FOR
AIR EXPEDITIONARY FORCE (AEF) SUPPORT
TO

9002-0015 1.0 DESCRIPTION OF SERVICES: Headquarters Air Force Space Command (HQ AFSPC) Air, Space and Information Operations Directorate (A3) requires technical, system analysis, and programmatic and analytical support in the Deployment Flight (HQ AFSPC SOPS/XOOD). This includes software development, planning, analyses, technical studies, problem resolution and associated systems engineering support tasks.

1.1.2 MISSION: HQ AFSPC SOPS/XOOD is the Office of Primary Responsibility (OPR) for management and verification of Unit Type Codes (UTCs) deployed from AFSPC’s nine wings to Combatant Commands in support of Operations Plans (OPLANS), Crisis Action, and the Global War on Terrorism. XOOD also provides policy, guidance and resources for all AFSPC space and missile operations including missile warning, nuclear event detection, space control, Intercontinental Ballistic Missiles (ICBM), space lift and range operations, satellite command and control, aerospace weather, helicopter and airfield operations and command and control. Additionally, XOOD is responsible for integrating space capabilities into operational level of war and develops space exploitation and ICBM employment concepts.
1.2 OVERVIEW OF SERVICES REQUIRED: XOOD requires the contractor to provide a broad range of technical support, quick response research, and on-site/immediate software development support to help the customer fully use the latest improvements in information technology. This task order shall include maintaining AFSPC related files within the DCAPES (Deliberate and Crisis Action Planning and Execution System) and AF UTC Availability database environments; verifying, analyzing, approving, and monitoring AFSPC deployments; overseeing and analyzing AFSPC’s unit inputs into the AEF Reporting Tool (ART) system; and assisting in the drafting and publishing of AFSPC’s AEF policies and procedures.
DCoMP was designed as a deployment management tool for AFSPC-tasked Air and Space Expeditionary Forces UTCs within JOPES. It compares taskings to available/postured UTCs and provides the user with reports sorted by any field contained in the database. DCoMP ensures that UTCs, or elements of a UTC, are not multi-tasked, that changes to any field within the database are highlighted, that new or deleted taskings are easily identified, and that taskings requiring MAJCOM verification are known. Additionally, DCoMP automatically identifies and can email Functional Area Managers (FAMs) of taskings and required action.
DCAPP compares unit manpower documents (UMD) to postured UTC positions to ensure AEF deployment requirements can be supported by the unit’s authorizations. DCAPP identifies discrepancies by installation, wing, functional area, UTC, and/or AFSC. DCAPP also provides statistical details of identified area and highlights UTC/UMD mismatches.
Both DCoMP and DCAPP are written in Microsoft Visual Basic 6. Maintenance involves ensuring that modifications to external TPFDD (Time Phased Force Deployment Database) databases and/or JOPES or DCAPES interfaces are immediately reflected and/or corrected in DCoMP software and that compatibility is maintained. DCoMP provides capability for HQ and base-level deployment management. Modifications are often extensive and require significant knowledge of Visual Basic 6 and/or SQL Server programming logic, DCAPES database structure, and base-level deployment objectives.
The task order requires on-site programming support for AFSPC’s DCoMP (DCAPES Comparison and Management Program) and DCAPP (DCAPES Comparison of Authorization to Postured Positions) software. XOOD requires trend and anomaly analysis capability for deployment taskings, ART currency reporting, and discrepancy data. Contractor will be required to use Air Force Instructions (AFIs) 10-401, 10-403 and 10-244, Air Force Publication Document (AFPD) 10-4, U.S. Code 10, and Chairman Joint Chiefs of Staff Manual (CJCSM) 3122 on a daily basis. Contractor will assist in the development of command supplemental guidance that adheres to and does not conflict with Air Force publications, Joint manuals, or public law. The government will train and certify one contractor employee in both DCAPES and Joint Operations Planning and Execution Systems (JOPES).
