STATEMENT OF WORK
FOR
THE LAND-BASED STRATEGIC DETERRENT (LBSD) ANALYSIS OF ALTERNATIVES (AOA)
FOR
HEADQUARTERS AIR FORCE SPACE COMMAND
DIRECTORATE OF REQUIREMENTS
FORCE APPLICATIONS DIVISION (HQ AFSPC/DRM)

DESCRIPTION OF SE:

1.1.2 MISSION: AFSPC focal point for the definition, development, and advocacy of future space force mission needs to meet Air Force, USSTRATCOM, DoD and national objectives. Provides Command Leads to manage user involvement in the requirements generation and acquisition processes for future space force applications concepts addressing nuclear and conventional strike. Monitors AFMC and SMC research and development efforts for ballistic missile systems and components and technology development efforts associated with future space force applications. Actively participates in acquisition planning for development of future nuclear and conventional missile systems. Assesses the impact of the future threat, technology, funding, and current arms control treaties on the acquisition processes and warfighters needs.
1.2 OVERVIEW OF SERVICES REQUIRED: HQ Air Force Space Command (HQ AFSPC), Force Applications Division (DRM) requires non-personal technical, system analysis, programmatic and analytical support for the Land-Based Strategic Deterrent (LBSD) Analysis of Alternatives (AoA). This includes pre-systems acquisition planning, analyses, trade studies, problem resolution and associated systems engineering support tasks necessary to potentially develop, produce, deploy, operate, maintain security, and test and evaluate missiles, command control communications, basing, reentry and launch vehicle systems and technology.
HQ AFSPC/DRM requires the contractor provide a broad range of technical assistance, acquisition planning, quick response research, special studies and software development support to help the customer fully use the latest improvements in information technology. Furthermore, this task order shall include weapon system test and decision analysis, counter-proliferation support and analysis, resource allocation analysis and development, acquisition planning and technical information systems. The Contractor shall coordinate with other Air Force agencies, Services (i.e., Army and Navy) and Joint offices, as required.
The contractor shall provide HQ AFSPC/DRM programmatic support and engineering analyses. The contractor shall provide assistance to develop operating concepts for future space force applications systems. The contractor shall provide support for short-notice taskings. They shall conduct research to support development of AFSPC/DRM inputs to other MAJCOMs, AF, Joint and National agencies. The contractor shall provide support for evaluation of automated modeling and simulation tools. The contractor shall provide support to analyze future AFSPC missions and future plans to support development of future operations requirements, test plans, analyses, reports and concepts for future systems applications.
1.3
SPECIFIC REQUIREMENTS:
1.3.1 REQUIREMENT 1: Programmatic Support, Engineering Analysis, and Liaison
The Contractor shall provide the necessary studies, reports, concepts and assist in the documentation and formulation of various acquisition documents. The Contractor shall provide liaison support between AFSPC and appropriate DoD agencies, Unified and Specified Commands, the Air Staff, Product Centers, the 526th ICBM Systems Wing, and the ICBM Prime Integration Contract (IPIC).
The contractor shall perform engineering trade studies, analyses and develop/review conceptual designs to assist in defining potential requirements, evaluating various alternative solutions, and identifying risks and mitigations during the Analysis of Alternatives. Provide guidance and evaluate the progress/results of advanced development program activities.
The contractor shall analyze the Analysis of Alternatives, acquisition plans to support Milestone decisions, mission area plans, resource allocation plans and cost analysis to support potential requirement decisions relating to future nuclear and conventional systems (e.g., propulsion, guidance, reentry vehicle, command and control, ground systems, etc) and future systems/modifications.
The contractor shall evaluate proposed 526th ICBM Systems Wing design solutions and cost estimates relative to adequacy, requirements support, and warfighter impact throughout the lifecycle of the weapon system. Provide analysis to include technical merit, potential alternatives, and recommendations. Provide technical advice in support of potential sustainment and/or retirement of nuclear and conventional systems.
This requirement comprises approximately 40% of the total task effort.
1.3.2 REQUIREMENT 2: Wargames and Simulations Participation
The contractor shall assist HQ AFSPC/DRM with the development of concepts of operations for current and future space force applications systems for use in wargames and simulations.
This requirement comprises approximately 5% of the total task effort.
1.3.3 REQUIREMENT 3: Analysis of Alternatives Cost Analysis Support.
The Contractor shall assist in the development and formulation of cost documents and assist AFSPC coordination efforts with appropriate Air Staff agencies.
The Contractor shall analyze potential requirements, funding profiles, acquisition strategy, and acquisition documents associated with future propulsion, guidance, reentry vehicle applications, ground equipment, command centers, and current/future air platforms to support Milestone decisions.
The Contractor shall analyze future operational requirements of the warfighting commands (e.g., USSTRATCOM and USSPACECOM), as outlined in their Integrated Priority Lists and other documents, to effectively integrate those needs into the pre-systems acquisition planning for future nuclear and conventional systems.
This requirement comprises approximately 10% of the total task effort.
1.3.4 REQUIREMENT 4: Quick Reaction Research and Support
The Contractor shall be technically oriented and possess specific expertise related to conventional and nuclear systems. The Contractor shall provide quick reaction technical and analytical support to such related tasks. The Contractor shall conduct research on specific issues to assist in the development of AFSPC acquisition inputs to other MAJCOM, AF, Joint and National agencies.
This requirement comprises approximately 5% of the total task effort.
1.3.5 REQUIREMENT 5: Information Technology Support (ITS)
The Contractor shall be capable of evaluating automated modeling and simulation tools. For analysis into the acquisition planning process, the contractor shall provide systems expertise and information technology tools to support cost analysis, decision support and program management of future nuclear and conventional Force Applications missions. This task shall assist all phases of Space Force Applications.
Provide HQ AFSPC/DRM with information technology tools to aid the acquisition decision-making process. Produce and maintain project management databases and process flow diagrams on HQ AFSPC/DRM initiatives.
This requirement comprises approximately 5% of the total task effort.
1.3.6 REQUIREMENT 6: Operational Requirements Development, Testing and Analysis The Contractor shall provide technical analyses and software tools for assigned missions. The Contractor shall analyze future AFSPC missions and future plans to assist in the development of acquisition strategies, various acquisition documents to future requirements, test plans, analyses, reports and concepts for future systems applications.
The Contractor shall prepare, review, comment and support pre-systems acquisition planning, Milestone decisions briefings, and the Concept refinements strategy.
The contractor shall develop briefings for the LBSD AoA to gain Service-wide consensus Mission Need Statement (MNS) development through Joint Requirements Oversight Council (JROC) approval.
The Contractor shall conduct comment resolution and coordination through the Air Force Requirements and Operational Capabilities Council (AFROCC) and JROC approval process.
This requirement comprises approximately 15% of the total task effort.
1.3.7 REQUIREMENT 7: Prompt Global Strike and LBSD AoA Integration
The Contractor shall analyze LBSD and PGS operations concepts, material concepts, technologies, methodologies, cost analysis, effectiveness analysis and scenarios and determine impacts, commonalities, gaps that each capability will leverage from each other. This requirement supports CDR USSTRATCOM’s request to HQ AFSPC to pursue the impacts and correlation of conventional weapons on the LBSD AoA, and on LBSD as it relates to the PGS AoA. This requirement will ensure aspects applicable to LBSD that are gleaned from PGS AoA activities can be brought back to the ongoing LBSD work, as well as influence and integration of LBSD “lessons learned” in the PGS AoA, all of which will provide guidance and information.
This requirement comprises approximately 20% of the total task effort.
1.4
ADDITIONAL DELIVERABLES:
The contractor shall deliver a Monthly Status Report (MSR) by the 20th of each month covering activities of the preceding month. The report shall contain a list of personnel on each task, description of the work accomplished during the previous month, list of meetings attended, deliverables provided, travel accomplished, and funds expended during the period of performance by labor hour/category, with cumulative expenditures and associated funding remaining. 3.2.1 FACILITIES, SUPPLIES, AND SERVICES.
HQ AFSPC shall provide work space in the Hartinger Building, working supplies, furniture and access to business telephones (Defense Switched Network, Secure Telecommunications Service), copy, and facsimile (for business purposes only). The Government also supplies computer resources (including software programs) and facilities, and computer time as required. Additionally, the Government provides the contractor with an email account on the Government Local Area Networks (NIPRNET/SIPRNET) so the contractor is integrated into AFSPC for: access to Government and professional documentation and forms and reference material; access to program/contractor web-based databases and to support program management and coordination.
3.2.2 INFORMATION SOURCES. AFSPC/DRM personnel will be available for technical exchanges with the Contractor and will provide technical input, answer questions, review/approve completed work, and provide feedback regarding Contractor efforts. The Government Representative is the primary source of technical guidance for this SOW.
3.2.3 DOCUMENTATION. The Contractor will be provided access to relevant studies, briefings, long range planning, mission area plans, requirements, acquisition, and budget documents. All materials will remain the property of the Government and will be returned upon request or at the end of the task order period of performance. Additionally, the Government has unlimited rights to all products delivered under this SOW. The Government shall retain custody and shall have exclusive control in the distribution of all deliverables.
3.2.4 TRAINING. Contractor shall be eligible to attend government-sponsored and government-provided training to maintain proficiency in software, administrative procedures or other areas, at no cost to the government. Contractor shall be eligible to attend contractor-provided and/or third party off-site seminars and classes, at no cost to the government. The contractor must receive approval from QAE (or designated representative) prior to attendance at training classes.
4.0
GENERAL INFORMATION
4.1 SECURITY. The contractor will require access to Top Secret/Sensitive Compartmented Information (TS/SCI) – 2 SCI billets required. Contractor shall provide personnel with clearances commensurate with the DD254, Department of Defense Contract Security Classification Specification. Security clearances must be in hand prior to beginning performance period. In addition, the Contractor must be capable of developing, handling, processing and storing classified documents in the government facility or at the Contractor’s facility.
4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES. The Contractor will be allowed unescorted access to Government buildings on Peterson AFB and other sites consistent consistent with task requirements. Access to Government facilities, documents, and systems shall be in accordance with the basic DD-254.
4.3 TRAVEL. Any travel required to fulfill the tasks in this SOW shall be performed with the prior approval of the QAE or designated HQ AFSPC/DRM representative and in accordance with FAR 31.205-46.
