FOR
SUPPORT OF
HEADQUARTERS AIR FORCE SPACE COMMAND
DIRECTORATE OF REQUIREMENTS/HQ AFSPC/A5
CYBER DIVISION

1.0 DESCRIPTION OF SERVICES. provide technical support to the HQ AFSPC/A5 for development of the Cyberspace mission.

Peterson afb co 80914-4590 1.1.1 MISSION. The Air Force Space Command, Directorate of Requirements, Cyber division provides operational requirements, architectures, databases, and engineering/programmatic guidance for cyber systems. Specifically AFSPC/A5 is tasked to develop, update, document, and staff military requirements for cyber systems, terminals, and supporting command and control infrastructure. Further, they ensure the command executes applicable policies, processes, procedures, and resources to effectively execute cyber operations and related programs. AFSPC/A5 addresses day-to-day requirements, programmatic, and real-time engineering issues related to the acquisition of cyber systems and is responsible for the requisite background and position papers, staff summary packages, sophisticated multi-media presentations, and policy development. Finally, AFSPC/A5 supports submission of the Planning, Programming, Budgeting and Execution products.
1.2 OVERVIEW OF SERVICES REQUIRED. This contract supports AFSPC/A5 requirements, analyses, planning, programming and budgeting activities for cyber systems. As the primary focal point for the AF, AFSPC/A5 is charged to acquire/field cyber and related systems. AFSPC/A5 also supports submission of the annual Program Objective Memorandum (POM). The Contractor shall provide Information Technology Systems engineering and integration, systems analyses, system/specialty engineering, program assessments for database applications, and architectures for cyber programs including those supporting: Combat Information Transport System, Network Attack, Network Defense, Cyber Situational Awareness, Combat Communications, AFNetOps and Network Exploitation.
The Contractor shall develop and deliver technical/engineering products that support the technical analyses/reviews/studies conducted in support of cyber systems and programs. The contractor shall develop Integrated Cyber Architectures, develop and conduct briefings, and conduct technical, engineering, and design/development, analyses, studies, and reviews that support the resolution of cyber requirements, engineering, architectural, training, and programmatic issues.
The Contractor shall also provide additional information technology support to include interface with other HQ AFSPC directorates, the Joint Staff, Combatant Commanders, NSA, MAJCOMs and other services. The Contractor shall provide technical assistance in the area of cyber operations, communications engineering, database applications, and cyber system design/development.
While some of the programs developed by AFSPC/A5 are unclassified, several of the cyber programs require classified collateral clearances and also Sensitive Compartmentalized Information (SCI) and Special Access Programs (SAP). The contractor shall have an understanding of, but not limited to, the following programs and/or produce documents associated with these programs:
· Combat Information Transport System
· Network Attack
· Network Defense
· Cyber Situational Awareness
· Combat Communications
· AFNetOps
· Network Exploitation
1.3 SPECIFIC REQUIREMENTS.
1.3.1 REQUIREMENT 1. The Contractor shall provide technical assistance to the directorate team by preparing drafts of requirements documentation using established methodology and guidelines contained in DoD, Joint Chiefs of Staff, and AF instructions for the cyber programs identified in paragraph 1.2. The Contractor shall respond to changes in the CJCSI 6212.01 requirements documentation which require additional analysis and additional Integrated Cyber Architecture products, which may occur approximately 2 to 3 times a month.
1.3.1.1 The Contractor shall provide technical assistance to the directorate team for analysis of Concept of Operations (CONOPS), Initial Capabilities Documents (ICDs), Capability Development Documents (CDDs), Capability Production Documents (CPDs), Analysis of Alternatives (AoA), senior leadership intent, Service & Joint requirements council memos, and/or previous studies to develop key performance parameters. The total number of documents for the requirement is approximately 3-6.
1.3.1.2 The Contractor shall provide technical assistance to the directorate team by establishing working groups and processes, supporting the validation of requirement sets. It is estimated that A5 will require working groups at least quarterly. The lengths of the working groups are 2-3 days in length, with approximately 25 attendees per working group.
1.3.1.3 The Contractor shall provide assistance to the directorate team for the comment resolution process to address and resolve military and civil concerns generated during the requirements development within time periods specified within the JCIDS process.
1.3.1.4 The Contractor shall provide technical assistance in the A5 Urgent and Compelling Process to encompass all applicable A5 cyber programs.
1.3.2 REQUIREMENT 2. The Contractor shall assist in preparing documentation advising the AFSPC/A5 on acquisition and fielding progress to deliver cyber operational warfighter capability. Ask the specifics of civil services. What do you mean by this? This shall include evaluation of acquisition strategy, program schedules, funding profiles and integrated system synchronization for the various cyber systems. The Contractor shall participate in configuration control processes, test and evaluation planning, and specification development for cyber programs including, but not limited to: Combat Information Transport System, Network Attack, Network Defense, Cyber Situational Awareness, Combat Communications, AFNetOps, Network Exploitation and others as required. The estimated number of meetings in support of this effort is 4 meetings per quarter (approximately 1-2 days in length) for the duration of this task order.
1.3.3 REQUIREMENT 3. The Contractor shall provide assistance to the directorate team to analyze, develop, and document draft Integrated Cyber Architectures for CYBER systems. Both Mission-level CONOPS as well as System CONOPS shall form the basis for the Integrated Cyber Architectures.
1.3.3.1 In addition to the Integrated Cyber Architectures, the Contractor shall assist in drafting, reviewing and/or evaluating the specific Operational Views, Technical Views, and Systems Views required by the appropriate DoD, Joint Staff, Air Force, and MAJCOM directives and policy. Approximately 8 integrated architectures views are needed per CDD and CPD produced. The Contractor shall provide additional Integrated Cyber Architecture products based on the latest changes to CJCSI 6212.01 requirements. The Contractor shall assist in developing, reviewing, maintaining and/or evaluating, but are not limited to, the Operational Views (OV)-2, OV-4, OV-5, OV-7; Systems Views (SV)-2, SV-11, and Technical View (TV)-2.
1.3.4 REQUIREMENT 4. The Contractor shall provide assistance to the directorate team in evaluating all threats to CYBER systems to determine appropriate inputs for the requirements development process. This shall include, but is not limited to, assessing and developing analytical studies as well as monitoring developmental and operational tests conducted by various DOD/Joint/Service organizations.
1.3.5 REQUIREMENT 5. The Contractor shall assist the directorate team in evaluating the DoD CYBER planning, programming and budgeting activities identified by Headquarters and warfighter organizations to ensure CYBER acquisition and fielding is mutually supportive or complementary to the above activities. This shall include the utility/effectiveness and cost benefit of various alternatives as well as the operational concepts/controls required for capability fielding.