1.3
SPECIFIC REQUIREMENTS:
1.3.1 REQUIREMENT 1: DEPLOYMENT MANAGEMENT: (25% of total task effort) Contractor shall keep DCoMP and DCAPP software programs operational. Contractor shall have working knowledge of Visual Basic and SQL Server applications to ensure continuous software compatibility with DCAPES and JOPES. Software support must be on-site and immediate due to time sensitive nature of XOOD mission.
Twice per workday, the contractor shall identify, extract, and analyze data produced by DCoMP and DCAPP, relay updated requirements to FAMs (Functional Area Managers) and wing Installation Deployment Officers (IDOs), and identify anomalies in postured UTCs, taskings and/or trends. The contractor shall ensure project codes are accurately entered in DCAPES after receipt of verification from FAM.
Contractor shall manage the deployment newsgroups daily. Contractor shall notify QAE of significant postings and make recommendations on the information obtained from the newsgroup.
The contractor shall review unit submitted reclamas for accuracy and completeness and analyze all category 5 reclamas submitted by the wings and assist FAMs with the preparation and coordination of an SSS with recommendation for AFSPC/CV. (CDRL 0008a)
Contractor will create and oversee a MAJCOM AEF Advisory Group that will provide mechanism for HQ AFSPC directorates and unit commanders to surface issues impacting their organizations. This advisory group will meet once per AEF rotation. Incorporated in this requirement will be an analysis/review of all “lessons learned” identified and documented by HQ AFSPC/A9.
The contractor shall develop HQ deployment information briefings to be delivered to each wing once per year. (CDRL 0008b) The Contractor shall develop briefings for and attend the AEF execution conferences three times per year, the annual Worldwide Planner’s Conference, and weekly Operations Intel meetings. Contractor will develop AFSPC FAM training course and provide to new FAMs on an as-needed basis. Quarterly meetings for all FAMs will be scheduled and update briefings provided to ensure compliance across all functional areas.
Contractor will prepare AFSPC leadership for AFPC/DPW AEF Debriefs. Preparation includes analysis of AFPC/DPW slides, creation of AFSPC specific slides, prebrief AFSPC senior leadership on relevant issues, and scheduling of personnel and required conference rooms for VTC.
1.3.1.1 DELIVERABLES: CDRL 0008a, b, c; CDRL 0006 1.3.2 REQUIREMENT 2: ART (AEF Reporting Tool) Support (5% of total task requirement) The contractor shall assist in the annual review, draft, coordination, and publication of ART policy. (CDRL 0008d) Contractor shall analyze wing ART inputs reporting trends on a weekly basis in order to identify discrepancies and shortfalls. The contractor shall provide command guidance on requirements, and annually review/update AFSPC supplements to AFI 10-244.
The contractor shall prepare and brief ART reporting trends, ART rating analysis, and deployment discrepancies at the monthly AFSPC/CV Readiness meeting. (CDRL 0008f) 1.3.2.1 DELIVERABLES: CDRL 0008d CDRL 0008e CDRL 0008f
1.3.3 REQUIREMENT 3: AEF Library Support (40% of total task effort) The contractor shall ensure that the unit’s UTCs are postured correctly in the AEF library. The contractor shall compare postured UTCs to manpower documents with applicable FAM once per month.
Once per twenty-month AEF Cycle, the contractor shall analyze home-station peacetime and wartime requirements. The contractor shall coordinate Air Staff recommended changes to postured forces with FAMs and units. The contractor shall document, coordinate, and assist in the defense of AFSPC’s UTC posturing position.
The contractor shall provide command guidance on requirements, and annually review/update AFSPC supplements to AFI 10-401.
Contractor will oversee and assist in the creation and maintenance of AFSPC in-place TPFDDs documenting home-station requirements. TPFDDs will be created for Nuclear Deterrence, Space-Based Effects, and Title 10 Service requirements. In-place TPFDDs will involve the analysis of all 17K AFSPC authorizations and coordination with USSTRATCOM, USNORAD, unit commanders, and AFSPC leadership. TPFDDs will require review and maintenance a minimum of once each quarter.
