1.0 DESCRIPTION OF SERVICES. The United States Northern Command (USNORTHCOM) Mobile Consolidated Command Center (MCCC) provides a survivable, endurable command and control node to US forces. The USNORTHCOM Commander (CDRUSNORTHCOM)-directed MCCC supports Homeland Security/Homeland Defense (HLS/HLD) enhancements providing defense support to civilian authorities (DSCA), response to natural disasters and continuity of USNORTHCOM operations.

1.1 ORGANIZATION BEING SUPPORTED:

1.1.2 MISSION: The MCCC provides survivable, endurable command and control systems and personnel to support forces for CDRUSNORTHCOM. MCCC provides operations, maintenance, and procurement to meet Presidential, Chairman of the Joint Chiefs of Staff (CJCS), and CDRUSNORTHCOM-directed missions. The MCCC program integrates existing communications and automated data processing systems and capabilities into a mobile, survivable command and control center. The systems on the platform include - but are not limited to - Milstar, Global Command and Control System (GCCS), Defense Message System (DMS), Defense Satellite Communications System (DSCS), Advanced Extremely High Frequency (AEHF), Nuclear Planning and Execution System (NPES), Intelligence systems, Defense Automated Warning System (DAWS) Messaging Front End (DMFE), and Ground Nuclear Detonation (NUDET) Detection System (NDS) Terminal (GNT).

1.2 OVERVIEW OF SERVICES REQUIRED. A3NN requires management support for MCCC requirements analysis; configuration control; Planning, Programming, Budgeting and Execution (PPBE) functions; schedule management and training. Requirements analysis consists of reviewing publications, analyzing requirements relationships and monitoring unit readiness levels. Configuration control consists of tracking platform modifications, assessing modification impacts, reviewing Major Command (MAJCOM) instructions and concept of operations documents and attending program related meetings. Assisting in PPBE functions includes gathering and analyzing resource adjustments, reviewing obligations and expenditures, and developing budgetary approaches. Schedule management consists of maintaining an overall program schedule, de-conflicting scheduled activities and organizing a monthly program review. Training consists of developing training curricula and training materials, drafting training approaches and training scenarios to include integration with MCCC exercises, preparation of training schedules, and administration of training sessions at in-garrison and deployed sites. Additionally, contractor support will interface on operational matters at the classified level with USNORTHCOM, CJCS, Air Staff, System Program Office (SPO) and the operational unit.

1.3 SPECIFIC REQUIREMENTS.

1.3.1 REQUIREMENT 1: REQUIREMENTS ANALYSIS (10% of total task effort)

1.3.1.1 The contractor shall review all changes to Joint Chiefs of Staff (JCS), Combatant Command (COCOM), and Air Force (AF) documents to ensure that any requirements for MCCC are properly accounted for, budgeted and scheduled. There are 15-20 such documents (with an average page count of 35 pages) per performance period.

1.3.1.2 The contractor shall assist in analyzing relationships between requirements and developing approaches to accommodate actions under conditions of short and rapid-changing requirements and budgetary deadlines.

1.3.1.3 The contractor shall monitor readiness levels of the 153d Command and Control Squadron (153 CACS), provide status to the Quality Assurance Evaluator (QAE) and maintain proficiency in the current AFSPC reporting mechanism (i.e. Electronic Status of Resources and Training System (E-SORTS)) and procedures.

1.3.2 REQUIREMENT 2: CONFIGURATION CONTROL (24% of total task effort)

1.3.2.1 The contractor shall assist in Configuration Control for each modification to the MCCS platform. Approximately 8-12 modifications--in various stages of procurement--are being monitored each performance period. The contractor shall assist A3NN in tracking the requirements for each modification (testing, Certification and Accreditation, Technical Orders, training and spares). The contractor shall draft and coordinate a configuration control letter to 153 CACS certifying each modification is cleared for operations.

1.3.2.2 The contractor shall assist in the development and coordination of the MCCC Air Force Space Command Instruction (AFSPCI) (CDRL 0008). The contractor shall review the MCCC AFSPCI annually and update the document at most annually, but at least bi-annually.

1.3.2.3 The contractor shall assist in the development and coordination of the MCCC Concept of Operations documents (CDRL 0008). The contractor shall review the MCCC Concept of Operations documents annually and update the documents at most annually, but at least bi-annually.

1.3.2.4 The contractor shall attend the quarterly Requirements Review Board (RRB). The contractor shall maintain copies of change requests briefed during the RRB and provide meeting minutes to A3NN (CDRL 0005).

1.3.2.5 The contractor shall attend Technical Interchange Meetings (TIM), Program Management Reviews (PMR), and Design Reviews and provide trip reports for each meeting.

1.3.2.6 The contractor shall maintain the prioritized list of MCCC modifications and funding status to report quarterly status to the QAE.

1.3.3 REQUIREMENT 3: ASSIST IN PPBE FUNCTIONS (20% of total task effort)

1.3.3.1 The contractor shall gather and analyze inputs for resource adjustments to PPBE activities to include Program Objective Memorandum (POM), Alternate POM (APOM), Financial Plan (FinPlan) and other budget drills and tasks.

1.3.3.2 The contractor shall assist in reviewing obligations and expenditures, maintaining forecasts, preparing reports on the status and availability of funds, and justifying and prioritizing unfunded requirements. The contractor shall assist in the validation of obligations and expenditures.

1.3.3.3 The contractor shall assist in analyzing budgetary relationships and developing approaches to accommodate actions under conditions of short and rapid-changing programs and budgetary deadlines.

1.3.3.4 The contractor shall maintain a non-disclosure agreement to protect financial information between AFSPC and SPO contractors.