GOVERNMENT FURNISHED PROPERTY, RESOURCES.
3.1
GOVERNMENT FURNISHED PROPERTY (GFP).
3.1.1 HARDWARE. none

3.2
GOVERNMENT FURNISHED RESOURCES.
3.2.1 FACILITIES, SUPPLIES, AND SERVICES. AFSPC/A5 will furnish up to five work stations in the Hartinger Building on Peterson AFB. Work stations include desk space, chair, computers connected to 21 NET, access, and use of telephones, copiers and fax machines. AFSPC/A5 will also provide Secret Internet Protocol Router Network (SIPRNET) access and Joint Worldwide Intelligence Communications System (JWICS) access in the Hartinger Building on Peterson AFB. Any work related communications to the Hartinger Building must be via appropriate secure means.
3.2.2 INFORMATION SOURCES. A5 personnel will be available to provide technical input, answer questions, review completed work and provide feedback.
3.2.3 GOVERNMENT FURNISHED INFORMATION. The following documents will be made available during contract execution upon request to the QAE.

3.3 MATERIALS AND OTHER DIRECT COSTS (ODCs). N/A 4.0
GENERAL INFORMATION.
4.1 SECURITY. Access to Top Secret/Sensitive Compartmented Information (SI/TK/G/HCS) is required for approximately 50% of this task order. Based on the nature and classification of the work all contractor personnel proposed to work on this task order must be U.S. citizens.
4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES. The Contractor shall be allowed unescorted access to Government buildings on Peterson AFB consistent with task requirements. Access to Government facilities, documents, and systems shall be in accordance with the basic award DD254.
4.3 SERVICES DURING CRISIS. The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes”.

4.4.1 Any travel to fulfill these required task in the SOW shall be approved by the QAE prior to actual travel ad reimbursed IAW FAR 31.205.46. Local travel is defined as within 50 miles of Peterson AFB. The Contractor shall fund all local travel.
4.5 PRODUCT OWNERSHIP. All products produced by the contractor in the performance of this SOW are the property of the government and shall be provided to the A5J in approved AFSPC software file formats (i.e. Microsoft Office products).
4.6 PROPRIETARY DATA. The contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this SOW. The contractor may be required to obtain government license rights to proprietary products as a condition of use.
