STATEMENT OF WORK

STRATEGIC HEALTHCARE PLANNING/DATA ANALYST
FOR
HQ AFSPC/SGM

1.0 DESCRIPTION OF SERVICES:
1.1 ORGANIZATION BEING SUPPORTED:
HQ AFSPC/SGM

1.1.1 MISSION: Provides AFSPC war fighting commanders with programs to create and sustain a fit, fighting force. Plans, develops, evaluates and fields air and space guidance to achieve optimal health, performance and protection. Provides consultive support and resource management to seven medical treatment facilities with 1491 medical staff, 157,000 beneficiaries and an annual operations and maintenance budget of $101M.
1.2 OVERVIEW OF SERVICES REQUIRED
The contractor shall provide professional healthcare executive level support of all aspects of the AFSPC/SG strategic and business planning processes. The contractor shall assist in the development and implementation of tactical and strategic plans in accordance with HQ USAF/SG Medical Annual Planning and Programming Guidance and line requirements. They shall provide interface with line planning and requirements development process and support HQ AFSPC/SG with all phases of the strategic planning process. This will include to planning/scheduling meetings, developing draft agendas, taking meeting minutes, producing required strategic planning documents, publishing action items and forwarding any read-ahead material/briefings. The contractor shall provide the full spectrum of health data analyst support for all aspects of the AFSPC/SG strategic and business planning processes. Working with computer based data management tools and relational databases, the Contractor shall conduct market and cost analysis and conduct research on state of the art research to assess trends.
1.3 SPECIFIC REQUIREMENTS
1.3.1 REQUIREMENT 1:
The Contractor shall assist the government in developing and implementing tactical and strategic health care plans using established methodology and guidelines contained in DoD, Joint Chiefs of Staff, and AF instructions in order to meet policy and guidelines established by higher headquarters. Methodologies and guidelines are contained in various government publications including Health Affairs Policy 99-010, Joint Publication 4-02, AFPD 41-1 and AFI 41-102. This task comprises 15% of the total effort.
a. Contractor shall monitor all higher headquarters planning guidance to ensure AFSPC is in compliance with higher headquarters planning guidance .
b. Contractor shall support the implementation of HQ USAF/SG Medical Annual Planning Program Budgeting System (PPBS) requirements to meet higher headquarters guidance.
c. Contractor shall assist in developing and coordinating AFSPC/SG medical plans in order to meet higher headquarters guidance.
1.3.2. REQUIREMENT 2:
The Contractor shall provide interface with line planning and requirements development planning process. This task comprises 10% of the total effort.
a. Contractor shall monitor applicable line planning and requirements development planning processes in order to coordinate AFSPC/SG medical plans with line counterparts.
b. Contractor shall participate in AFSPC and higher headquarters planning activities to include POM building to establish budgetary requirements for AFSPC/SG.
1.3.3 REQUIREMENT 3:
The Contractor shall support HQ AFSPC/SG with all phases of the strategic planning process to meet higher headquarters guidance.
a. Contractor shall facilitate planning/scheduling meetings, develop agendas, document actions. Meetings are estimated at one per month lasting approximately 1.5 hours.
b. Contractor shall draft AFSPC/SG strategic planning documents, publishing actions such as, but not limited to, annual business plans, POM submissions, and medical support plans.
c. Contractor shall coordinate strategic planning efforts/actions with AFSPC MTFs in order to ensure AFSPC/MTFs are in compliance with AFSPC guidance and higher headquarters guidance.
d. Contractor shall ensure AFSPC/SG strategic planning supports higher headquarters guidance.
e. Contractor shall support AFSPC/SG on AFMS work groups and teams. Work group/team meeting are expected 1 per month lasting approximately 1.5 hours.
1.3.4 REQUIREMENT 4:
The Contractor shall coordinate Business Planning for AFSPC/SG working with Air Staff counterparts to ensure AFSPC business plans are in congruence with Air Staff. This task comprises 10 % of the total effort.
a. Contractor shall ensure AFSPC/SG business planning supports higher headquarters guidance.
1.3.5 REQUIREMENT 5:
The Contractor shall devise tools, metrics and actions that facilitate steps to meet POM/PPBS milestones. This task comprises 10% of the total effort. Contractor shall work with the AFSPC/SG staff to collect budget related information, derive action plans, develop appropriate schedules to meet the fixed USAF/MAJCOM/AF/SG schedules.
1.3.6 REQUIREMENT 6:
The Contractor shall coordinate with AFSPC/XP to draft AFSPC/SG Mission Support Plan (MSP) in order to ensure the AFSPC/SG MSP supports AFSPC/XP plans. This task comprises 10% of the total effort.
a. Contractor shall draft and coordinate for approval AFSPC/SG section of the AFSPC MSP.
1.3.7 REQUIREMENT 7:
The Contractor shall assist other AFSPC/SG directorates and functions in strategic healthcare planning in order to meet AFSPC/SG strategic healthcare planning goals. . This task comprises 10% of the total effort.
a. Contractor shall attend key AFSPC/SG meetings scheduled weekly lasting approximately 1 hour.
1.3.8 REQUIREMENT 8:
The Contractor shall perform the full spectrum of services as a data analyst such as data collections, data collation, data manipulation and interpretation to support AFSPC/SG healthcare operations and planning. This task comprises 15% of the total effort.
a. Contractor shall review and analyze appropriate data such as healthcare data and financial data in order to support healthcare delivery.
d. Contractor shall convert healthcare and financial data into usable information and knowledge that impacts positively on performance of the medical operations.
e. Contractor shall interact with other key staff at AF/SG, MAJCOMS, TMA, and other agencies to ensure AFSPC/SG takes advantage of data analysis capability knowledge among other staff positions throughout the AFMS.
1.3.9 REQUIREMENT 9:
The Contractor shall work with spreadsheets and relational databases in order to monitor and provide current and relevant data supporting efficient healthcare delivery planning. This task comprises 10% of the total effort.
a. Contractor shall develop databases to monitor process, budget or other activities in support of healthcare planning.
b. Contractor shall populate databases and derive data for analysis in support of healthcare planning.
1.3.10 REQUIREMENT 10:
The Contractor shall conduct market analysis on product lines and conduct research to assess healthcare delivery trends in support of healthcare planning. This task comprises 10% of the total effort.
a. Contractor shall analyze trends in product line data and working with the clinician team, build improved best practice guidelines and associated databases.
b. Contractor shall review key literature describing new equipment in the information technology field and make recommendations for procurement
c. Contractor shall work with technology staff at AFMSO/SGSI who procures most basic IT equipment to ensure AFSPC knows of the core issues and overarching plans with the AF/SG community
1.3.11 ADDITIONAL DELIVERABLES: Contractor shall provide a Monthly Status Report. The report shall contain a narrative description of the work accomplished during the previous month. Expected shortfalls and/or overruns will be identified at the earliest possible time. The report shall contain a listing of any significant accomplishments and/or problems. (Contractor’s Progress, Status & Management Report CDRL-0030).