1.3.4 REQUIREMENT 4: MANAGE SCHEDULES (Exercises, Product Integration, PPBE, Requirements) (13% of total task effort)

1.3.4.1 The contractor shall interface with Air Staff, USNORTHCOM, 153 CACS, 850th Electronic Systems Group (850 ELSG) and depot contractors to ensure timely and accurate information is relayed to the Command.

1.3.4.2 The contractor shall maintain an overall program schedule of all modifications, exercises and operations for the MCCS.

1.3.4.3 The contractor shall de-conflict schedule activities within AFSPC jurisdiction to balance outside agencies' needs and mission requirements.

1.3.4.4 The contractor shall organize monthly program reviews, to include developing the agenda (CDRL 0004), and publishing minutes (CDRL 0005). The monthly program reviews are held in AFSPC Bldg 1, classified SECRET, approximately two dozen people and approximately 2 hours long

1.3.4.5 The contractor shall coordinate Military Personnel Appropriation (MPA) man-day activities with the 153 CACS and throughout AFSPC. The contractor shall assist the QAE in validating the mission requirement to activate traditional Air National Guard personnel.

1.3.5 REQUIREMENT 5: TRAINING (33% of total task effort)

1.3.5.1 The contractor shall provide MCCC training support services to all levels of MCCC information system operators, maintainers and users. This includes: development of training curricula and training materials, drafting training approaches and training scenarios to include integration with MCCC exercises, preparation of training schedules, and administration of training sessions at in-garrison and deployed sites.

1.3.5.2 The contractor shall provide training materials or updates to training materials to USNORTHCOM/J38 as needed, no more than daily, but no less than monthly.

1.3.5.3 The contractor shall apply a working knowledge of all MCCC information systems to include planning, message processing, Tactical Warning/Attack Assessment, and communications systems in order to support MCCC training and exercise program development.

1.3.5.4 The contractor shall support MCCC training and exercise program development by maintaining database information and updating USNORTHCOM operations management systems to include, but not limited to, Defense Readiness Reporting System, Joint Training Information Management System, Joint Master Scenario Events List, Defense Continuity Information Network, and USNORTHCOM Tasking Management System.

1.3.5.5 The contractor shall assist in assessing all aspects of MCCC operations and readiness to include determining, reporting, and tracking exercise lessons learned, observations, and after action reports.

1.3.5.6 The contractor shall assist in developing, reviewing and providing comments with respect to MCCC operations (especially training, readiness and exercises) to NORAD documents, USNORTHCOM documents, and documents at all other levels.

1.3.5.7 The contractor shall attend meetings and conferences in order to provide subject matter expertise of USNORTHCOM operations related to the MCCC.

1.3.5.8 The contractor shall become knowledgeable of emerging USNORTHCOM mission sets related to MCCC operations in order to support training program development.

1.4.1 Deliverables: Provide a monthly status report monitoring the quality assurance, configuration management, and security management applied to the TO. The Monthly Status Report shall contain a narrative description of the work performed during the previous month. The report shall contain a listing of any significant accomplishments and/or problems. In addition, the Monthly Status Report shall list the cumulative labor hour/category and associated funding remaining on the Task Order as well as the funds expended during the respective period of performance by labor hour/category. The Monthly Status Reports are due no later than the 15th day following the end of the month of reporting. (CDRL 0030)

3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES

3.2 GOVERNMENT FURNISHED RESOURCES:

3.2.1 Facilities, supplies and services: Government will furnish workspace, telephone, fax, and computer equipment for contractor personnel.

3.2.2 information sources: Government members will be available for technical exchanges with the contractor. Government personnel will provide technical input, answer questions, review/approve completed work, and provide feedback regarding contractor efforts.

3.2.3 GOVERNMENT FURNISHED INFORMATION: The following list contains GFI documentation required by the contractor in the performance of this task order. Contractor will have access to a web-based document library to obtain the GFI documentation. Government furnished information required by the contractor includes, but is not limited to, CCIC2S, DMS, GCCS, SBIRS, GBS and MCCC system and operations documents.

3.3 MATERIALS AND OTHER DIRECT COSTS (ODCs): None

4.0 GENERAL INFORMATION

4.1. Security. SAP SAR is required; billets are available. Government will furnish TS/SCI billets. Work to be performed under this task order requires TOP SECRET/Nuclear Command and Control/Extremely Sensitive Information (TS/NC2/ESI) and TOP SECRET/Sensitive Compartmented Information (TS/SCI) clearances.

4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor will be allowed non-escorted access to Buildings 1 & 2 on Peterson AFB and other sites consistent with task requirements.

4.3 Place of Performance. The task order will be primarily performed at the Government facility.

4.4 Travel. Thirteen long distance trips will be required to the following locations for the meetings specified - Cheyenne, WY (8) for modernization testing and in-garrison exercises; Albuquerque, NM (2) for Program Management Reviews (PMR), Modernization Implementation Product Team (IPT) reviews and Logistics Support Facility reviews; Washington, DC (1) for SMCC Conference and PMR; and Omaha, NE (2) for PMR, Operational Requirements Meeting, and Exercise Requirements Meetings. Duration of the long distance trips will be five days or less.

4.5 Other Pertinent Information or Special Considerations. The Contractor will require access to Government facilities within the Colorado Springs area including Peterson AFB, Schriever AFB, Cheyenne Mountain Air Station and Fort Carson. The contractor will also require access to Government facilities outside the Colorado Springs area including FE Warren AFB, WY ANG facilities in Cheyenne, and other sites necessary to perform the tasks outlined in this statement of work.
