ANALYSIS AND TECHNICAL SUPPORT

TO HEADQUARTERS AIR FORCE SPACE COMMAND (HQ AFSPC)

SPACE ANALYSIS (A9)

Space Force Application (SFA) Analyses

1.0

DESCRIPTION OF SERVICES

HQ AFSPC A9 requires analytical and subject matter expertise for Space Force Application (SFA) analyses. The contractor shall be required to write reports on various types of analyses supporting the breadth of SFA analysis efforts to include Conventional Strike Missile (CSM) and/or Conventional Prompt Global Strike (CPGS), Security of Nuclear Resources and Consequence Management. The contractor shall be required to continue critical analyses to support various AFSPC and Air Staff Directorates, to include, but not limited to Requirements, Operations and Intelligence. The contractor shall conduct analyses in support of Effectiveness Analysis (EA) and Analyses of Alternatives (AoA) to include, but not limited to Land-Based Strategic Deterrent (LBSD), Prompt Global Strike (PGS) and the Common Vertical Lift Support Platform (CVLSP) Minute-Man III follow-on systems with System Life Extension Programs (SLEPs) and other Military Utility Analyses (MUA) as directed by the government to support SFA analyses. The contractor shall provide expertise in support of the Intercontinental Ballistic Missile (ICBM) Integrated Long Range Planning (ILRP) at both the Working and Steering Group levels and support AFSPC Integrated Planning and Programming Process (IPP) in the SFA mission area and the Deterrence and Strike Capability team area. The contractor shall provide support to the Nuclear Issues Working Group with both analysis and operations expertise. The contractor shall provide nuclear operations expertise in nuclear surety, testing, basing and planning, operation, maintenance, storage, handling, transportation and security.

1.1

ORGANIZATION BEING SUPPORTED

1.1.1

MISSION

Headquarters, Air Force Space Command (HQ AFSPC) Space Analysis (A9) supports AFSPC’s SFA mission area and the Deterrence and Strike Capability team with analyses to address Nuclear Deterrence, Conventional Strike, and Nuclear Security/Consequence Management. This includes analysis support for command tasks involving the requirements definition, operational concepts development, planning and programming and assessing the military utility of pertinent systems.

OVERVIEW OF SERVICES REQUIRED

Contractor shall provide specialized technical support to A9 as stated in the SOW to analyze operations, maintenance and sustainment SFA systems and Deterrence and Strike Capability team issues. Contractor shall perform follow-on analysis when required by the government to ensure AFSPC corporate decisions are analytically sound. Specifically, contractor shall perform analysis and provide functional expertise in support of 4 to 6 EAs, AoAs and MUAs in SFA mission areas in support of Deterrence and Strike Capability teams. Contractor shall provide specialized technical support to A9 to include nuclear experience in nuclear operations i.e. nuclear surety, testing, basing and planning, operation, maintenance, storage, handling, transportation, and security. Contractor shall be familiar with the following SFA mission area systems, Minute-Man III, PGS, CVLSP and Common Aero-Vehicle (CAV) to include the CSM.

1.3 REQUIREMENTS

1.3.1 REQUIREMENT 1. SFA Operations, Maintenance and Sustainment Analyses (3400 Funding)

The contractor shall provide MUA capability to support SFA and Deterrence and Strike Capability issues. This analysis will include senior leadership decision support, quick-turn studies and “what if” analyses. Exercise support will involve both pre- and post-event analysis. These SFA-related tasks include (but not limited to) all aspects of operational/technical expertise support to the ILRP at both the Working and the Steering Group levels. The contractor shall provide SFA operational, maintenance and sustainment technical expertise to support A9 in performing space or missile-related studies supporting SFA and Deterrence and Strike Capability issues, risk assessment, and analysis integration. [CDRL 0037a] 1.3.2 REQUIREMENT 2. Research and Development (R&D) Analyses Support (3600 Funding) The contractor shall provide analysis in support of modernization-planning, as it applies to research and development of new systems/concepts. This support will include AoA and EA for PGS, CVLSP, and Conventional Ballistic Missile (CBM) capabilities, requirements development, Concept of Operations (CONOPS) development and system architecture development. It will also include operational/technical expertise in support of the ILRP. In addition, the contractor shall assist in technical process changes to algorithms to support upgrading models used in A9. [CDRL 0037b] 1.3.3 REQUIREMENT 3. Model Verification and Validation (3600 Funding) The contractor shall assist with the testing, verification and validation of SFA models. The contractor shall analyze previous validation efforts to identify those features that have had some measure of validation. For those items, the contractor shall perform basic regression testing to ensure that any dysfunctions have been corrected and that no other previously working functions have failed as a result of newly added features. For all remaining items that were not previously validated, the contractor shall assist A9 with test plan development, execution, and documentation, including test analysis reports. [0037c] 1.3.4

NON-DISCLOSURE AGREEMENTS

The contractor shall be required to have (or obtain) non-disclosure agreements with any other contractor requiring one in order to completely support the sensitive AFSPC information. This includes the analysis in support of the requirement generation process via EAs, AoAs MUAs and the IPP.

3.0

GOVERNMENT FURNISHED PROPERTY AND RESOURCES

A9 will furnish one workspace in Building 1470 at Peterson AFB, CO, this will include; adequate desk space, chair, computers (connected to e-mail, NIPRNET, SIPRNET, and AFSPC Virtual Analysis Capability) and use of telephones, copier and fax machines.

3.1 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES

The contractor shall be allowed unescorted access to Building 1 and Building 1470 at Peterson AFB, access to government facilities, documents, and systems shall be in accordance with the basic award.

4.0

GENERAL INFORMATION

4.1

SECURITY

Contractor shall provide personnel with clearances commensurate with the DD Form 254, to include access to TOP SECRET/SCI/SIOP/CNWDI, Department of Defense Contract Security Classification Specification. The contractor shall abide by all applicable government security rules and procedures. Contract efforts require access to, and generation of, classified information and access to controlled Government facilities up to and including TOP SECRET/SCI/SIOP/CNWDI.

TRAVEL ESTIMATED AS FOLLOWS

The following travel is estimated as the expected locations routinely traveled in support of SFA and Deterrence and Strike capability efforts within A9. All travel for each task must be approved by the government. Travel within 50 miles of Peterson AFB is considered local travel; contractor will not be reimbursed.

5.0 PERFORMANCE SERVICES DURING CRISIS

The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow.
