STATEMENT OF WORK

SPACE LIFECYCLE LOGISTICS DIVISION (HQ AFSPC/A4S)

1.0 DESCRIPTION OF SERVICES: To provide maintenance, logistics, and life cycle support to HQ AFSPC/A4S

1.1 ORGANIZATION BEING SUPPORTED:

HQ AFSPC/A4S

1.1.2 MISSION:

HQ AFSPC/A4S is the single focal point for all maintenance, logistics, and life cycle management for AFSPC space ground systems/launch to encompass the following: 1) provide leadership with system life cycle logistics recommendations supported by empirical analysis of maintenance and system support data and expressed in terms of operational need, to strengthen command advocacy for appropriate funding, policy change and senior leadership support; 2) develop support and sustainment requirements for new acquisitions and major modifications to existing systems; 3) determine and coordinate critical cross-programmatic acquisition, depot-level sustainment and unit level life cycle support activities in close cooperation with program specific unit, product center and headquarters sustainment and funding managers; 4) develop and implement sustainment and support policies, plans, and programs to maximize supportability, sustainability, reliability, maintainability, and combat readiness of AFSPC and joint weapon systems while reducing system total lifecycle costs; 5) provide maintenance management guidance to AFSPC field units; 6) monitor, evaluate and assess performance over systems’ lifecycles; 7) develop and implement capability-based performance indicators; 8) perform trend analysis and develop predictive assessments of future system reliability and performance; 9) validate system requirements from logistics, maintenance and funding perspectives; 10) determine unit and depot-level project viability and priority; and 11) provide funding priority and advocacy.

1.2 OVERVIEW OF SERVICES REQUIRED:

AFSPC/A4S has developed a logical and empirically supportable process to utilize maintenance, supply and related data to predict logistics support infrastructure impacts on the operational capabilities of space weapons systems. This approach, associated development, and software tools have yielded predictive supportability models for the following AFSPC systems:

· Global Positioning System (GPS)

· Eglin Radar

· Defense Support Program (DSP) Mobile

· Perimeter Acquisition Radar Characterization System (PARCS)

· Air Force Satellite Control Network (AFSCN)

· PAVEPAW Radar/Ballistic Missile Early Warning system (BMEWS)

· Space Based Infrared System (SBIRS) Mobile

· Ground-Based Electro Optical Deep Space Surveillance System (GEODDS)

The contractor shall assist AFSPC/A4S to maintain, update, and refine the existing predictive analysis models, as well as develop additional models for systems such as:

· Inter-Continental Ballistic Missile (ICBM)

· MILSTAR

· Space Defense Operations Center (SPADOC) This effort will require the contractor to provide robust statistical modeling capability for the following:

· System performance modeling of future reliability, maintainability and supportability

· Repair/supply chain process modeling

· Cost estimation

Final reports regarding the performance and availability of space system ground segments will be used in operational and investment decision-making at the MAJCOM level.

1.3 SPECIFIC REQUIREMENTS:

1.3.1 REQUIREMENT 1: PREDICTIVE DATA ANALYSIS

1.3.1.1 The contractor shall use Reliasoft BlockSim and Weibull++ to develop, refine and maintain statistical probability models to accurately predict system reliability, maintainability, and supportability challenges for AFSPC space programs/systems. The contractor shall construct and run predictive models, build block diagram macros for any weapon systems’ ground and space segments identified by A4S and develop, refine and maintain reliability maps (predictive capability models) to the lowest work unit code (or comparable) level necessary to accurately model system performance and identify potential “bad actor” parts within the system modeled.

1.3.1.2 The contractor shall perform Weibull++ curve data analysis on all developed models (approximately 10 annually). The contractor shall provide a formal analysis report after predictive models development and updates are completed including actual simulations of system performance. (CDRL 0036)

1.3.1.3 The contractor shall develop and refine relational algorithms that can correlate probability of failure to equipment availability and relevant metrics that assess weapon system health at the current and future states.

1.3.1.4 The contractor shall develop and populate reliability models with supply/spare data.

1.3.1.5 The contractor shall maintain, update, and modify developed MACROs used to format maintenance data, IMDS or comparable maintenance data, and produce distributions.

1.3.1.6 The contractor will perform policy/guidance research and assist with drafting policy/guidance including development of staff packages to coordinate subject documents, to include, but not limited to: Verification, Validation, and Accreditation (VV&A) of tools and processes that comprise the predictive analysis effort (IAW DoDD 5000.59, DoDI 5000.61, AFI 16-1001, and AFSPCI 16-101. (approximately 5 annually)

1.3.1.7 The contractor shall prepare and brief on developed predictive capability models and Weibull curve analysis findings. (approximately 2 per quarter)

1.3.1.8 The contractor shall facilitate meetings in order to provide predictive capability model status updates.

1.3.2. REQUIREMENT 2: SPACE LOGISTICS REVIEW

1.3.2.1 The contractor shall facilitate the Space Logistics Review (SLR), assist A4S in the preparation of briefing materials and data collection, and draft minutes. The contractor shall brief predictive capability model results and status for AFSPC systems during the SLR. (approximately 1 per quarter) (CDRL 0005)

1.3 Monthly Status Report: The contractor shall provide a CDRL 0030 monthly status report.

2.0 SERVICE DELIVERY SUMMARY

3.0 Government Furnished Property and services:

3.1 GOVERNMENT FURNISHED PROPERTY (GFP)

3.1.1 HARDWARE: N/A

3.1.2 SOFTWARE: The contractor shall use Reliasoft BlockSim and Weibull++ software provided by the Government to construct and run predictive models.

3.2 GOVERNMENT FURNISHED RESOURCES:

3.2.1 FACILITIES, SUPPLIES, AND SERVICES: HQ AFSPC/A4S shall provide up to eight work spaces in the Hartinger Building (Bldg 1) on Peterson AFB. The government will furnish adequate space and supplies, including telephone, computer, and fax equipment for use by the contractor’s personnel.

3.2.2 GOVERNMENT FURNISHED INFORMATION: All information and materials provided to the contractor to perform this task will remain in the government facility and property of the Government and will be returned to the Quality Assurance Evaluator (QAE) upon request or at the end of the Task Order period of performance. HQ AFSPC/A4S personnel shall be available on a non-interference basis to provide technical input, answer questions, accept completed work, and provide feedback.

4.0 GENERAL INFORMATION

4.1 SECURITY: Provisions outlined in the basic DD 254 apply to this task order. All contractor personnel shall possess a Secret security clearance, as a minimum. Approximately 50% of the contractor personnel require a TS/SCI clearance.

4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor will be allowed unescorted access to Government buildings 1 and 2025 on Peterson AFB and other sites consistent with task requirements. Access to Government facilities, documents, and systems shall be in accordance with the attached DD 254.

4.3 TRAVEL. The contractor shall travel to various AFSPC CONUS locations; approximately 4 per year, approximately 1 week per trip. All travel will be approved through the QAE. Local travel is defined as within 50 miles of Peterson AFB. The contractor shall fund all local travel.

4.4 PRODUCT OWNERSHIP. All products produced by the Contractor in the performance of this SOW are the property of the government.

4.5 PROPRIETARY DATA. The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this SOW.

4.6 HOURS OF WORK. The Contractor shall provide support during A4S core work hours, between 0730-1630 Monday through Friday.

4.7 SERVICES DURING CRISIS: The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes”.
