FOR

HQ AIR FORCE SPACE COMMAND

1.0 DESCRIPTION OF SERVICES:

1.1. ORGANIZATION BEING SUPPORTED: HQ AFSPC/A1FX

1.1.1. MISSION:

1.1.1.1 The Space Professional Management Office (SPMO) was established to accomplish the necessary actions to satisfy Space Commission-identified shortfalls in the development of all USAF Space Professionals directly involved in acquiring, fielding, launching, employing and integrating space power. The Space Professional Development Program (SPDP) is the Air Force approach to space professional development called for by the Space Commission. SPMO is charged with identifying all space professionals and space billets and tracking the information in a Military Personnel Database System (MilPDS) type database application; managing and continuing to develop a Space Professional continuum of education (Space 100, Space 200, Space 300 and mission-specific Advanced Courses); implementing and managing a three-tiered Space Professional certification program; determining/validating training, education, experience and certification requirements for all USAF space billets; and defining career force management guidance, plans and programs. Additional SPMO activities include partnering with the Air Force Personnel Center (AFPC) to modify accession requirements, working to increase the technical competence of Space Professionals, working with Air University to determine the appropriate level of space content in Air University curricula, updating personnel policies and procedures in line with Space Professional Functional Authority (SPFA) guidance, shaping the certification program to meet changing requirements, analyzing requirements and providing recommendations on personnel management and development, assessing other Air Force Specialty Codes (AFSCs) for inclusion in the SPDP, and other duties as required.

1.1.1.2 The SPMO develops space education policy and maintains AFSPC oversight of all space professional courses (e.g., Space 200, Space 300, Advanced Courses). The National Security Space Institute (NSSI) develops and administers those space professional courses. The NSSI is the execution arm for SPDP education; it is intended to be the DOD center for space education throughout the National Security Space community and accommodates multi-service students.

1.1.1.3 SPMO develops and implements strategy, policy and long-range plans to develop, educate and train space professionals who provide combat power from space. In addition, SPMO programs and advocates manpower, resources and organizational development towards space professional initiatives.

1.2. OVERVIEW OF SERVICES REQUIRED

The Contractor shall assist SPMO, as specified in section 1.3 below, in the successful execution of SPDP.

1.3. SPECIFIC REQUIREMENTS

1.3.1 REQUIREMENT 1: SPD Support

1.3.1.1 The Contractor shall assist SPMO in the development and implementation of strategies, appropriate policy, and long-range plans for all aspects of the Space Professional Development Program.

1.3.1.2 The Contractor shall assist SPMO in the continued development, implementation and execution of a Space Professional Certification program, and be responsive to continuing changes in Space Professional Development strategy.

1.3.1.3 The Contractor shall provide a comprehensive review of the existing Program Management Plan (PMP) detailing all long-term and periodic tasks supported by SPMO with all resources assigned. The PMP shall be reviewed and updated, on a monthly basis. (CDRL 0030)

1.3.1.4 The Contractor shall assist in performing in-depth research, gathering facts, and using analytical and evaluative methods to accurately assess information and provide sound recommendations to develop personnel with the required skills and background for current space systems.

1.3.1.5 The Contractor shall assist in the development of Space Professional career management plans to ensure processes and procedures are in place and working to build the personnel necessary to field, launch and employ future AF space systems

1.3.1.6 The Contractor shall assist SPMO in expanding the Space Professional Community, to include: determining candidate/potential AFSCs for inclusion, tailoring SPDP for new members, integrating Air Force and Space requirements, and expanding career field models. As necessary, Contractor shall assist SPMO in developing, updating and publishing briefings, papers, articles and other forms of communication on Space Pro Community expansion.

1.3.1.7 The Contractor shall assist SPMO in establishing and developing metrics to track, as a minimum, the Space Pro inventory, skills, position requirements, SPDP effectiveness, and effective use of qualified personnel, and assess the health of AF and Space personnel inventories.

1.3.1.8 The Contractor shall assist in coordinating with internal agencies (e.g., AFSPC Directorates) and external agencies to include AFPC, Special Programs Office, National Reconnaissance Office and other agencies as appropriate to facilitate the proper management of Space Professionals Air Force wide.

1.3.2 REQUIREMENT 2: SPMO Database Support The Contractor shall assist SPMO in administering the Space Professional Development Database (SPDD) for all Total Force components. The SPDD contains information on education, training, experience and certification for all Space Professionals.

1.3.2.1 The Contractor shall ensure the Space Professional Development Database (SPDD) is updated with the most current information and is synchronized by the 10th day of each month with MilPDS. In addition, the Contractor shall have full knowledge and understanding of the Assignment Management System (AMS), MilPDS, and any follow-on personnel database systems

1.3.2.2 The Contractor shall perform all database management functions to ensure Space Professional databases at the Air Force Personnel Center (AFPC), National Reconnaissance Office (NRO), Space and Missiles Systems Center (SMC) and the National Security Space Office (NSSO) are exact replicas of the AFSPC-resident SPMO database. Contractor shall provide data to AFPC, NRO, SMC and NSSO once per month, within 5 business days after MilPDS update, and establish recovery processes to ensure data availability within 24 hours of detection at the prime database location (HQ AFSPC).

