1.0 Description of Services:

1.1. Organization Being Supported:

HQ AFSPC/XOSS

1.1.1. Mission:

The Air Force Space Command, Satellite Operations Division, Space Operations Branch (HQ AFSPC/XOSS) provides operational policy and funding guidance to Air Staff, MAJCOM, and units, in support of the Global Positioning System (GPS) program. Specifically, XOS is tasked to support the operational GPS and NDS space and ground segments, and future GPS programs to include, security budgetary issues, program reviews, satellite operations, constellation sustainment, and document generation.

1.2. Overview of Services Required:

The GPS is a space based radio positioning and time transfer system. It is comprised of three major segments Space, Control, and User. GPS provides highly accurate Position, Navigation, and Time (PNT) information to an unlimited number of properly equipped users anywhere on the ground, at sea, in the air, and in space. In addition, GPS supports the Nuclear Detonation (NUDET) Detection System (NDS) mission by providing worldwide, near real-time nuclear detection data to the various national customers.

The contractor shall interface with other HQ AFSPC directorates, 14th Air Force, 50th Space Wing, US Strategic Command, HQ Air Force, Secretary of the Air Force, Space and Missile Center (SMC), US Department of Transportation, US Coast Guard, other services, intelligence and civil agencies, and other organizations necessary to the completion of the tasks described below.

1.3. Specific Requirements:

1.3.1. Requirement 1: System Security, Current and Future Operations Support.

The Contractor shall assist the Satellite Operations Branch (HQ AFSPC/XOSS) by providing system security, current and future operations technical analysis and support for GPS programs/operations. Contractor shall interface with National, Civil, DoD, defense contractors and foreign entities and provide assistance in solving problematic issues and concerns experienced by the management, development and operational communities.

a. The contractor shall draft, review, and/or update, on a daily basis, GPS related documents such as, Concept of Operations (CONOPS), Security Protection/Classification Guides, Operational Requirements Documents, Test Plans, and support agreements with other commands/agencies and assist in determining needs changes/corrections in the areas of GPS space and ground segment evolution (to include Legacy command and control (C2), Architectural Evolution Program (AEP), and OC(X)), war-fighting enhancements (GPSOC/GNOC and Navwar issues, policies, and concerns), and implementation of additional navigation signals for civilian and military users .

b. The contractor shall interface with agencies to provide technical support for AFSPC . AFSPC requires technical support for liaison between, 50 SW, SMC/GP, the Air Staff, US Department of Transportation, US Coast Guard, other US military services , and classified liaison with intelligence (NSA, NRO, etc.) and other civil agencies (NASA, NOAA, etc.).

c. The contractor shall review and provide recommendations, on a daily basis, for other supporting program management documents to include: Initial Capabilities Document (ICD), Capstone Requirements Documents (CRD), Mission Area Assessments (MAA), Mission Area Plans (MAP), AF Space Strategic Master Plan (SMP), National Security Space Architect (NSSA) policies and guidance, Congressional language, OSD policy documents, SMC/GP budget documentation, OSD Program Budget Decisions and Program Decision Memorandums.

d. The contractor shall attend/coordinate Integrated Product Team (IPT) meetings, design reviews, program reviews, system security working groups, threat steering groups, and technical interchange meetings. Government estimate is four per month.

e. The contractor shall review and recommend strategies for GPS on-orbit constellation sustainment, launch support requirements, Operational Control Segment (OCS) sustainment C2 test support requirements, and equipment maintenance. Tasks include: reviewing documents, developing and presenting briefings, attending briefings, attending meetings and producing papers/presentations supporting scheduling and costing of current and projected launch requirements, C2 test support requirements and assisting with prioritization and funding of equipment maintenance and sustainment strategies. Government estimate is six per week.

f. The contractor shall attend GPS operations conferences, Integrated Product Team (IPT) meetings, working groups, design reviews, and program reviews as required. Government estimate is five per month.

g. This requirement is estimated to take approximately 70% of the task order effort.

1.3.1.1 DELIVERABLE 1:

The contractor shall provide a quick look report to include:

- Personal meeting minutes

- Important issues and concerns

- Action items

(CDRL 0009 ).