3.0 Government Furnished Property and RESOURCES:
3.1. GOVERNMENT FURNISHED PROPERTY (GFP)
3.1.1 HARDWARE: The government shall provide all hardware necessary to perform requirements.
3.1.2 SOFTWARE: The government shall provide all software necessary to perform requirements.
3.2 GOVERNMENT FURNISHED RESOURCES
3.2.1 FACILITIES, SUPPLIES, AND SERVICES: AFSPC/SGM will furnish workspace in the Hartinger building on Peterson AFB, desk space, chairs, computers connected to 21 NET, use of telephones, copier and fax machines.
3.2.2 INFORMATION SOURCES: AFSPC/SGM will provide access to information resources necessary to accomplish required tasks. The QAE is the primary source of technical guidance for this SOW
3.2.3 GOVERNMENT FURNISHED INFORMATION: Task shall be performed in accordance with published Air Force Publications.
4.0 GENERAL INFORMATION
4.1 SECURITY: Provisions outlined in the basic DD 254 apply to this task order.
4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor will be allowed unescorted access to Government Building 1 on Peterson AFB and other sites consistent with Task Order requirements. Access to Government facilities, documents, and systems shall be in accordance with the basic award DD254.
4.3 TRAVEL. Approximately 2 trips are estimated to support this task per year:
