MISSILE WARNING/MISSILE DEFENSE ALGORITHM SUBJECT MATTER SUPPORT
TO HEADQUARTERS AIR FORCE SPACE COMMAND (HQ/AFSPC)

DESCRIPTION OF SERVICES
Requires theoretical and operational subject matter expertise in the areas of Missile Warning (MW) and Missile Defense (MD). Provides technical support in all aspects of Missile Warning and Missile Defense which include: MW/MD processing algorithms, data messages, ground-based and space-based sensor issues, message communication between sensors and warning centers, and operator interfaces. Conducts theoretical analysis to determine optimal algorithms for processing MW/MD data. Ensures the continuity and propagation of legacy Missile Warning knowledge within AFSPC. Provides operational Missile Warning experience to A9 in their efforts to support AFSPC’s Missile Warning/Missile Defense Mission Area at both the operations center level and at the wing/unit level.

1.1.1
MISSION
Headquarters, Air Force Space Command (HQ AFSPC), Space Analysis (A9), is the Air Force designated Center of Excellence for providing objective and responsive space and missile studies, analysis and assessments, lessons learned and science & technology expertise to decision makers, warfighters, and the national space community. This includes analysis support for Command tasks involving requirements definition, operational concepts development, planning and programming, and assessing the military utility of systems which are pertinent to all AFSPC Mission Areas including Space Control, Space Force Enhancement, Space Launch Support, Space Force Application, and Mission Support. This SOW specifically involves analysis to support the Missile Warning/Missile Defense sub-mission areas of the Space Force Application Mission.
1.2
OVERVIEW OF SERVICES REQUIRED
Conduct theoretical and operational Missile Warning/Missile Defense analyses in support of Space Analysis (A9). Provide specialized technical support to A9 on algorithms used for processing MW and MD data. Transfer MW knowledge and expertise to A9 in order to ensure continuity of legacy information within AFSPC. Provide technical and analysis support on operational and sensor-related issues related to the various nodes and components of the U.S. Early Warning System. Support A9 in their responsibility for providing technical oversight to AFSPC/A5, AFSPC/A3, 14 AF and USSTRATCOM for Missile Warning and Missile Defense issues.
1.3 REQUIREMENTS
1.3.1 REQUIREMENT 1. Evaluate, Assess, Develop and Improve Operational Algorithms Used in Missile Warning/Missile Defense Systems. (Tasks for this requirement constitute approximately 40% of the total effort) Support A9 in developing a new TGx-based methodology for creating extended threat fans to replace the previous methodology based on outdated legacy software. Establish a MW Operational Algorithm Toolbox within A9 to allow testing of MW operational systems and to facilitate the maintenance and V&V of these algorithms. Provide prototype algorithms in the MW algorithmic functional areas including: Message Correlation, Origin, Threat Fan Display, Threat Determination, Area of Interest (AOI) Targets, Time to Impact (TTI), Minutes to Report (MTR), Triple Interpolation Curvefit (TIC), Geometric Range Azimuth Elimination (GRAZE), Mission Data Counts (MDC) and Threat Region Determination (TRD). Review and evaluate covariance propagation and impact prediction algorithms in use, or proposed by various agencies, to improve operational impact point prediction for MW/MD operational systems.
1.3.1.1
DELIVERABLES
The contractor shall:
1. Provide a Technical Report describing the test cases, methodology and results of the TGx V&V effort. (CDRL 0037)
2. Deliver prototype algorithms and accomplish operational capability in A9 for each of the functional areas listed in Requirement 1. (CDRL 0024) 1.3.2 REQUIREMENT 2. Provide Continuity and Propagation of Missile Warning Knowledge to AFSPC. (Tasks for this requirement constitute approximately 30% of the total effort) Assist in obtaining Government control of GFI (Government Furnished Information) MW-related databases. Specifically, transfer control of the Threatened Region Determination (TRD) database from an ISC2 contractor to A9. The third-party contractor retained physical custody of databases and the developed software, all GFI, after ceasing to provide maintenance upgrades (no longer tasked on ISC2 contract). Also, transfer control of the post-Triple Interpolation Curvefit (TIC) processing algorithms from previous ISC2 contractor to A9. Support A9 in using this software for post-TIC analysis of the annual TIC build. Document all required processes and methodologies and modernize/upgrade software tools. Transfer ownership of MW Algorithm Document (MWAD) from previous contractor to A9 to ensure a government continuity of knowledge and to provide assessment of changes, modifications, and improvements in the AFSPC MW methodologies. Provide a section-by-section review with A9 of all theoretical processes and assumptions made in MWAD. Provide a documented history of Integrated Space Command and Control (ISC2) algorithm development to avoid replication of effort in the future. Document ISC2 algorithm development citing the various paths followed and reasons for choosing one methodology over another.

DELIVERABLES
The contractor shall:
1. Support transfer of TRD database with associated algorithms and accomplish operational capability within A9 systems. (CDRL 0024)
2. Support transfer of post-TIC processing algorithms and accomplish operational capability within A9 systems. (CDRL 0024)
3. Support transfer of control of the MW Algorithm Document to A9. (CDRL 0037)
4. Document ISC2 algorithm development history by adding descriptive material to the MW Algorithm Document. (CDRL 0037) 1.3.3 REQUIREMENT 3. Provide Technical and Analysis support on Operational and Sensor-Related Issues. (Tasks for this requirement constitute approximately 15% of the total effort) Provide subject matter expertise on the processing and connectivity between different nodes within MW/MD operational systems. Twice a year attend Technical Interchange Meetings such as the Profile Working Group (PWG) and twice a year attend the Missile Warning Operators Conference (MWOC) supporting A9 in evaluating and resolving issues associated with forward users. Support A9 in their responsibility for providing analysis oversight to the PWG Threat Sub-Group to ensure that threat representations based on infrared (IR) sensor data provide a realistic description of geographical areas at risk from foreign missile launch events. PWG Threat Sub-Group analysis support shall also include the impact of missile surrogate choice on operations, missile impact/containment and alternative threat representations. Attend Technical Interchange Meetings at USSTRATCOM and 14 AF, Joint Space Operations Center (JSPOC), approximately four times per year to address operational issues. Provide operational analysis of real world missile launch events, as scheduled.

The contractor shall:
1. Present briefings of analysis results at the PWG and MWOC meetings as requested by A9. (CDRL 0008)
2. Provide documentation of methodology and results of operational analysis on real world missile launch events. (CDRL 0037) 1.3.4 REQUIREMENT 4. Evaluate, Assess, Develop and Improve Analysis Algorithms within the A9 Missile Analysis Toolbox. Tasks for this requirement constitute approximately 15% of the total effort) Review the existing Missile Analysis Toolbox within A9 and Support A9 in their responsibility for providing technical oversight for improved or enhanced analysis and visualization capabilities. Add tools to allow parsing of Tactical Information Broadcast System (TIBS) messages and missile intercept capability algorithms with accompanying visualization.

DELIVERABLES
The contractor shall:
1. Deliver prototype algorithms and associated documentation to allow parsing of TIBS messages in the A9 Missile Analysis Toolbox. (CDRL 0024)
2. Deliver prototype algorithms and associated documentation to allow missile intercept capability with accompanying visualization in the A9 Missile Analysis Toolbox. (CDRL 0024)
1.3.6 OTHER DELIVERABLES: Monthly Status Report (CDRL 0030)

GOVERNMENT FURNISHED PROPERTY AND RESOURCES
N/A 3.1 MATERIALS AND OTHER DIRECT COSTS (ODCs):
The Quality Assurance Evaluator (QAE) shall approve all contractor purchases costing less than $500 prior to purchase. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.

GENERAL INFORMATION

Provisions outlined in the basic DD 254 apply to this task order.
4.2.
ACCESS TO GOVERNMENT PROPERTY AND FACILITIES
The Contractor shall be allowed escorted access to the Atrium II facility, 1150 Academy Park Loop, Suite 212 (A9) in Colorado Springs, CO. Access to other Government facilities, documents, and systems shall be in accordance with the basic award.
4.3.
