1.0 DESCRIPTION OF SERVICES:
1.1. ORGANIZATION BEING SUPPORTED:
HQ AFSPC/DA9 (XPY)

1.1.1. MISSION:
The Space Analysis Division is the Air Force designated Center of Excellence for providing objective and responsive space studies, analysis and science & technology expertise to decision makers, warfighters, and the national space community.
1.2. OVERVIEW OF SERVICES REQUIRED
AFSPC/DA9 (XPY) requires data run implementation for the Synthetic Theater Operations Research Model (STORM) and THUNDER campaign models within DA9 (XPY) to be developed and the software maintained. DA9 (XPY) needs to validate AFSPC STORM output against the Air Force Studies and Analysis Agency (AFSAA) STORM output for the same database runs. DA9 (XPY) also requires the implementation of Major Combat Operations (MCO) scenarios into STORM and/or THUNDER. The availability of MCO scenario data will drive the schedule.
1.3. SPECIFIC REQUIREMENTS
1.3.1. REQUIREMENT 1:
The contractor shall maintain the STORM and/or THUNDER software for the Period of Performance on the AFSPC/DA9 clustered equipment as described in paragraph 3.2. This will include, but is not limited to the following:
a) Maintain the current version of STORM and/or THUNDER software and ensure compatibility with the blades, nodes, servers, clients and operating system.
b) Author, test and implement scripts and/or software modifications that enable the successful accomplishment of data runs using the STORM and/or THUNDER models.
c) Install, update, activate and ensure operability of all THUNDER/STORM upgrades.
d) Identify and document configuration control changes to the THUNDER/STORM software.
e) Attend weekly status meeting with HQ AFSPC/A9I (XPYM).
This requirement estimated to be 35% of the total task effort.
1.3.2. REQUIREMENT 2:
The contractor shall implement data runs in STORM and/or THUNDER to include writing scripts and database modifications to support analysis at AFSPC/DA9 (XPY). This may include support to the following studies: Integrated Planning Process (IPP), Prompt Global Strike (PGS) and other Analysis of Alternatives (AOA). This will include, but is not limited to the following:
e) Accomplish data runs using the STORM and/or THUNDER models and document model outputs.
f) Author, test and implement scripts and/or database modifications that enable the successful accomplishment of data runs using the STORM and/or THUNDER models.
g) Identify and document configuration control changes to the scripts and database.
d) Attend weekly status meeting with HQ AFSPC/A9I (XPYM).
This requirement estimated to be 40% of the total task effort.
1.3.3. REQUIREMENT 3:
The contractor shall validate AFSPC STORM output against the AFSAA STORM output for the same test scenario database runs. AFSAA STORM input and output will be provided. This will include, but is not limited to the following:
a) Perform a comparative analysis of the output from the AFSPC STORM output and the AFSAA STORM output.
b) Publish a comprehensive test report that identifies the test approach and documents the output differences between the two campaign models.
c) Attend AFSAA Interchange Meeting, as required.
d) Attend weekly status meeting with HQ AFSPC/A9I (XPYM).
This requirement estimated to be 10% of the total task effort.
1.3.4. REQUIREMENT 4:
The contractor shall produce MCO scenario documents and briefings. This will include, but is not limited to the following:
a) Perform a comparative analysis of the MCO scenario descriptions.
b) Publish a comprehensive report that identifies the test approach and documents the HQ AFSPC/DA9 (XPY) implementation of these MCO scenarios.
c) Attend weekly status meeting with HQ AFSPC/A9I (XPYM).
This requirement estimated to be 10% of the total task effort.
1.3.5
DELIVERABLES:
The Monthly Status Report shall be delivered by the 10th of the month following the report month and shall contain a narrative description of the work accomplished during the report month and a projection for work to be accomplished in the next month. The report shall identify any significant accomplishments and/or problems. The report shall contain a list of items purchased using government funds, travel fund expenditures and a projection for future purchases and travel. The report shall also include an approximate monthly spend plan.
This requirement estimated to be 5% of the total task effort.
1.3.5.1 DELIVERABLE (5):

3.2. GOVERNMENT FURNISHED RESOURCES
3.2.1 FACILITIES, SUPPLIES, AND SERVICES:
AFSPC/DA9 (XPY) will furnish workspace in the Atrium II facility, 1150 Academy Park Loop, Suite 212, Colorado Springs, CO. The workspace will be a shared resource consisting of desk space, chair, unclassified network computer, classified terminal connection for STORM and/or THUNDER access, use of telephones, copier and fax machines. The following hardware/software will be available:
3.2.1.1 Computer Equipment (Dell Servers and Clearcube/Dell Cluster)
3.2.1.2 STORM/THUNDER Current Software Versions (databases)
3.2.1.3 Linux Operating System and Vmware
3.2.2 INFORMATION SOURCES:
AFSPC/DA9 (XPY) personnel will be available to answer and facilitate questions on a daily basis and to provide the conduit between contractor and AFSAA. Information about STORM and THUNDER can be accessed through the following website:

3.3. MATERIALS AND OTHER DIRECT COSTS (ODCs):
No ODC’s are anticipated, however, the Quality Assurance Evaluator (QAE) shall approve all contractor purchases costing less than $500 prior to purchase. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.
4.0 GENERAL INFORMATION
4.1 SECURITY.
Provisions outlined in the basic DD 254 apply to this task order. Contractor personnel must possess a minimum of a SECRET clearance.
4.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES:
The contractor will be allowed unescorted access to Atrium II building, 1150 Academy Park Loop, Suite 212, Colorado Springs, CO. and Bldg 1, Peterson AFB, CO, consistent with Task Order requirements.
4.3. TRAVEL
The contractor shall be required to support the STORM and/or THUNDER technical interchange meetings.
