FOR MISSILE WARNING/MISSILE DEFENSE ALGORITHM SUBJECT MATTER SUPPORT TO HEADQUARTERS AIR FORCE SPACE COMMAND (HQ/AFSPC) SPACE ANALYSIS (A9) SPACE FORCE APPLICATION ANALYSIS (A9AA)

1.0. DESCRIPTION OF SERVICES
Requires theoretical and operational subject matter expertise in the areas of Missile Warning (MW) and Missile Defense (MD). Provides technical support in all aspects of Missile Warning and Missile Defense which include: MW/MD processing algorithms, data messages, ground-based and space-based sensor issues, message communication between sensors and warning centers, and operator interfaces. Conducts theoretical analysis to determine optimal algorithms for processing MW/MD data. Ensures the continuity and propagation of legacy Missile Warning knowledge within AFSPC. Provides operational Missile Warning experience to A9 in their efforts to support AFSPC’s MW/MD Mission Area at both the operations center level and at the wing/unit level.
1.1. ORGANIZATION BEING SUPPORTED

1.1.1. MISSION
Headquarters, Air Force Space Command (HQ AFSPC), Space Analysis (A9), is the Air Force designated Center of Excellence for providing objective and responsive space and missile studies, analysis and assessments, lessons learned and science & technology expertise to decision makers, warfighters, and the national space community. This includes analysis support for Command tasks involving requirements definition, operational concepts development, planning and programming, and assessing the military utility of systems which are pertinent to all AFSPC Mission Areas including Space Control, Space Force Enhancement, Space Launch Support, Space Force Application, and Mission Support. This SOW specifically involves analysis support to the Space Force Application (SFA) Analysis Branch (A9AA) for the Missile Warning/Missile Defense (MW/MD) SFA Mission Area. This includes analysis support for Command tasks involving the requirements definition, operational concepts development, planning and programming, and assessing the military utility of systems which are pertinent to MW/MD.
1.2. OVERVIEW OF SERVICES REQUIRED
Conduct theoretical and operational Missile Warning/Missile Defense analyses in support of Space Analysis (A9). Provide specialized technical support to A9 on algorithms used for processing MW and MD data. Transfer MW knowledge and expertise to A9 in order to ensure continuity of legacy information within AFSPC. Provide technical and analysis support on operational and sensor-related issues related to the various nodes and components of the U.S. Early Warning System. Support A9 in their responsibility for providing technical oversight to AFSPC/A2/A3/A4/A5, 14 AF and USSTRATCOM for Missile Warning (MW) and Missile Defense (MD) issues.
1.3. REQUIREMENTS
1.3.1. REQUIREMENT 1. Evaluate, Assess, Maintain, Develop and Improve Operational Algorithms Used in Missile Warning/Missile Defense Systems.
1.3.1.1. (FUNDED) Support A9 in maintaining and developing updates/upgrades to MW algorithms used in operations. This includes algorithms to further refine accuracy for threat fans. The contractor shall assist in establishing a MW Operational Algorithm Toolbox within A9 to facilitate the maintenance and Verification and Validation (V&V) of these algorithms. This includes, but is not limited to, providing prototype algorithms in the MW algorithmic functional areas: Message Parsing, Message Correlation, Threat Determination, and Mission Data Counts (MDC). Review and evaluate MW and MD operational algorithms to support current and future MW/MD Integration efforts by AFSPC.
1.3.1.2. (UNFUNDED) Assist A9 in replacing the operational threat fan algorithms within the Global Command and Control System (GCCS), which is the Department of Defense Theater Missile Warning system of record, complementing AFSPC’s strategic warning systems. Assist A9 in replacing operational threat fan algorithms within the Missile Defense Agency’s (MDA) Command and Control, Battle Management, and Communications (C2BMC) system.
1.3.1.3. DELIVERABLES. The contractor shall deliver prototype algorithms and accomplish operational capability in A9 for each of the functional areas listed in Requirement 1. (CDRL 0024)
1.3.2. REQUIREMENT 2. (FUNDED) Provide Continuity and Propagation of Missile Warning Knowledge to AFSPC.
1.3.2.1. Provide subject matter expertise on the processing and connectivity between different nodes within MW/MD operational systems. Assist in obtaining control of Government Furnished Information (GFI) MW-related databases. Specifically, transfer control of the Threatened Region Determination (TRD) database from the ISC2 prime contractor to A9. Provide a section-by-section review of all theoretical processes and assumptions made in the Missile Warning Algorithm Document (MWAD). Document ISC2 algorithm development citing the various paths followed and reasons for choosing one methodology over another. The contractor will provide extensive training on the Processing Display System – Migration (PDS-M) system which is used at both the MW Centers and at forward user locations. The contractor will provide analysis support to understand and resolve theoretical and operational issues related to the performance of the Missile Analysis and Reporting System (MARS) and PDS-M. The contractor will provide technical oversight and analysis on pertinent issues involving Combined Early Warning (CEW) and Shared Early Warning (SEW). The contractor will perform parametric studies and develop algorithms as needed to facilitate such analysis.
1.3.2.2. DELIVERABLES
The contractor shall:
1.3.2.2.1. Support transfer of TRD database with associated algorithms and accomplish operational capability within A9 systems. (CDRL 0024)
1.3.2.2.2. Present briefings of analysis results to A9. (CDRL 0008)
1.3.3. REQUIREMENT 3. (FUNDED) Provide Technical and Analysis support on Operational and Sensor-Related Issues raised by the MW/MD Community.
1.3.3.1. Attend Technical Interchange Meetings (TIMs) such as the Profile Working Group (PWG) and the Missile Warning Operators Conference (MWOC) supporting A9 in evaluating and resolving issues associated with forward users. Support A9 in their responsibility for providing analysis oversight to the PWG Threat Sub-Group to ensure that threat representations based on infrared (IR) sensor data provide a realistic description of geographical areas at risk from foreign missile launch events. PWG Threat Sub-Group analysis support shall also include the impact of missile surrogate choice on operations, missile impact/containment and alternative threat representations. As required attend TIMs at AFSPC/A3, USSTRATCOM and 14 AF Joint Space Operations Center (JSpOC) to address MW/MD-related operational issues and provide post-event operational analysis of real world missile launch events. The contractor will provide analysis support to understand and resolve theoretical and operational issues related to MW/MD systems. The contractor will perform parametric studies and develop algorithms as needed to facilitate such analysis.
1.3.3.2. DELIVERABLES
The contractor shall:

