alternative in order to get accurate life cycle costing of each alternative. The Contractor shall provide costing data results to analysis and team leads approximately twice monthly (CDRL 0035b data accession list) and providing team members with expertise in costing vertical lift alternatives such as or similar to the baseline UH-1N, H-60, Light Utility Helicopter (LUH), UH-1Y, S-92, NH-90 and the EH-101 will contribute to accelerating the study. The Contractor shall work with the helicopter SPO, operating command, industry, and civilian helicopter operators to gather necessary costing data. The contractor shall support the CVLSP AoA cost team to evaluate and adjust, where necessary, to ensure a fair comparison between material solution alternatives. The Contractor shall support concept refinement, technology development, system development and demonstration, production and deployment, O&S, and disposal (current UH-1 baseline) requirements to ensure life cycle cost estimates reflect total government cost.
The contractor shall have access to Automated Cost Estimating Integrated Tools (ACEIT), the AFSPC standard cost model. The contractor must have access to and experience with the Air Force standard costing tool, ACEIT and develop associated work breakdown structures (WBS) so as to be compatible with already ongoing XPY and other Air Force work. Tasks for this requirement constitute approximately 22% of total effort.
1.3.5
NON-DISCLOSURE AGREEMENTS
The contractor will be required to have (due to the shortened timeline these must be in place within two calendar weeks of award) non-disclosure agreements with any contractor requiring one in order to completely support the sensitive information being handled daily by XPYA. This includes (but is not limited to) the analysis in support of the requirement generation process in support of AoAs.

GOVERNMENT FURNISHED PROPERTY AND RESOURCES
AFSPC/DRM in conjunction with AFSPC/XPY will furnish 2 workspaces in the XPY Facility (Atrium II building located at Fountain and Academy Blvd), desk space, chair, computer connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones, copier and fax machines. Access to the Hartinger building on Peterson AFB will be provided to included use of briefing and meeting facilities and use of telephones, copier and fax machines.

ACCESS TO GOVERNMENT PROPERTY AND FACILITIES
The Contractor will be allowed unescorted access to the Hartinger Building (Building 1) at Peterson AFB and the Atrium II facility, 1150 Academy Park Loop, Suite 212 (XPY) in Colorado Springs, CO. Access to Government facilities, documents, and systems shall be in accordance with the basic award.