1.3.2.3 The Contractor shall support the SPMO by assisting in internal/external customer support related information retrieval activities. Contractor shall provide a Single Universal Retrieval Format (SURF) document or data spreadsheet, as requested, in response to the queries.

1.3.2.4 The Contractor shall review and update (as required) the SPDD user’s guide to include, as a minimum, checklists to: add, delete and retrieve data; create and launch personnel queries; add fields; manipulate retrieved data; reform retrieved data into presentation-ready documents; and administer and maintain the Career Opportunities Guide (COG). 1.3.2.5 The Contractor shall assist SPMO in administering, modifying and maintaining the COG database, which identifies all education, training, experience and certification requirements for all Space Professional billets or positions. Contractor shall provide required analytical tools and processes to periodically review the COG for current positions and the AFSPC Strategic Master Plan for future programs to determine overarching requirements in terms of personnel development and career management. Additionally, the Contractor shall provide measures of performance for matching individuals to positions as well as estimated quarterly “state of the Space Professionals” metrics.

1.3.2.6 The contractor shall assist in the maintenance of the SPMO website and update documents and information contained on the website as required.

1.3.2.7 Within one month of Task Order award, the Contractor shall provide a review the existing SPD data analysis methodologies and provide recommended improvements. The Contractor shall extract analytical data on SPD career guidance to include determination of career tracks and skill pairings.

1.3.2.8 The Contractor shall assist SPMO in the completion of the AF-wide Billet Validation effort, which involves accurately defining the requirements (e.g., education, certification, experience) for all Space Billets. In addition, the Contractor shall assist SPMO in the annual billet review and update. Contractor shall update the SPDD and the COG within 5 days of receipt of validated billet data.

1.3.2.9 The Contractor shall assist in assembling inputs to the SPDD which identify experience, certification, education, training opportunities and requirements for all Space Control professionals’ billets. The Contractor shall provide the required analytical tools and processes for a semi-annual review of the billets and people to ensure HQ AFSPC/A3C is meeting the AFSPC Strategic Master Plan for future programs, personnel development and career management.

1.3.3 REQUIREMENT 3: Education and Training: The Contractor shall assist SPMO in providing technical support for all aspects of Space Professional education and training.

1.3.3.1 The Contractor shall assist SPMO in the consolidation of space education requirements for all DOD and other government entity stakeholders in NSSI, and the determination of the appropriate methods for satisfying the identified requirements. Contractor will participate in discussions and technical interchange meetings between NSSI stakeholders and will assist in drafting Memoranda of Agreement between AFSPC and NSSI partners. Contractor shall assist in developing explanatory and status briefings, papers and articles necessary to communicate with internal and external organizations. In addition, Contractor will assist in developing educational priorities within fiscal constraints.

1.3.3.2 The Contractor shall assist SPMO in analyzing evolving space education and candidate research requirements for the Space Education Consortium (SEC). The Contractor shall assist as facilitator for those managing the SEC Steering Committee and the SEC Executive Committee. In addition, the Contractor shall work with SPMO and provide technical support to define space education requirements in support of Naval Postgraduate School (NPS), and the Air Force Institute of Technology (AFIT).

1.3.3.3 The Contractor shall assist SPMO in the management of the University of Colorado at Colorado Springs (UCCS)/SEC pilot space certificate program. After the initial 5-course pilot program, Contractor shall assist SPMO in determining feasibility of expanding the program to all Space Professionals.

1.3.3.4 The Contractor shall assist SPMO in the development of a structured Space Professional Continuing Education (CE) program. The program shall include the development/compilation of a space course/subject catalog for SPDP CE along with access to space-focused, testable courseware. In addition, the CE program shall be measurable, trackable, and enforceable.

1.3.3.5 The Contractor shall assist SPMO in reviewing, assessing and modifying, as required, the entire spectrum of Space Professional education and training (e.g., Space 100, Space 200, Space 300, Advanced Courses, additional NSSI courses) to ensure it meets SPDP intent and needs.

1.3.3.6 The Contractor shall assist SPMO in monitoring the progress and execution of Space Professional education courses offered by the NSSI to ensure they meet SPDP requirements. Contractor shall assist in developing Course Requirement Documents and other supporting documentation relating to Space 200, Space 300, and any other courses required by Space Professionals.

1.3.3.7 The Contractor shall assist SPMO in estimating throughput requirements and determining student eligibility for Space 200 and Space 300. Once per year, in August, an email message will be sent to all eligible Space Professionals requesting they provide class preferences. Contractor shall assist SPMO in drafting the message, compiling responses, and populating the classes with eligible students. In addition Contractor shall support SPMO in roster management on a monthly basis.