1.3.3.2.2. Provide documentation of methodology and results of operational analysis on real world missile launch events. (CDRL 0037)
1.3.3.2.3. Provide documentation of methodology and results of analysis to address MW/MD-related operational issues. (CDRL 0037)

Contractor received no more than two (2) formal customer complaints/contract discrepancy reports per year. The contractor shall successfully resolve customer complaints within 10 calendar days of receipt, 100% of the time.
3.0. GOVERNMENT FURNISHED PROPERTY AND RESOURCES
A9 will furnish workspace in Hartinger Building (Building 1) or Building 1470 at Peterson AFB, desk space, chair, and computer connected to the AVAC, NIPR and SIPR accounts and access, use of telephones, copier and fax machines.

4.0. GENERAL INFORMATION
4.1. SECURITY
Contractor shall provide personnel with clearances commensurate with the DD Form 254, Department of Defense Contract Security Classification Specification. The contractor shall abide by all applicable government security rules and procedures. Contract efforts require access to, and generation of, classified information and access to controlled Government facilities up to and including TOP SECRET per Security Classification Specification, DD254, for this contract. The Government will provide all data required by the Contractor, up to and including TOP SECRET, for accomplishment of this task.
4.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES
The Contractor will be allowed unescorted access to Building 1 and Building 1470 at Peterson AFB. Access to Government facilities, documents, and systems shall be in accordance with the basic award.
4.3. TRAVEL ESTIMATED AS FOLLOWS
The following travel is estimated as the minimum needed to successfully accomplish the previously stated requirements. All travel for each task must be approved by the A9AA branch chief.

4.4. SERVICES DURING A CRISIS
The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the
Contractor if temporary suspension of work is required, followed by written notification. A representative of the Contracting Officer will further notify the Contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for Changes.