1.3.2 REQUIREMENT 2: Program Element Monitor (PEM) Support.: Contractor shall provide PEM support throughout the current year execution , budget year planning, and the PPBE cycle for POM generation and future programming outside the FYDP. This effort includes aspects of GPS planning and budgeting efforts, to include processing with Automated Business Services System (ABSS), Micro-based Budget Automated System (MicroBAS).

a. The Contractor shall develop comprehensive “bottom-up briefings on recommended AFSPC positions on the GPS Program Objective Memorandum (POM) and Amended POM (APOM) with resource adjustments for GPS Program Element Codes and others within the contract performance period. Government estimate is three per month.

b. The Contractor shall provide inputs to HQ AFSPC/XOSS on financial plan development and execution, analyze new program initiatives, GPS upgrade and modification plans, and associated resource actions. Recommend resource adjustments to Budget Estimate Submission (BES) resource adjustments to Presidents Budget (PB) planning and execution, to include any amendments. Provide operations impacts to budget cuts by Congress, Air Force Programs and Plans (AF/XP) Space Panel, Air Force Space Command Programs and Plans (AFSPC/XP) and Space Support Mission Team within the contract performance period.

c. The contractor shall provide technical assistance as described below:

1) Provide program and budget analysis support with continuous situational awareness of operations requirements and budget decisions at wing, SMC system program office, AFSPC, Air Staff, Office of the Secretary of Defense (OSD), and Congress. Draft a program strategy for XOSS to use as the framework for all GPS resource decisions.

2) Analyze OSD Program Budget Decisions (PBD) and Program Decision Memorandums (PDM), Congressional marks, and any other resource actions that affect GPS operational capabilities; provide recommended statements of operational impact to AFSPC/XOS.

3) In coordination with all associated stakeholders, the contractor shall provide updates via directed media on PBDs, PDMs, congressional marks, and other budgetary and programmatic exercises to ensure most favorable outcome for the GPS program. Ensure coordination of all issues, budgetary and technical, with appropriate military, intelligence, and civil agencies.

d. The contractor shall provide AFSPC/XOSS support to assist in handling program management daily budgeting and operational issues, including both space and ground segments.

e. The contractor shall review revisions to GPS Status of Resources & Training System (SORTS) reports and to GPS Designed Operational Capabilities (DOC) statements and associated SYSCAP system declaration and determination guidance within the contract performance period. The contractor will review documents, develop and attend /present briefings, and coordinate documents. Government estimate is three per month.

f. This requirement is estimated to take 30% of the task order effort.

1.3.2.1 DELIVERABLE 2:

The contractor shall provide a quick look report to include:

- Personal meeting minutes

- Important issues and concerns

- Action items

(CDRL 0009 ).

1.4 ADDITIONAL DELIVERABLES:

a. The contractor shall deliver a Monthly Status Report (MSR) covering activities of the preceding month. (CDRL 0030)

b. Contractor shall develop, staff and finalize a contractor transition plan (phase-in plan) that provides a future contractor full data necessary to execute the duties associated with a follow-on task order to ensure continuity for the government when this task order ends. (CDRL 0038)

2.0 SERVICE DELIVERY SUMMARY.

1.4 Contractor receives less than two (2) formal customer complaints/contract discrepancy reports per year. The Contractor successfully resolves customer complaints within 10 calendar days of receipt, 100% of the time.

3.0. Government Furnished Property and RESOURCES:

3.1 GOVERNMENT FURNISHED PROPERTY (GFP):

None

3.2 GOVERNMENT FURNISHED RESOURCES.

3.2.1 FACILITIES, SUPPLIES AND SERVICES: AFSPC/XOSS will furnish up to two workspaces in the Hartinger building on Peterson AFB, desk space, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones, copier and fax machines.

3.2.2 INFORMATION SOURCES: HQ AFSPC personnel will be available for technical exchanges with the contractor. Government personnel will provide technical input, answer questions, review and accept completed work. The QAE is the primary source of technical guidance for this effort.

4.0 GENERAL INFORMATION:

4.1 SECURITY. The Contractor will require access to Top Secret/Sensitive Compartmented Information (TS/SCI) Special Access Program/Special Access Required (SAP/SAR) eligibility. Contractor shall provide personnel with clearances commensurate with the DD254, Department of Defense Contract Security Classification Specification.

4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES. The Contractor will be allowed unescorted access to Government buildings at Peterson AFB, SWC and 50th SW at Schriever AFB, CO, and other sites consistent with task requirements. Access to Government facilities, documents and systems shall be in accordance with DD254, Department of Defense Contract Security Classification Specification.

4.3 TRAVEL.

TRAVEL ESTIMATES :

The following trips are estimated to support task order meetings:
