STATEMENT OF WORK
FOR
HEADQUARTERS AIR FORCE SPACE COMMAND
GLOBAL SPACE OPERATIONS DIVISION
(HQ AFSPC/A3F) MILSATCOM OPERATIONS SUPPORT

1.0 DESCRIPTION OF SERVICES. The Headquarters, Air Force Space Command, Directorate of Air, Space and Information Operations, Global Space Operations Division, Space Operations Branch (HQ AFSPC/A3FS) provides operational policy and funding guidance to units, which support Military Satellite Communications (MILSATCOM) programs. Specifically, A3F is tasked to support the operational Milstar, Defense Satellite Communications System (DSCS), Global Broadcast Service (GBS) ground segments and constellations, and the future Wideband Global SATCOM (WGS)/Advanced Extremely High Frequency (AEHF)/Transformation Communication (TC)/Enhanced Polar System (EPS)/Transformational Satellite Communication (TSAT)/Command and Control System Consolidated (CCS-C) programs, the DSCS III Service Life Extension Program (SLEP), Backup Satellite Operations Center at Vandenberg (BSOC-V), Milstar Operations Center at Vandenberg (MOC-V) operations, and the day-to-day operational issues to support Major Command (MAJCOM) briefings, presentations, staff packages and decisions for all MILSATCOM programs.
A3FS MISSION: Provides policy, guidance and resources for AFSPC space operations to include satellite command and control. Integrates space capabilities into operational level of war and develops space exploitation concepts.
1.1 ORGANIZATION BEING SUPPORTED:

1.2 OVERVIEW OF SERVICES REQUIRED. A3FS requires technical support for MILSATCOM operations, planning, budgeting, assistance in requirements development and justification, Concept of Operations (CONOPS) development, configuration control, analysis, studies, and program reviews supporting the Milstar, GBS, DSCS, WGS, AEHF, TC, TSAT, EPS, CCS-C, and MILSATCOM Terminal programs.
Requirements include interface with other HQ AFSPC directorates, Joint Staff, USSTRATCOM, 14th Air Force, 21st Space Wing, 45th Space Wing, 50th Space Wing, 90th Space Wing, USAF/SCM/XOR/XOS, SAF/AQS, MILSATCOM Wing (MCSW), Joint Program Office (JPO), Space and Missile Systems Center (SMC), Navy Network Warfighting Command, Army Strategic Command, Defense Information Systems Agency (DISA), and other government and private organizations necessary to the completion of the tasks described in this SOW.
1.3 SPECIFIC REQUIREMENTS.
1.3.1 REQUIREMENT 1: Operations, Sustainment and Engineering Support (55%)
1.3.1.1 The Contractor shall assist the Satellite Operations Branch (HQ AFSPC/A3FS) by providing operations, Sustainment, and engineering technical analysis and support for MILSATCOM programs/operations. Contractor shall interface with National, Civil, DoD and foreign entities and provide assistance in solving problematic issues and concerns experienced by the management and operational communities. Current systems include DSCS, Milstar, GBS, MILSATCOM Terminals, MILSATCOM Operations and O&M, MOC-V, Mobile Consolidated Command Center (MCCC ) Ground Mobile 1 (GM1), Milstar Mobile Contingency (GM2 & 3) and SORTS. Future systems include Advanced EHF (AEHF), CCS-C, BSOC-V, Wideband Global SATCOM (WGS), Transformational SATCOM (TSAT) satellite, Enhanced Polar System (EPS) and Transformational Communications architecture (TCA).
1.3.1.2 Contractor shall attend and provide technical analysis for the aforementioned systems at monthly MILSATCOM operations conferences, weekly MILSATCOM Integrated Test Team (ITT) meetings, monthly Wideband Training Planning Team (TPT) meetings, monthly AEHF TPT meetings, weekly Integrated Product Team (IPT) meetings and weekly Integrated Concept Team (ICT) meetings, weekly design reviews per system, monthly program management reviews (PMR) for each system, and monthly launch meetings. Classifications for the meetings depend on meeting topic and can be up to Top Secret/SCI. Approximately 80% of the meetings may be conducted via dial-in telephone conference. The contractor shall provide a quicklook report to A3FS. (CDRL 0005)
1.3.1.3 Contractor shall provide quarterly Transformational Communications (TC) review and recommendations to Transformational Satellite Communications (TSAT) System Integrated Test Team (ITT) and test documentation development, and TSAT IOC/FOC plan development.
1.3.1.4. Contractor shall participate in quarterly Operational Transition Groups involving Milstar and Advanced EHF transition (Ops issues), and provide analysis, updates and recommendations to A3F for Mission Planning Element/ACMS, Satellite Mission Control Subsystem (SMCS) to Advanced SMCS (ASMCS), terminal and scheduling issues.
1.3.1.5. Contractor shall provide annual review and operational analysis of the System Operations Protection Guide (SOPG) and/or security classification guide(s) (SCG) and provide recommended revisions (CDRL 0008). Guides are classified up to Top Secret/SCI.
1.3.1.6. Contractor shall review MILSATCOM documentation weekly. Up to ten documents are anticipated per week. Contractor shall provide recommendation for changes and revisions to A3FS (CDRL 0008).. Types of documents may include staff packages, requirements documentation, CONOPS, funding recommendations, impact assessments, and operational assessments.
1.3.1.7. Contractor shall assist with semi-annual Air Staff review of the National Security SATCOM Systems Synchronization Roadmap (NS4R). Contractor shall provide current MILSATCOM terminal analysis and data updates as part of the national program to synchronize ground/terminal segment with space segment. Requires extensive knowledge of current and future MILSATCOM terminals, numbers of terminals, locations, fielding plans, cost data, maintenance data, and terminal capabilities. Deliverable is a large series of data workbooks in excel format. (CDRL 0008a) Data workbook in Excel format is required.
1.3.1.8. Contractor shall compile, draft, and brief present Status of Resources and Training (SORTS) and provide SORTS Designated Operation Capability (DOC) Statement for the 1st Space Operations Squadron (1 SOPS), 2 SOPS, 2 SOPS Det. 1, 3 SOPS, 4 SOPS,148 SOPS and 50 OSS to the A3 and CV.
1.3.1.9.. Contractor shall provide drafts within one business day of tasking of comprehensive briefings, reports and advocacy on recommended AFSPC positions, analyze operations impacts, and shall assist in quick response support for MILSATCOM programs/operations, to include technical support for MILSATCOM operations, requirements development and justification, configuration control, analysis, studies, and program reviews supporting the Milstar, DSCS, GBS and MILSATCOM Terminal programs. 1.3.1.10. Contractor shall review and update the Global Information Grid (GIG) Concepts Document quarterly based on MILSATCOM system changes and recommend changes to the TCA.
1.3.1.11. Contractor shall update the unclassified Polar, Wideband and Protected Functional Availability Reports (FAR) annually. Contractor shall attend quarterly meetings, draft reports, coordinate, and staff the FAR for A3 approval. (CDRL 0008)
1.3.1.12. Contractor shall provide quarterly MILSATCOM terminal operational assessments, analyses, updates and inputs for fielding and operations concerns for legacy (Milstar, DSCS, and GBS) and future MILSATCOM terminal programs: Family of Advanced Beyond Line of Sight Terminals (FAB-T), Ground Multi-Band Terminal (GMT), Airborne Integrated Terminal Group (AITG). Contractor shall also provide quarterly GBS Initial Operation Capability (IOC 2/3) updates and analyses to A3FS and assist in GBS IOC 2/3 preparations.
1.3.1.13. Contractor shall assist in the development, review, recommended implementation and transition planning for the Command and Control System – Consolidated (CCS-C) for WGS in the summer of 2007 and for AEHF in the summer of 2008.
1.3.1.14. Contractor shall annually review, update, and staff drafts of the Air Force CONOPS for (in order of priority) AEHF, TCA, TSAT, GBS, WGS, EPS, and FAB-T. (CDRL 0008) - CRM

1.3.2 REQUIREMENT 2: Program Element Monitor (PEM) Support (45%)
1.3.2.1. The contractor shall gather and analyze inputs for resource adjustments to the Planning, Programming, Budgeting and Execution (PPBE) to include Program Objective Memorandum (POM), Amended POM (APOM), Financial Plan (FinPlan) and other budget drills. This effort includes aspects of Milstar, DSCS, AEHF, WGS, TC, SATCOM Terminals and CCS-C planning and budgeting efforts, to include processing with Automated Business Services System (ABSS), Resource Allocation Programming Information Decision System (RAPIDS), Commanders Resource Integration System (CRIS) and Micro-based Budget Automated System (MicroBAS).
1.3.2.2. The contractor shall assist in reviewing obligations and expenditures, maintaining forecasts, preparing reports on the status and availability of funds, and justifying and prioritizing unfunded requirements. Contractor shall assist in developing, reviewing and recommending execution year funding efforts, to include Unfunded Requirements (UFR), Budget Execution Review (BER) 1 & 2, as well as end of year fall-out funding. Contractor shall provide Open Documents List (ODL) drafts to A3FS quarterly. The contractor shall assist in the validation of obligations and expenditures.
1.3.2.3. The contractor shall assist in analyzing budgetary relationships and developing approaches to accommodate actions under conditions of short, rapid-changing programs and budgetary deadlines.
1.3.2.4. Contractor shall provide recommendations for the development and coordination of Financial Plans (FinPlans) for MILSATCOM programs supported by A3FS. Inputs to the financial plan shall be developed annually. (CDRL 0008)
1.3.2.5 Contractor shall provide assistance for comprehensive briefings, reports and advocacy on recommended A3FS positions on the MILSATCOM Program Objective Memorandum (POM) with resource adjustments for program elements: 33601 (MILSATCOM Terminal O &M ), 33605 (SATCOM O&M), 63854 (WGS O&M) , 33600 (WGS Procurement), 63430 (AEHF MILSATCOM O&M), and 33604 (AEHF MILSATCOM Procurement) . POM Documentation and updates to include developing draft POM options (Point Papers, Quad and supporting charts, and RAPIDS options) shall be provide to A3FS annually in December.(CDRL 0008)
1.3.2.6. The contractor shall analyze operations impacts to budget cuts by Congress, AF/XP Space Panel, AFSPC/XP/CC/A3. Contractor shall provide funding document drafts to A3FS monthly.
1.3.2.7. The contractor shall provide recommended statements of operational impact in response to Office of the Secretary of Defense Program Budget Decisions (PBD) and Program Decision Memorandums (PDM), and Congressional marks. Contractor shall provide impact within one (1) business day. (CDRL 0008b)
1.3.2.8. Contractor shall provide inputs to the annual Air Force Capabilities Review and Risk Assessment (CRRA). Contractor shall generate key MILSATCOM inputs which identify current and future capabilities and associated risks of MILSATCOM systems for these AF level documents. Contractor shall assist in preparing A3FS inputs for the data call.

1.4 ADDITIONAL DELIVERABLES:
1.4.1 The contractor shall deliver a Monthly Status Report (MSR) by the 15th of each month covering activities of the preceding month. This should include problem areas during the reporting period, and forecast activities for the next report period. The report shall contain a list of personnel on each task, description of the work accomplished during the previous month, list of meetings attended, deliverables provided, travel accomplished, and funds expended during the period of performance by labor hour/category, with cumulative expenditures and associated funding remaining. 1.4.2 Contractor shall develop, staff and finalize a contractor transition plan (exit plan) that provides the awardees full data necessary to execute the duties associated with the new position to ensure continuity for the government if/when the contractor is removed. (CDRL 0038)
1.4.3 The contractor shall perform an analysis of all MILSATCOM data. This data is both electronic and paper. After the analysis is conducted the contractor will provide recommended disposition. The recommendation will assist the government in delivering the MSR, FAR, CRRA, MILSATCOM briefings, CONOPS, SORTS reports, and presentations in support of A3FS functions. (CDRL 0008)

3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES:

3.1.1 HARDWARE: NA.

3.2 GOVERNMENT FURNISHED RESOURCES.
3.2.1 FACILITIES, SUPPLIES AND SERVICES: AFSPC/A3FS will furnish workspace in the Hartinger building on Peterson AFB, desk space, chairs, computers connected to 21 NET, storage media, Secret Internet Protocol Router network (SIPRNET) access, use of telephones, copier and fax machines for 3 contractor personnel. Government computers will provide access to the Automated Business Services System (ABSS) and RAPIDS.
3.2.2 INFORMATION SOURCES: HQ AFSPC personnel will be available for technical exchanges with the contractor. Government personnel will provide technical input, answer questions, review/approve completed work, and provide feedback regarding contractor efforts. The QAE is the primary source of technical guidance for this effort.
3.2.3 GOVERNMENT FURNISHED INFORMATION: Government personnel will provide the Contractor with applicable regulations and documents required to complete required tasks.
4.0 GENERAL INFORMATION:
4.1 SECURITY. The Contractor will require access to Top Secret/Sensitive Compartmented Information (TS/SCI)—up to 4 SCI Billets will be provided. Contractor shall provide personnel with clearances commensurate with the basic award DD-254, Department of Defense Contract Security Classification Specification.
4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES. The Contractor will be allowed unescorted access to Government buildings at Peterson AFB, SWC and 50th SW at Schriever AFB, CO, and other sites consistent with task requirements. Access to Government facilities, documents and systems shall be in accordance with the attached DD254, Department of Defense Contract Security Classification Specification.

4.4 PLACE OF PERFORMANCE. Work will primarily be performed in the Hartinger building at Peterson AFB, CO.
4.5 HOURS OF WORK. The Contractor shall provide coverage during normal working hours Monday through Friday, 0730 -1630.
4.6 SERVICES DURING CRISIS. The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes”.