1.3.3.8 The Contractor shall assist SPMO in facilitating the Space Education and Training Board (SETB), a decision-making body that addresses the full spectrum of issues associated with HQ AFSPC managed and NSSI provided space education and training. Contractor shall assist in preparing agendas, briefings, papers, and any other documentation as required in support of quarterly SETB meetings. (CDRL 0004) (CDRL 0008)

1.3.4 REQUIREMENT 4: Staff Support

1.3.4.1 The Contractor shall assist in developing, updating and publishing briefings, papers, articles and other forms of communication in response to taskings from AFSPC/CC and other organizations.

1.3.4.2 The Contractor shall assist in developing, updating and publishing briefings, papers, articles, memos and other forms of communication that provide status and explain any and all aspects of SPDP to varied audiences.

1.3.4.3 The Contractor shall assist SPMO in planning, coordinating and preparing materials for the Space Professional Functional Authority Advisory Council (SPFAAC) meetings. In addition, the Contractor shall assist in consolidating minutes and action items that result from the meetings. SPFAAC meetings are expected to be held on a quarterly basis through January 2008, then on a semiannual basis thereafter.

1.3.5 REQUIREMENT 5: Senior Leader Development

1.3.5.1 The Contractor shall assist SPMO in developing, implementing and executing a senior leadership development program that addresses key education, training and experience required to develop an inventory of Space Professionals with depth and breadth of space experience, appropriately qualified to fill senior space leadership roles in Joint, DOD, and AF organizations. The program shall include a process to identify, track, develop and monitor progress of these potential future senior leaders and provide periodic updates to AFSPC/CC.

1.3.6 REQUIREMENT 6: Space Control Mission Support

1.3.6.1 The Contractor shall support the Space Control Mission area by assisting HQ AFSPC/A3C in identifying, screening, recruiting and assigning Space Control Operations military personnel to the selectively manned AFSPC units.

1.3.6.2 The Contractor shall assist in performing data queries on Air Force personnel to identify potential Space Control Operations candidates.

1.3.6.3 The Contractor shall assist A3C in building a subset of the SPDD focused on Space Control experience. This database shall reside on an appropriate classified network, shall be kept updated with the most current information and shall remain synchronized with the entire SPDD. The Contractor shall assist in updating and maintaining the classified portion of the SPDD with all current and future Space Professional Experience Codes (SPECs)

1.4 Monthly Status Report:

The contractor shall provide a Monthly Status Report. The Monthly Status Report shall contain a narrative description of the work accomplished during the previous month. The report shall contain a listing of any significant accomplishments and/or concerns. In addition, the Monthly Status Report shall list the cumulative labor hour/category and associated funding remaining on the Task Order as well as the funds expended during the respective period of performance by labor hour/category. The Contractor shall provide drafts of all documents in HQ AFSPC approved formats on software versions supported by the HQ AFSPC Information Management Systems (21 NET). (CDRLs 0010, 0012, 0030)

3.0 Government Furnished Property(GFP), RESOURCES, and services: NONE

3.1 GOVERNMENT FURNISHED FACILITIES, SUPPLIES, AND SERVICES: Due to the nature of this task, day-to-day contact will be required between the Contractor and the Government. Therefore, the Contractor shall have space provided to work in AFSPC Hartinger Building 1, to include desk space, chairs, computers connected to 21 NET, use of telephones, fax, copying machines and supplies as necessary. The government will provide access and integration of the Contractor into necessary AFSPC organizations to fully execute the requirements of this SOW.

3.2 GOVERNMENT FURNISHED INFORMATION: The Contractor will be given full access to government personnel and other contractors involved in SPDP, including attendance at meetings, conferences and technical exchanges. The QAE is the primary source of technical guidance for the SOW; however, the QAE may direct other government representatives to provide technical input, answer questions, review/approve completed work, and provide feedback regarding contractor efforts. All information collected during contractor research or assembled at the end of the contract shall become the sole property of the Government.

3.3 MATERIALS AND OTHER DIRECT COSTS (ODCs): The Quality Assurance Evaluator (QAE) shall approve all contractor purchases costing less than $500. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.

4.0 GENERAL INFORMATION

4.1 SECURITY: Provisions outlined in the basic DD 254 apply to this task order.

4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The Contractor will be allowed unescorted access to the Hartinger Building on Peterson AFB and other sites consistent with Task Order requirements. Access to Government facilities, documents, and systems shall be in accordance with the basic DD 254, Department of Defense Contract Security Classification Specification.

4.4 PRODUCT OWNERSHIP: All products produced by the Contractor in the performance of this SOW are the property of the government.

4.5 PROPRIETARY DATA: The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this SOW.

4.6 SERVICES DURING CRISIS: The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes”.
