MEMORANDUM FOR ALL INTERESTED OFFERORS
FROM: 21st Contracting Squadron/LGCCB 150 Dover St.
Peterson AFB, CO 80914
SUBJECT: Draft Request for Proposal (RFP), FA2517-08-R-9000, Contract for Space and Missile Capabilities (CSMC)
1. The Department of the Air Force requests your assistance in review of the draft CSMC RFP. This acquisition will largely support advisory and assistance services for Headquarters, Air Force Space Command (AFSPC).
2. The Government invites and appreciates comments/suggestions/ideas from proposed primes or sub-contractors on the draft RFP. Specifically, the acquisition team requests your feedback and assessment of the following areas:
a. Relevancy definitions contained at M-4B stating whether they are realistic and focused appropriately.
b. Right of the Government to mandate task order proposals contained at H-4D. If you disagree with this approach, please provide your alternative solution when the Government’s requirement is valid, contractor support is necessary, and the task order request for proposal (TO-RFP) results in no proposals.
c. If the prime’s past performance should have greater impact on the overall confidence assessment than proposed subcontractors/teammates, since the prime must expend at least 50 percent of the cost of the contract on its own employees.
d. Ability to exceed mission capability requirements in M-3C & D for the task order evaluation.
e. The clarity of the contract evaluation versus the task order evaluation process.
f. Any other areas of concern.
3. The Government will hold a CSMC Industry Day on 13 July 2009 for interested parties in the auditorium of the Hartinger Building (Bldg. 1) on Peterson Air Force Base. That will be followed by one-on-one opportunities with the acquisition team 14-17 July 2009. Details on reservations of times and dates for one-on-ones and directions for access to the base will be provided shortly on the Federal Business Opportunities (FedBizOpps) website at www.fbo.gov. Please ensure you receive notices of future postings on that website.

The Government expects substantial competition for this acquisition and, ultimately, outstanding performance from successful offerors. Thank you for your interest and participation.
