Amendment 7
Questions & Answers
1. Question: L-7E.1.b.5. has been added: MW/MD Operations includes performing engineering, technical analysis, and studies pertaining to MW/MD operations; creating and modifying Functional Availability Reports; and performing MW/MD operational assessment, analyses, updates and inputs for fielding and transition. However, the existing L-7E.1.b.2. and L-7E.1.b.4. already addressed Functional Availability and engineering, technical analysis, and studies, respectively. Is the duplication intentional? Should we address the same topics across multiple paragraphs? Given the constrained page space allowed for Mission Capability, will the Government consider removing the duplication?
Answer: See revised RFP Section L-7E1. (page 38). With regard to possible duplication of “engineering, technical analysis and studies”, this is not a duplication. The "engineering, technical analysis and studies" in para L-7E.1.b.5. supports MW/MD operations for current systems, and the "engineering/technical analysis and studies" mentioned in paragraph L-7E.1.b.4. supports the MW/MD requirements process for soon-to-be and future systems. The engineering, technical analysis and studies for each paragraph are separate studies addressing different subjects and are not duplicative.
