1.0 DESCRIPTION OF SERVICES
1.1. ORGANIZATION BEING SUPPORTED:
HQ AFSPC/XPY

1.1.1. MISSION:
The Space Analysis Division is the Air Force designated Center of Excellence for providing objective and responsive space studies, analysis and science & technology expertise to decision makers, warfighters, and the national space community.
1.2. OVERVIEW OF SERVICES REQUIRED
hq afspc/xpy requires engineering, modeling and simulation, and analysis support for Advanced Concept Technology Demonstration (ACTD) military utility analysis. Planned analysis projects include, but are not limited to, support to the Tactical Satellite (TacSat) ACTD. Specifically, HQ AFSPC/XPY requires technical analysis, evaluation, and assessment of the operational effectiveness and military utility via extensive modeling and simulation and the use of demonstrators. Tools and techniques used to conduct the technical analysis include application of Air Force and Department of Defense modeling and simulation programs, definition of model modifications, statistical inference of modeling and simulation output data, incorporation of linear and nonlinear programming solutions, optimization techniques, sensitivity analysis, decision analysis, drafting of analysis and assessment plans, data collection, and qualitative assessment.
1.3. SPECIFIC REQUIREMENTS
1.3.1 REQUIREMENT 1:
The Contractor shall analyze and assess key technologies and emerging future Air Force Space Support Concepts to include spacelift, space range, satellite operations, on-orbit support programs by performing the following tasks:
a) Conduct effectiveness analysis and resource allocation analysis for Space Support-related systems in support of the AFSPC Integrated Planning Process.
b) Support AFSPC efforts to improve routine small, medium and heavy spacelift affordability and reliability through assessment of generation and execution of launch and post-launch operations.
c) Provide analysis and assessment of systems and procedures to reduce the cost to operate the current ranges and to expand the current ranges to support responsive launch operations.
d) Provide analysis and assessment of systems and procedures to perform Launch, Early Orbit, and Anomaly resolution; space vehicle Telemetry, Tracking, and Command; operations planning and analysis; mission data retrieval; and resource allocation.
e) Assess combat effectiveness, operational impact, military worth, and military utility of on-orbit operations consisting of three sub-tasks to reposition, service, and recover on-orbit space assets to significantly increase their operational life and/or capability.
f) Research and analyze information from related AF and DoD modeling and simulation programs to determine applicability to space support-related analyses.
g) Prepare technical reports and briefings, and assist in organizing and supporting space support analyses as required in items 1.3.1 a) through f) above. Government estimates technical reports to be approximately once a month and meeting minutes approximately twice a month.
This requirement is estimated to be 30% of the total task effort.

1.3.2. REQUIREMENT 2:
The Contractor shall provide analysis of current and future AFSPC Joint Warfighting Space (JWS) programs in support of acquisition/investment decisions by performing the following tasks:
a) Assess combat effectiveness, operational impact, military worth, and military utility of Tactical Satellite (TacSat) systems through modeling and simulation, event planning, data collection, and data analysis.
b) Prepare military utility assessment plans for TacSat Advanced Concept Technology Demonstrations and other TacSat activities.
c) Collect and analyze data for demonstrations and test of the TacSat capability and concepts of operations to optimize military effectiveness.
d) Assess combat effectiveness, operational impact, military worth, and military utility of Near-Space systems through modeling and simulation, event planning, data collection, and data analysis.
e) Prepare technical reports and briefings, and assist in organizing and supporting JWS analyses as required in items 1.3.2 a) through d) above. Government estimates reports/meeting minutes approximately twice a month as well as technical reports consisting of approximately two to four major exercises/events and four to six minor exercises/events requiring quick look analysis reports and briefings after approximately two weeks of exercise/event completion, one final report compiling overall analysis from all exercises/events quick look analysis reports.
This requirement is estimated to be 65% of the total task effort.

3.2. GOVERNMENT FURNISHED RESOURCES
3.2.1 FACILITIES, SUPPLIES, AND SERVICES:
HQ AFSPC/XPY will provide access to one classified workstation and appropriate software programs in the HQ AFSPC/XPY facility on an as-needed basis when required in the performance of the Contractor’s duties.
3.2.2 INFORMATION SOURCES:
HQ AFSPC/XPY personnel will be available to answer and facilitate questions on a daily basis.

3.3. MATERIALS AND OTHER DIRECT COSTS (ODCs):
The Quality Assurance Evaluator (QAE) shall approve all contractor purchases costing less than $500 prior to purchase. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.
4.0 GENERAL INFORMATION
4.1 SECURITY.
Provisions outlined in the basic DD 254 apply to this task order. Contractor personnel must possess a minimum of a SECRET clearance with the ability to obtain a TOP SECRET/SPECIAL COMPARTMENTED INFORMATION (TS/SCI) clearance.
4.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES:
The contractor will be allowed unescorted access to the Atrium II building, 1150 Academy Park Loop, Suite 212, Colorado Springs, CO and Bldg 1, Peterson AFB, CO, consistent with Task Order requirements.
4.3. TRAVEL
The contractor shall be required to support various technical interchange and planning meetings and exercise/demonstration events.