Contractor will reposture all AFSPC UTCs to meet the requirements of in-place TPFDDs and once per AEF rotation, contractor will source in-place TPFDDs with available UTCs and notify AFPC/DPW of deployable capability prior to their sourcing of known COCOM requirements.
Contractor will assist FAMs with the creation, registration, and maintenance of new UTCs that define in-place mission requirements. Contractor will also work with associated Combatant Commanders (CCDR), unit commanders, senior leadership, and FAMs to identify minimum in-place requirements and posturing the new UTCs in the appropriate TPFDDs.
1.3.4 REQUIREMENT 4: Air Force UTC Availability Database Support (5% of total task effort) The contractor shall compare postured UTCs between the AF UTC Availability database and AEF libraries within six months of contract award and every six months thereafter, identify discrepancies between the two databases, and make required changes to the appropriate database.
1.3.5 REQUIREMENT 5: AEF Training Support (25% of total task effort)
The contractor shall develop, implement, and oversee AEF training requirements to include FAM, ART, Readiness reporting, and scheduling of personnel to higher headquarter’s courses. Contractor will identify training requirements, develop syllabus, reserve conference rooms, and oversee classes. FAM training will be accomplished no less that once-per-quarter. ART and Readiness training will occur on an as-needed basis, but no less than quarterly. VTCs with base level personnel or TDYs to AFSPC installations will occur no-less-than quarter to ensure personnel are current and applying policy as required.
1.3.6 REQUIREMENT 6: Surge Operations Support During crisis and exercise situations, the QAE is authorized to modify contractor hours of operation as needed to support the mission. The Contractor may be required to provide all of the tasks described in this Statement of Work on a quick-response, 24/7, or contingency basis. This SOW shall be deemed to cover the full spectrum of contingent operations, such as exercises, unforeseen natural disasters and regional conflicts. In such cases, the Contractor's normal hours of operations will be modified to conform to the level of support required by the contingency.
The Contractor shall be considered mission critical and, as such, shall be able to provide quick-response support that entails providing Subject Matter Expertise (SME) on a 24-hour basis during crisis, national disaster or national security event. This may occur as many as three times per year. The Contractor shall be subject to recall within a 4-hour period, and shall be required to work an alternate work schedule, overtime, weekends and/or holidays, as well as periods of deployment during crisis, national events or exercises. This may occur as many as four to eight weeks each year.

3.2
GOVERNMENT FURNISHED SERVICES.
3.2.1 FACILITIES, SUPPLIES, AND SERVICES. XOOD will provide the Contractor with one on-site working space, office supplies, telephone, fax machine, and/or computers, reproduction capability, classified storage, e-mail capability, internet access, Local Area Network (LAN) access and SIPRNET access. The government will make available to the Contractor additional documentation, software, hardware and equipment necessary to accomplish this task order.
3.2.2 INFORMATION SOURCES. XOOD personnel will be available for technical exchanges with the Contractor.
3.2.3 TRAINING. Contractor shall be eligible to attend government-sponsored and government-provided training to maintain proficiency in software, administrative procedures or other areas, at no cost to the government. Contractor shall be eligible to attend contractor-provided and/or third party off-site seminars and classes, at no cost to the government. The contractor must receive approval from QAE prior to attendance at training classes.
3.3 MATERIALS AND OTHER DIRECT COSTS (ODCs). The Quality Assurance Evaluator (QAE) shall approve all contractor purchases costing less than $500. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase

GENERAL INFORMATION
4.1 SECURITY. Provisions outlined in the basic DD 254 apply to this task order. A Top Secret Clearance is required.
4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES. The Contractor will be allowed unescorted access to Government buildings on Peterson AFB consistent with task requirements. Access to Government facilities, documents and systems shall be in accordance with the basic award DD254.
